The March issue on “Honor the Past, The People We Remember,” has been selected as IAEM’s current “sample issue” and is downloadable from the IAEM Bulletin web page. If you are not a member of IAEM, this issue will let you know what you’re missing. IAEM also wanted to further honor mentors by sharing the articles about them with a broader audience of emergency management professionals. Please share this issue with others. IAEM
Each year, IAEM and NEMA work together to report on the return on investment of the Emergency Management Performance Grants (part of FEMA’s suite of grants). The 2019 edition, released Mar. 20, 2019, represents input from 46 states, two territories, and 1,042 local emergency management agencies. One of the key data points in this report each year is the fact that state and local emergency managers respond to thousands of events which never reach the level of a Federal disaster declaration. In 2019, there were 23,331 such events. The report also provides data on planning, training, and exercise efforts, public outreach campaigns, communications systems, and maintaining thousands of mutual aid agreements. The Department of Homeland Security is seeking public comment on its proposal to renew information collection through the Chemical Security Assessment Tool (CSAT) for the Chemical Facility Anti-Terrorism Standards (CFATS). The Federal Emergency Management Agency’s (FEMA) National Integration Center seeks public feedback on the National Incident Management System (NIMS) National Qualification System (NQS) Radiological Operations Support Specialist (ROSS) Job Title/Position Qualification and the NIMS NQS ROSS Position Task Book (PTB). These tools provide a nationwide baseline for ROSS personnel throughout the nation. The national engagement period provides an opportunity for interested parties to comment on newly developed supplemental guidance. Additionally, FEMA will host four 60-minute webinars, open to the whole community, to discuss the ROSS provision documents and answer questions. The federal government is sharing with state emergency response agencies a new tool that allows us to more effectively distribute information that can be critical to protecting public safety and health during natural or manmade disasters and public health emergencies. The new GIS-based media tool allows users to identify media outlets that serve geographic areas of any shape or size the user selects, and allows for buffers to be applied to media searches. FEMA released the ICS 200.c, Basic Incident Command System for Initial Response, designed to help supervisors within the Incident Command System (ICS) to operate efficiently during a disaster incident. The new course incorporates materials from previous discipline-specific versions into a single training course. The course is for agencies and people such as police, fire, EMS, public works, private sector, federal D/A response components and more, all of which use the National Incident Management System and ICS training. FEMA’s Emergency Management Institute (EMI) will host two webinars today, Mar. 21 (11:00 a.m. EDT and 3:00 p.m. EDT) to highlight the changes in the new course, discuss delivery options, talk about future course releases, and answer any questions. Each year, the Mid-Atlantic Center for Emergency Management (MACEM) at Frederick Community College (Maryland) hosts a professional development seminar for high school teachers who provide classes in homeland security and emergency management.
