The Federal Emergency Management Agency (FEMA) and several partner organizations, including IAEM, on Mar. 20 released the sixth video presentation from the inaugural PrepTalks Symposium, Francis Ghesquiere’s “The Making of a Resilient Future: Disaster Risk in Developing Counties." In his PrepTalk, Ghesquiere presents a global perspective on the need to improve disaster resilience. He highlights the scale of the challenge, from rapid urbanization in areas at risk of earthquakes and floods, to the increasing frequency and intensity of storms. He discusses the need for all sectors to participate in planning and to incorporate future trends in population growth, urbanization, and increasing risk due to future environmental conditions. Ghesquiere’s presentation, the Q & A session that followed, discussion guide, and additional reference materials are now online. PrepTalks are 15-to-20-minute presentations by subject-matter experts and national and international thought leaders, designed to spread new ideas, spark conversation, and promote innovative leadership for the issues confronting emergency managers now, and during the next 20 years. PrepTalks partners include FEMA, IAEM, National Emergency Management Association, National Homeland Security Consortium, and Naval Postgraduate School Center for Homeland Defense and Security. The head of the Federal Emergency Management Agency vowed to cut down on "bureaucratic burdens" after an especially devastating hurricane and wildfire season, saying the agency needs to empower people with life-saving skills to speed rescue and recovery efforts.
FEMA Administrator Brock Long, in recent comments to the House Homeland Security Committee, outlined lessons learned in his first eight months on the job — a stretch that included hurricanes Harvey, Irma and Maria along with the largest wildfire in modern California history and a series of smaller-scale disasters across the country.

FEMA is seeking applicants for the Youth Preparedness Council, which brings together teens from across the country who are interested and engaged in community preparedness. Council members are selected based on their dedication to public service, their efforts in making a difference in their communities, and their potential to expand their impact as national leaders for preparedness. Youth interested in applying to the Council must submit a completed application form, provide two letters of recommendation, and academic records. All applications and supporting materials must be received no later than March 30, 2018, 11:59 p.m. PDT. New council members will be announced in May 2018. Congressional leaders and the White House have reached a preliminary deal on a roughly $1.3 trillion fiscal 2018 omnibus appropriations bill. GOP and Democratic aides were putting the finishing touches on the mammoth package and were expected to file it later Wednesday morning for House floor consideration.
Some issues remain unresolved as of Wednesday morning, requiring leadership attention.

The next IAEM Bulletin special focus issue will be on the theme of “Cybersecurity,” which will appear in the June 2018 issue. Article submissions must be received by May 10, 2018. Articles might include, but are not limited to: Cybersecurity 101 about securing your own security and how you protect your own assets; how you incorporate cybersecurity into your CEMP/EOP; a discussion of available Internet resources; how to coordinate cybersecurity among your response team; how to protect information in your EOC; preparing for cybersecurity incidents, vulnerabilities and risks associated with IOT (Internet of Things – including AV systems, HVAC, remote sensors, etc.), and best practices for designing and conducting cybersecurity exercises. These are just examples of articles. You may identify another aspect of cybersecurity as it relates to emergency management that you would like to write about. Article length is 750-1,500 words. Articles may be submitted at any time. Domestic Preparedness
People’s lives were changed forever on Tuesday, Sept. 11, 2001. At the time of the 9/11 attacks, airport security was primarily focused on threats from guns and explosives. There was little worry about knives or sharp instruments. Even when detected at checkpoints, they were not often considered dangerous. Closing this security loophole came after these attacks, which spurred drastic security changes at all phases of the transportation system.

Three people were killed and 23 injured after a fire broke out in a hotel in Manila, with others plucked by helicopter from the rooftop of the building engulfed in thick black smoke.
Police and rescue officials said the fire at the Waterfront Manila Pavilion, a high-rise hotel and casino complex, began in the morning and raged for more than nine hours, forcing more than 300 people to flee the area.

With violent weather plowing through the Southeast, the kitchen windows exploded at Richard Brasher's home in eastern Alabama.
Using couch cushions for protection, Brasher hid in the bathtub with his wife, daughter and two grandchildren as the storm passed near Jacksonville State University. The roar was terrifying, Brasher said: "I thought we were gone," he said.

Kenyan officials said on Friday that at least 15 people have drowned and scores of families have been displaced across the East African nation during two days of heavy rainfall that caused flooding in urban and rural areas.
The deaths happened as flood and river waters swept through Kenyan towns that had experienced drought months earlier, officials said. Kenya declared the drought a national disaster that put thousands of people at risk of starvation last year.
