The IAEM Editorial Work Group seeks articles for the second 2019 special focus issue of the IAEM Bulletin, “Treasure the Present: What We Need to be Talking About Now.” Articles could focus on: what current happenings emergency managers should be talking about – and why; the vulnerabilities of anything to a cyber hack (power grid, gas pipeline); how we are preparing today to be ready for the future; or how emergency managers can stay informed on the latest technological changes that can support their community’s preparedness goals. On Mar. 25, 2019, FEMA released the 2018 Annual Report of the Office of the Flood Insurance Advocate (OFIA). The report is intended to increase transparency and to support the ongoing improvements to the National Flood Insurance Program (NFIP) with the goal of reducing the program’s complexity. On Mar. 27, 2019, the National Weather Service released its new NWS Weather-Ready Nation Strategic Plan (2019-2022). The plan is a culmination of more than a year-and-a-half of effort and engagement among NWS managers, employees, emergency managers and Weather, Water and Climate Enterprise partners, including academia and the private sector. While the NWS vision and mission remain the same, there are three newly updated goals in the plan:
- Reduce the impacts of weather, water, and climate events by transforming the way people receive, understand, and act on information.
- Harness cutting-edge science, technology, and engineering to provide the best observations, forecasts, and warnings.
- Evolve the NWS to excel in the face of change through investment in our people, partnerships, and organizational performance.
This strategic plan recommits the National Weather Service to its core mission: to protect lives and property by providing observations, forecasts, and warnings linked directly to life-saving decisions in communities across the United States.

The anthrax attacks in October 2001 were a wakeup call nationwide of America’s weakness to respond to a widespread biological terrorist incident. Since that time, local, state, and federal agencies have worked together to improve public health readiness to mass dispense medical countermeasures (MCM) at points-of-dispensing (PODs). Providing bulk dispensing to non-public (or “closed”) PODs is one methodology employed to expedite the distribution of MCM to the private sector. IAEM member Steve Detwiler is researching the interactions between U.S. local, state/territory and tribal emergency managers with museums in their jurisdictions. Museums are defined as nonprofit permanent institutions that are open to the public. These institutions acquire, conserve, research, communicate and exhibit artifacts for the purposes of study, education and enjoyment. The survey consists of 19 questions, and it should take about eight minutes to complete. All responses will be kept strictly confidential, will not include any identifiable information in the presentation of the results, and the responses will be anonymous. Citing pockets of resistance that are impeding Rockland's efforts to stem a measles outbreak that has risen to 153 cases since October, County Executive Ed Day declared a state of emergency Tuesday. This ban will last until the declaration expires in 30 days or until people are vaccinated. Children with medical exemptions are not included in the ban.
