The Federal Emergency Management Agency (FEMA) and several partner organizations, including IAEM, on Mar. 27 released the seventh video presentation from the inaugural PrepTalks Symposium, John Hope Bryant’s “Financial Literacy and Overcoming Liquid Asset Poverty." In his PrepTalk, Bryant makes a case for emergency managers to make financial literacy a priority in their communities. Some neighborhoods are in crisis before a disaster ever hits, he says. Bryant asks emergency managers to consider how disaster recovery dollars could improve the financial resilience of community members who live in poverty. Bryant’s presentation, the Q & A session that followed, discussion guide, and additional reference materials are now online. PrepTalks are 15-to-20-minute presentations by subject-matter experts and national and international thought leaders, designed to spread new ideas, spark conversation, and promote innovative leadership for the issues confronting emergency managers now, and during the next 20 years. PrepTalks partners include FEMA, IAEM, National Emergency Management Association, National Homeland Security Consortium, and Naval Postgraduate School Center for Homeland Defense and Security. The National Flood Forecasting and Warning Programme, currently being developed by the government, will be able to predict floods in 70 percent of river basin areas nationwide, the Dewan Rakyat was told today.
Natural Resources and Environment Minister Wan Junaidi Tuanku Jaafar said the three-phase project, which began in 2015, and is expected to be completed by 2022, would also be able to forecast heavy rain seven days earlier and floods two days before they occur.

The National Weather Service (NWS) is conducting a multi-year project to improve the nation’s official weather and flood warning messaging. The Hazard Simplification project (or Haz Simp) is using social science to improve on the current NWS Watch, Warning, Advisory system. On Oct. 1, 2017, NWS implemented its initial Haz Simp improvements of winter products. NWS consolidated the Freezing Rain Advisory, Lake Effect Snow Advisory, and Winter Weather Advisory into a single Winter Weather Advisory. Similarly the Winter Storm Watch, Lake Effect Snow Watch, and Blizzard Watch were consolidated to one Winter Storm Watch product. The Lake Effect Snow Warning was selectively transitioned into a Winter Storm Warning where applicable in the United States. Lastly, all winter weather products were reformatted into a new “What”, “Where”, “When” format. NWS now would appreciate receiving feedback from emergency managers on the effectiveness of these changes. Please submit your experiences here. The next IAEM Bulletin special focus issue will be on the theme of “Cybersecurity,” which will appear in the June 2018 issue. Article submissions must be received by May 10, 2018. If you have dealt with a cyberattack, we’d like to hear about the lessons you learned from it and how your plans for the future changed as a result. Articles also might include, but are not limited to: Cybersecurity 101 about securing your own security and how you protect your own assets; how you incorporate cybersecurity into your CEMP/EOP; a discussion of available Internet resources; how to coordinate cybersecurity among your response team; how to protect information in your EOC; preparing for cybersecurity incidents, vulnerabilities and risks associated with IOT (Internet of Things – including AV systems, HVAC, remote sensors, etc.), and best practices for designing and conducting cybersecurity exercises. These are just examples of articles. You may identify another aspect of cybersecurity as it relates to emergency management that you would like to write about. Article length is 750-1,500 words. The EM CAP Subcommittee tasked with developing an international “event terms list” has extended the deadline for comment to Apr. 30, 2018. The OASIS Emergency Management Technical Committee (EMTC) approved a method to solicit and gather information relative to Common Alerting Protocol (CAP) implementations. The method chosen is to use the emergency-dev mailing list: an unmoderated, public mail list that provides an open forum for developers to exchange ideas and information on implementing the emergency OASIS Standards. Specific questions are presented on the discussion list and interested parties are urged to join the conversation. To minimize spam, participants must subscribe to the list prior to posting. Information on previous CAP workshops is available online.

Fulshear City Council unanimously approved an employment agreement with Jack Harper on March 20, making him the Fulshear city manager effective April 9, 2018.
Harper, a native Texan, has more than 25 years of municipal experience. He currently serves as an assistant city manager with the City of Waco, a role he has held since 2014.

The application period for the Fiscal Year 2017 Staffing for Adequate Fire and Emergency Response (SAFER) Grants has opened, with $345 million in funding available to enhance the ability of recipients to attain and maintain 24-hour fire department staffing and to assure that their communities have adequate protection from fire and fire-related hazards. Applications are being accepted through 5:00 p.m. EDT on Friday, Apr. 27, 2018. Volunteer, career, and combination fire departments are eligible to apply under the Hiring of Firefighters funding. Municipalities and fire districts may submit applications on behalf of fire departments when the fire department lacks the legal status to do so, e.g., when the fire department falls within the auspices of the municipality or district. Eligibility for Recruitment and Retention of Firefighters funding is limited to volunteer and combination fire departments. National, state, local, or tribal organizations representing the interests of volunteer firefighters and individual fire departments (volunteer or combination) may apply for assistance for regional projects.

The IAEM-USA Healthcare Caucus has scheduled a webinar in partnership with the Centers for Medicare and Medicaid Services (CMS) on the “Emergency Preparedness Final Rule.” The webinar will take place on Apr. 24, 2018, 1:00-2:00 p.m. EDT. Register online. Caecilia (Cece) Blondiaux, from the Quality, Safety & Oversight Group (GSOG) at CMS, will provide a recap and updates on the final rule. She also will highlight and discuss key areas where CMS is seeing an increased number of deficiencies as related to the final rule. There will be approximately 20-25 minutes allotted for a question-and-answer session at the end of the webinar. As emergency personnel turn more to unmanned aircraft systems (UAS) during disaster operations, it’s important for them to understand the benefits this technology provides and exactly how it can help.
The UAS/Drones for Disaster Response conference was developed to help public safety officials and emergency managers be better prepared to deploy drones during disasters, and will be held from April 19 to 20 at the Biscayne Bay Campus of Florida International University, according to a news release.

Mayor Johnny Smith said the number could change as contractors assess damage. The current estimates were based on “a windshield survey,” he said, and do not include buildings on Jacksonville State University’s campus.
