FEMA’s National Integration Center (NIC) is accepting public feedback on a number of National Incident Management System (NIMS) resource management documents that enhance interoperability and the effectiveness of mutual aid. The National Engagement Period will end on May 9, 2018, 5:00 p.m. EDT. The new documents include: NIMS Emergency Operations Center (EOC) Skillsets User Guide and 17 EOC Skillsets to help create a national vocabulary for EOC personnel qualifications, while remaining flexible for the diversity of EOC organization structures; NIMS EOC Director and Division/Group Supervisor (DIVS) Job Titles/Position Qualifications that define minimum qualifications criteria for personnel serving in these positions; and Accompanying Position Task Books (PTB) that identify the competencies, behaviors, and tasks that personnel should demonstrate to become qualified for these positions. USA entrants are encouraged to enter the Global Awards Competition, which is open to everyone worldwide. There are also eight award categories that are open only to USA entrants. The USA-only awards include a brand-new category for 2018 – the IAEM-USA Emergency Manager of the Year. This award is separate and distinctly different from the IAEM-USA Clayton R. Christopher Memorial Award, as it broadens eligibility beyond traditional local emergency management director/coordinator to allow any emergency management practitioner at any level (federal, state, tribal, academic, military, and private) the opportunity for recognition. The overall purpose of the IAEM Awards Competition is to recognize and honor persons who have made special or significant contributions to the field of emergency management and have represented the profession well by their outstanding performance. You are encouraged to participate and to share your achievements with your colleagues. All award entries must be received by Friday, June 1, 2018, 5:00 p.m. EDT.

The emergency alert systems that blare out warnings during natural disasters, terrorist incidents or manmade calamities could be hijacked into sending out false alarms.
A security company, Bastille, said Tuesday that it had found a vulnerability in San Francisco’s emergency alert system that would allow hackers to trigger the city’s sirens or even blare out malicious messages.

Houston-area officials said Monday during a congressional hearing that they weren't aware of forecasts by federal authorities regarding flooding risks from local reservoirs that ended up inundating thousands of homes during Hurricane Harvey.
However, the U.S. Army Corps of Engineers said concerted efforts were made to ensure all information was shared with both local officials and the public.

The Federal Emergency Management Agency awarded contracts for hurricane supplies without adequately researching whether winning bidders could deliver what they promised, according to a new investigation by Democrats on a Senate oversight committee.
The investigation followed disclosures by The Associated Press in November that a newly created Florida company with an unproven record had won more than $30 million in FEMA contracts to provide 500,000 tarps and 60,000 rolls of plastic sheeting for repairs after Hurricane Maria damaged tens of thousands of homes in Puerto Rico.

Don’t put off this chance to share your experiences and knowledge about “Cybersecurity” by writing an article for the next special focus issue of the IAEM Bulletin. Article submissions must be received by May 10, 2018. Articles might include, but are not limited to: Cybersecurity 101 about securing your own security and how you protect your own assets; how you incorporate cybersecurity into your CEMP/EOP; a discussion of available Internet resources; how to coordinate cybersecurity among your response team; how to protect information in your EOC; preparing for cybersecurity incidents, vulnerabilities and risks associated with IOT (Internet of Things – including AV systems, HVAC, remote sensors, etc.), and best practices for designing and conducting cybersecurity exercises. These are just examples of articles. You may identify another aspect of cybersecurity as it relates to emergency management that you would like to write about. Article length is 750-1,500 words. Yesterday, Columbia University and data-analytics firm Jupiter announced plans to collaborate on improved hurricane track simulations, so that the public and private sectors can plan for weather and climate risks.

DHS S&T, together with Canadian partners, concluded the fifth Canada-U.S. Enhanced Resiliency Experiment (CAUSE V) event last year, running drills involving the hypothetical eruption of Mt. As part of the simulation, a group of digital disaster services volunteers practiced separating fact from fiction on the web, with the mission of keeping responders informed during the event.

City officials in Atlanta have continued to recover after the ransomware attack on municipal computer systems late last month that reportedly hit at least five out of 13 departments. This cyber attack knocked out numerous city services, kept residents from paying bills and limited some communication between departments. It even forced some departments, including units of the Atlanta Police Department, to revert to paper records.

The magnitude 5.3 earthquake that shook parts of Southern California on Thursday may have been the region’s strongest in many years but fortunately only caused minor damage close to its epicenter offshore near the Channel Islands. It also provided a good opportunity for an earthquake early-warning system that’s been under development to show how seismic alerts can be relayed to the public in the years to come.

The Schar School of Policy and Government will hold a three-day workshop on “Pandemics, Bioterrorism, and Global Health Security: From Anthrax to Zika,” on July 18-20, 2018, at the school’s campus in Arlington, Virginia. More than 18,000 people are still staying at evacuation centres in Fiji after tropical cyclone Keni hit the South Pacific Island state with heavy rain and destructive winds on Tuesday, reported Xinhua news agency.
Fiji's National Disaster Management Office (NDMO) on Wednesday said most of the evacuees are in the centres in the western part of the country and the evacuees will return to their homes when it is safe.

An earthquake with an estimated magnitude of 6.1 shook the western prefecture of Shimane early April 9, causing a few minor injuries but little damage.
The temblor was also felt in broader areas of the Chugoku region.
The quake hit at 1:32 a.m. at a depth of 12 kilometers and registered upper 5 on the Japanese intensity scale of 7 in this coastal city, according to the Japan Meteorological Agency.
