The Canadian Radio-television and Telecommunications Commission (CRTC) on Apr. 6 directed all Canadian wireless service providers to implement a wireless public alerting system on their long-term evolution (LTE) networks by April 2018. This system will allow emergency management officials, such as fire marshals and police agencies, to warn Canadians on their mobile devices of dangers to life and property. The alerts will be sent to mobile devices connected to LTE networks, which are available to more than 97% of Canadians. Service providers also have been tasked by the CRTC to work with their federal, provincial and territorial counterparts to develop an awareness campaign and test schedule. Learn more.

IAEM-USA, on Apr. 12, submitted comments on a FEMA’s concept of a Public Assistance deductible that would condition states' receipt of FEMA reimbursement for the repair and replacement of public infrastructure damaged by a disaster event. The primary intent of the deductible concept, according to FEMA, is to incentivize greater state resilience to future disasters, thereby reducing future disaster costs nationally. On Jan. 20, 2016, FEMA published an Advance Notice of Proposed Rulemaking (ANPRM) seeking comments on a Public Assistance deductible concept. The ANPRM provided a general description of the concept that many commenters found insufficient to provide meaningful comment. In an effort to offer the public a more detailed deductible concept upon which to provide additional feedback, FEMA is issuing a supplemental ANPRM (SANPRM) that presents a conceptual deductible program, including a methodology for calculating deductible amounts based on a combination of each state's fiscal capacity and disaster risk, a proposed credit structure to reward states for undertaking resilience-building activities, and a description of how FEMA could consider implementing the program. After considering feedback, FEMA may expand on or redevelop this concept.

FEMA issued an update to the Public Assistance Program and Policy Guide (PAPPG), effective for all disasters declared on or after Apr. 1, 2017. The Public Assistance Program and Policy Guide (PAPPG) combines all Public Assistance (PA) policy into one consolidated document. The PAPPG also includes an overview of the PA Program implementation process, with links to other publications and documents that provide additional process details. Changes include: reference to the regulatory deadline for requesting that additional areas be added to a declaration; adding specific documentation necessary to support emergency, non-congregate sheltering; and moving, refining, and adding language pertaining to facilities located in or impacting a floodplain. An early forecast from scientists at Colorado State University's Tropical Meteorology Project concluded that a weak or moderate El Niño is likely by the height of the Atlantic hurricane season, along with cooling temperatures in the tropical Atlantic and the North Atlantic Ocean.

A group of bipartisan lawmakers, including 13 from Florida, which suffered Zika outbreaks last year, wants Congress to create a fund to quickly fight diseases.
The group of 20 House members wants Congress to provide $300 million for a fund that responds swiftly to outbreaks. The request, sent in a letter to congressional appropriators, comes after Congress debated how much money to provide to fight the Zika virus last year.

The Federal Emergency Management Agency (FEMA) has prepared a draft nationwide programmatic environmental impact statement (NPEIS) evaluating the environmental impacts of proposed modifications to the National Flood Insurance Program (NFIP). The draft includes an evaluation of the potential impacts to the natural and human environment associated with the NFIP at a nationwide programmatic level, as well as an evaluation of impacts of alternative proposals to modify the NFIP. Public meetings and public outreach opportunities will be held during the comment period on the Draft NPEIS. The draft NPEIS is available online, with the option of making online comments, and the deadline for comments is June 6, 2017. During the public comment period, FEMA will host several in-person public meetings and online webinars to receive comments on the Draft NPEIS. There are many categories in the competitions, but this week we’re focusing on the IAEM-Global Award categories, which include: the Business & Industry Preparedness Award; the Partners in Preparedness Award; the Public Awareness Awards (three divisions); the Technology & Innovation Awards (three divisions); the Student of the Year Award; and the Student Ally of the Year Award. These six categories are open to entries worldwide. Entrants will compete at the IAEM geographic council level first, with the council level winners going on to compete at the Global level. The IAEM-Global Editorial Work Group seeks articles for a special focus issue of the IAEM Bulletin, which will focus on the topic of “Vulnerable Populations & Emergency Management.” Articles might include, but are not limited to: how we can help to prepare vulnerable populations for disasters; what it means to be part of a vulnerable population in your area (globally); what members of vulnerable populations are doing to prepare themselves; what emergency managers are doing to protect vulnerable populations in their jurisdictions. Note: We’re deliberately not defining “vulnerable populations” – we’re letting the authors define this. We hope to get article submissions that each focus on one of the many groups that are vulnerable, so that we have a variety of ideas or solutions for the various groups. Articles could deal with anything from latchkey kids to senior citizens to those who are disabled and/or have access issues. The city of Dallas has brought in help from Federal Communication Commission to assist in its investigation of a hacking incident late Friday night where all of the city’s 156 outdoor emergency sirens were set off and wailed for about an hour before authorities could take the system offline early Saturday.
The incident prompted the city’s 9-1-1 system to be flooded with phone calls.

Janae Johnson is the first risk management coordinator at this college. Her position was introduced this semester to prioritize safety and emergencies.
Northwest Vista College followed with the new position, and Northeast Lakeview is looking into hiring someone to fill the new college position, Johnson said.
