Han, also member of the Standing Committee of the Political Bureau of the Communist Party of China Central Committee, made the remarks during an inspection of newly-formed Ministry of Emergency Management.

The Federal Emergency Management Agency (FEMA) on Apr. 17 released an Affordability Framework for the National Flood Insurance Program (NFIP), which for the first time provides data-driven analysis of the cost burden borne by flood insurance policyholders and potential policyholders, identifies the populations most burdened by the cost of flood insurance, and provides options for policymakers to consider to help close the flood insurance gap across the nation by reducing the cost burden of flood insurance. In the Affordability Framework, FEMA proposes several options based on income and offers descriptive models of the cost of each option. The following tasks were considered: understand the affordability of the current NFIP portfolio as a baseline to better understand the impact of changes going forward; begin the process of building the affordability framework; and complete the process of building an affordability framework. As part of FEMA’s 2018-2022 Strategic Plan, FEMA is working to close the insurance gap with the assistance of both public and private insurers. As the largest provider of flood insurance in the United States, the NFIP is working to double the number of properties covered by flood insurance from the current 4 million to 8 million by 2023.

Homeowners with the lowest median incomes tend to live in the highest flood hazard areas in 41 states, according to a Federal Emergency Management Agency report released Tuesday.
Of the households both inside and outside the Special Flood Hazard Area, or SFHA, flood insurance policyholders had higher median incomes than non-policyholders in every state, per “An Affordability Framework for the National Flood Insurance Program”.

Local government officials at a Senate Commerce hearing Thursday stressed the need for Federal Emergency Management Agency funds upfront for hazard mitigation ahead of a 2018 hurricane season where forecasters are anticipating 14 named storms.
The 2017 season saw 17 named storms and three Category 4 hurricanes, which also happened to be three of the five most most damaging on record, for comparison.

The June 2018 IAEM Bulletin will include a special focus on the theme of “Cybersecurity.” Article submissions must be received by May 10, 2018. Articles might include, but are not limited to: Cybersecurity 101 about securing your own security and how you protect your own assets; how you incorporate cybersecurity into your CEMP/EOP; a discussion of available Internet resources; how to coordinate cybersecurity among your response team; how to protect information in your EOC; preparing for cybersecurity incidents, vulnerabilities and risks associated with IOT (Internet of Things – including AV systems, HVAC, remote sensors, etc.), and best practices for designing and conducting cybersecurity exercises. These are just examples of articles. You may identify another aspect of cybersecurity as it relates to emergency management that you would like to write about. Article length is 750-1,500 words. The U.S. Department of Energy (DOE) made a $25 million funding opportunity announcement (FOA) to support energy sector cybersecurity. Under this FOA, the Office of Electricity Delivery and Energy Reliability’s Cybersecurity for Energy Delivery Systems (CEDS) program will seek applications to conduct research, development, and demonstration (RD&D) for innovative approaches to advance cyber resilient energy delivery systems. Applicant submissions must include a demonstration of the developed technology at a relevant end-user site to validate a clear path to industry acceptance. Selected applications will involve advanced tools technologies that are interoperable, scalable, and readily manageable. They will also include a strategy for transitioning solutions into practice throughout the energy sector through commercialization or by making the solution available through open source. The due date for submitting an application is June 18, 2018.

The FEMA Higher Education Program will hold a webinar, “The Next Generation Core Competencies (NGCC) Handbook for Emergency Management – What It Is and How You Can Use It,” on May 1, 2018, 2:00-3:30 p.m. EDT. The Next Generation Core Competencies (NGCC) project was a multi-phase study conducted by a FEMA-sponsored focus group, and the resulting 13 core competencies are now available to guide the professional development of future emergency managers. The 13 core competencies fall into three nested categories that are interrelated, but have attributes that build the individual, the practitioner, or relationships. Behavioral anchors and key actions for measurement accompany the new core competencies. The overarching goal of the work is to establish the next generation emergency management core competencies, which are likely to underpin the emergency management workforce of 2030 and beyond.
