The IAEM Scholarship Program provides scholarships through a competitive process to full-time undergraduate and graduate students, or part-time graduate students, working on degrees in emergency management, disaster management, or closely related fields of study. Awardees are selected based on applications and required complimentary materials. The deadline for article submissions on the theme of “Cybersecurity” has been extended to May 15, 2018. The IAEM Editorial Work Group is seeking the articles for an IAEM Bulletin special focus issue on cybersecurity, to be published in June 2018. Articles might include, but are not limited to: Cybersecurity 101 about securing your own security and how you protect your own assets; how you incorporate cybersecurity into your CEMP/EOP; a discussion of available Internet resources; how to coordinate cybersecurity among your response team; how to protect information in your EOC; preparing for cybersecurity incidents, vulnerabilities and risks associated with IOT (Internet of Things – including AV systems, HVAC, remote sensors, etc.), and best practices for designing and conducting cybersecurity exercises. These are just examples of articles. You may identify another aspect of cybersecurity as it relates to emergency management that you would like to write about. Article length is 750-1,500 words. Please refer to the author guidelines for details, and email any questions to Editor Karen Thompson.

It took a devastating earthquake and ensuing tsunami to transform Misaki Tanaka's view of disaster relief and inspire her inner social entrepreneur.
The earthquake on March 11, 2011, was the largest ever to hit Japan. A tsunami with 30-foot waves followed; nearly 20,000 people died, and 2,500 were never found.
"Before 2011, I had never thought about disaster prevention deeply," Tanaka, 29, wrote in an email.

David Beatson, broadcaster, editor, journalist, public intellectual and media visionary, proposed a new, or renewed, role for New Zealand public broadcasting in anticipating and managing risk – such as natural disasters and technological crises, says an academic in his public tribute.
Speaking at an inaugural memorial address in Ponsonby today celebrating the life of Beatson, Associate Professor Geoff Lealand of Waikato University said that when he died last year New Zealand had “lost a champion for public media and he will continue to be missed”.

IAEM’s main priorities are the Emergency Performance Grant Program (EMPG), pre-disaster mitigation, Homeland Security grant programs, the Hospital Preparedness Program (HPP), education and training programs, and the National Weather Service. The Federal Emergency Management Agency (FEMA) on Apr. 23 released the draft Individual Assistance (IA) Program and Policy Guide (IAPPG) for 45 days of public comment. The IAPPG is intended to provide a comprehensive policy resource for state, local, territorial, and tribal governments, non-governmental partners, and other entities who assist disaster survivors with post-disaster recovery. The document consolidates policy statements for all IA programs, including the Individuals and Households Program, Mass Care and Emergency Assistance programs, and the Community Services programs. The Poster Showcase is an opportunity for individuals to share their knowledge or findings obtained through research or experience with the attendees at the IAEM Annual Conference in Grand Rapids, Michigan, Oct. 19-24, 2018. Participants may choose to enter in either the competitive or non-competitive divisions. Those in the competitive division will present their poster to a group of evaluators to earn gold, silver or bronze recognition. All participants will present their posters to IAEM attendees during a special session on Tuesday morning. The National Academies of Sciences, Engineering and Medicine (the Academies) released the report on “Reducing the Threat of Improvised Explosive Device Attacks by Restricting Access to Explosive Precursor Chemicals.” The independent study, which was funded by the Department of Homeland Security, focused on researching possible paths forward to safeguard the nation’s people, infrastructure, and economy from terrorist use of improvised explosive devices (IEDs). The report analyzed chemicals that have been used in IEDs either in the U.S. or internationally or are susceptible for use in IEDs. The study also developed a prioritized list of precursor chemicals used to make home-made explosives; analyzed commercial supply chains and identified potential vulnerabilities; examined United States and international regulation of the chemicals; and compared economic, security, and other tradeoffs among potential control strategies. Once DHS has analyzed the contents of the report, it will work with the White House, Congress, industry officials, and other stakeholders to develop a framework that is cost-effective while reducing the level of risk that explosive precursor chemicals can be used IEDs.

On April 20, NWS published the final Service Description Document on Impact-Based Decision Support Services (IDSS) for NWS Core Partners. The document describes how NWS will provide IDSS to core partners “to support our mission to protect lives and property, and to meet the mandate of the Weather Research and Forecasting Innovation Act of 2017.”

FEMA has released an affordability framework, as required by the Homeowner Flood Insurance Affordability Act of 2014 (HFIAA). The framework, titled “An Affordability Framework for the National Flood Insurance Program,” provides the first-ever data-driven analysis of policyholder and potential policyholder incomes by flood risk and home ownership status. The framework suggests that both policyholders and non-policyholders with the lowest median incomes live in the highest hazard areas. The framework proposes several options for developing an affordability program for flood insurance and offers models of the costs of each option. Within this study, FEMA developed an affordability framework that proposes programmatic and regulatory changes to address affordability of flood insurance sold under the NFIP. FEMA followed a multi-pronged approach to include both quantitative and quantitative data and analyses.

Purdue researchers have developed an online platform that enables first responders to monitor emergency situations using tweets and Instagram posts.
Called the Social Media Analytics and Reporting Toolkit (SMART), the browser-based platform filters social media content according to key words and geographic regions defined by the user. First responders have been using a beta version of the tool to analyze both live and historical data.

Thirty families were left homeless following a landslide in Makueni county on Tuesday.
Kilungu police boss Zacharia Bitok confirmed this and rubbished reports that some of the victims were buried alive.
"Houses were damaged in different locations but there were no casualties. Roads are impassable," Bitok told the Star.
He said the government advised residents to relocate to higher and safer places.

The National Weather Service has confirmed at least four tornadoes struck the Gulf Coast yesterday, including at least two in Alabama.
Forecasters confirmed a pair of EF-0 tornadoes struck Baldwin County yesterday afternoon. Baldwin County Sheriff Hoss Mack tells WALA-TV that five people were injured, and one of the five was in serious condition as of yesterday evening.
