President Donald J. Trump on Apr. 28 announced an intent to appoint Brock Long of North Carolina as administrator of the Federal Emergency Management Agency (FEMA), Department of Homeland Security. Mr. Long has more than 16 years of experience assisting and supporting local, state, and federal governments with building robust emergency management and public health preparedness programs. Since 2011, he has worked as executive vice president at Hagerty Consulting, where he provides strategic direction and leadership to the firm’s full complement of emergency management programs and professionals. From 2008-2011, he was director of Alabama’s Emergency Management Agency (AEMA), where he served as state coordinating officer for 14 disasters, including eight presidentially-declared events. He was on-scene state incident commander for the Alabama unified command during the Deepwater Horizon oil spill. Prior to this, he was a FEMA regional hurricane program manager, FEMA hurricane and evacuation liaison team leader, and statewide school safety coordinator for the Georgia Emergency Management Agency.

On May 1, the House and Senate Appropriations Committees released a bipartisan fiscal year (FY) 2017 omnibus appropriations bill (formally known as the Consolidated Appropriations Act, 2017) to fund federal operations through Sept. 30, 2017, the remainder of the current fiscal year. For the Federal Emergency Management Agency (FEMA), the bipartisan budget agreement rejects proposed cuts to FEMA grants and maintains funding at FY 2016 levels. The agreement includes funding of $350 million for Emergency Management Performance Grants (EMPG), $690 million for firefighter assistance grants, and $1.3 billion for state and local assistance grants. FEMA’s disaster relief account is fully funded at $7.3 billion. Budget highlights are summarized here. IAEM members are encouraged to contact their Senators and Member of Congress to thank them for funding the EMPG program at the $350 million level in FY 2017, and urge them to maintain that same level of support for the program in FY 2018.

To better meet partner needs, the National Weather Service’s (NWS) tsunami warning centers have consolidated tsunami warning products on Tsunami.gov, which is now the official website for both warning centers. In conjunction with this change, responsibility for issuing U.S. domestic tsunami products for Puerto Rico and the Virgin Islands has shifted to the Pacific Tsunami Warning Center. This improves the consistency of services for the Caribbean, consolidating domestic and international Caribbean responsibilities under one warning center. U.S. tsunami warning center product users are encouraged to change all links and bookmarks to http://tsunami.gov/. This website also is the NWS’s primary source for tsunami information.

Last week, IAEM-USA Region 5 Past President Dave Christensen, IPEM, received the Illinois Emergency Services Management Association Lee Shannon III Lifetime Achievement Award. This award is presented in recognition “for unwavering services and relentless dedication to IESMA in its pursuit to professionally support emergency management programs throughout the state of Illinois.” In presenting the award, IESMA President Ron Graziano noted, “This recipient’s name has come to be synonymous with emergency management across the state of Illinois. During my past year as IESMA president, there have been very few conversations I have had about challenges the emergency management profession and/or programs face where his name was not mentioned.” Christensen’s many accomplishments include: involvement in the development of the Illinois Terrorist Task Force (ITTF); service as original co-chair of the ITTF Emergency Management Committee; and service as president of IESMA. As a result of his efforts and outreach, emergency management programs across the state directly benefited from more than $12.975 million in unmatched grant funding, and 141 EOCs received a combined $4.75 million in unmatched grant funding. He is responsible for the procurement of more than 70 emergency generators strategically placed across the state. Funding for two mobile command trailers, seven mobile support trailers, and more than a decade of preparedness training for a statewide Emergency Management Assistance Team might have been enough for most people. However, when Christensen realized there was a need for a centralized answering point for emergency management, he again rolled up his sleeves and made that happen too. IAEM congratulates our member, Dave Christensen, on this well-deserved honor.

The Federal Emergency Management Agency’s (FEMA) Emergency Management Institute (EMI) will begin its application period on Mar. 1 for the National Emergency Management Advanced Academy (NEMAA). The NEMAA program includes four resident courses, each five days in duration, and completed during the current Federal fiscal year. Attendance at each course is required, and the courses must be attended in sequential order. The program is designed for emergency managers with a minimum of three years of experience in an emergency management position. The target audience includes government, non-profit voluntary organizations, and private sector managers responsible for emergency management or homeland security. Classes begin in October, November or December 2017, and are taken sequentially through September 2018. FEMA's U.S. Fire Administration, the DHS Center for Faith-based and Neighborhood Partnerships, and the U.S. Department of Justice are working together to highlight 2017 Arson Awareness Week (May 7-13, 2017), which this year is focusing on preventing arson at houses of worship. The agencies are co-hosting a webinar on May 9, 2017, 2:00-3:00 p.m. on “Fire Safety and Arson Awareness for Faith-Based and Community Organizations.” The event will highlight federal resources and practices that can help community organizations and houses of worship improve fire safety and arson awareness collaborations with the first responder community. Topics covered will include arson awareness, fire safety, wildfire safety, and emergency operations planning. The webinar is a second offering of one provided on Apr. 25, 2017. Register online.
