The purpose of the competition is to recognize and honor persons and organizations who have made special or significant contributions to the field of emergency management and have represented the profession well by their outstanding performance. In June, the IAEM Editorial Committee will publish the second 2020 special focus issue on the topic of “Black Swan Events: Cybersecurity.” Cyber incidents are happening and will continue to occur. Our world is unique, and we have to embrace the reality of where we are and be ready to manage any emergency that arises. To survive and thrive, we must think in new ways, share resources, and work with new partners to forge new successes. We need to be ready to consider “non-traditional” solutions. Technology is vulnerable to cyber hacks, and the damage could be a whole lot more than the incidents we have already experienced. What have we learned from events that have already occurred to prepare our communities to face future cyber incidents? How will the challenges of cyber incidents become opportunities? The announced deadline has passed, but we will continue to consider article submissions on cybersecurity through May 31, 2020. Details are posted online. For the past 10 fiscal years, IAEM and NEMA have offered a joint report to Congress detailing the return on investment realized by the Emergency Management Performance Grant (EMPG) program. EMPG is the only source of federal funding provided directly to state and local governments for all the functions which help build a robust emergency management system. In celebration of 10 years of this report, this year’s iteration represents a cumulative examination of the work conducted through this program for the past decade, including through Fiscal Year 2019. Over the past 10 years, recipients of this grant have consistently demonstrated a strong commitment to building all-hazards emergency management capacity at the state, local, and tribal levels of government. FEMA is seeking public feedback for an update of the 2009 National Incident Management System (NIMS) Implementation Objectives for federal departments and agencies. National engagement provides an opportunity for interested parties to comment on the draft implementation objectives, to ensure they are relevant for all implementing partners. The national engagement period will conclude at 5:00 p.m. EDT on June 17. This update seeks to ensure the objectives are consistent with the third edition of the NIMS, published in October 2017, and reflects changes to laws, policies and best practices. The third edition of NIMS also provides additional information on the roles of off-scene incident personnel such as local officials and emergency operations center personnel. FEMA will host a series of webinars to outline the proposed updates and answer related questions. All webinars are open to the whole community. In preparing for the 2020 hurricane season, FEMA has released actionable guidance to state, local, tribal, and territorial officials to prepare for response and recovery operations and encourages personal preparedness measures amidst the ongoing COVID-19 pandemic. While this document focuses on hurricane season preparedness, most planning considerations can also be applied to any disaster operation in the COVID-19 environment, including no-notice incidents, spring flooding and wildfire seasons, and typhoon response. The Federal Emergency Management Agency (FEMA) has released two independent study course revisions. National Response Framework, An Introduction (IS-800.d) is designed to provide guidance for the whole community. Within this broad audience, the National Response Framework (NRF) focuses on those who are involved in delivering and applying the response core capabilities, including first responders and emergency managers. This course revision incorporates the October 2019 NRF updates, including Community Lifelines. National Incident Management System (NIMS) Resource Management (IS-703.b) is designed to introduce federal, state, local, tribal and territorial emergency managers, first responders and incident commanders from all emergency management disciplines to NIMS Resource Management, as well as private industry and volunteer agency personnel responsible for coordination activities during a disaster. This revision incorporates the October 2017 NIMS updates.

During an emergency or disaster, shelters provide refuge for the general community and at-risk populations. The Centers for Disease Control and Prevention’s (CDC) Emergency Management Program has updated the Environmental Health Assessment form for Disaster Shelters. This form has been developed to assist environmental health practitioners in conducting a rapid assessment of disaster shelter conditions during emergencies. The assessment form covers 10 areas of environmental health, ranging from basic food safety and water quality to pet (companion animal) wellness, and allows for the documentation of immediate needs in shelters. It can be modified to meet local needs.

The FEMA Emergency Management Institute (EMI) announced that Jeffrey Stern, Ph.D., CEM, will be the next superintendent. Dr. Stern successfully led the Virginia Department of Emergency Management as state coordinator for the last six years, which included more than 50 disaster declarations. Dr. Stern will join the staff on June 7. In 2021, EMI will celebrate its 70th year since its founding as the Civil Defense Staff College in 1951. IAEM congratulates Stern on this new challenge and looks forward to working together on mutual goals.

FEMA is making it easier for state, local, tribal and territorial government partners to create accounts and apply for Public Assistance. To help familiarize partners with these changes, there are now remote training tools available, including 17 YouTube videos, daily webinars and 28 independent study courses online. The videos help guide viewers through how to establish an account, file a Request for Public Assistance, submit streamlined applications and follow other steps in the application process. The independent study courses, hosted by the Emergency Management Institute, provide an overview to the program, application process and the Grants Portal platform.
