A teenager who started a major wildfire in the scenic Columbia River Gorge in Oregon has been ordered to pay restitution for at least the next decade, though it's unlikely the boy will ever cover his nearly $37 million bill.
The Oregonian reports that Hood River County Circuit Judge John A. Olson issued the opinion, awarding the restitution totaling $36,618,330.24 to cover the costs of firefighting, repair and restoration to the gorge and damage to homes.

The U.S. Government Accountability Office (GAO) on May 23 published Report GAO-18-443, “Implementation of the Major Disaster Process for Federally Recognized Tribes.” Since the Sandy Recovery Improvement Act (SRIA) of 2013, federally recognized Indian tribes affected by major disasters have had the option to make disaster declaration requests directly to the President of the United States or join a state's request for federal disaster assistance. Prior to this, tribes had to receive assistance through a state. GAO was asked to assess the implementation of this new authority. GAO analyzed FEMA's pilot guidance for tribal declarations and interviewed FEMA and tribal emergency management experts. GAO also surveyed the 36 tribes who made requests for disaster assistance in fiscal years 2013-2016 about the factors that influenced their decision making. Out of the 23 respondents, GAO visited seven tribes selected representing different FEMA regions and disaster types. The site visits cannot be generalized but provided valuable insights into the opportunities and challenges of exercising this new authority. Download report here.

Secretary of Homeland Security Kirstjen M. Neilsen on May 21 announced the release of Fiscal Year (FY) 2018 notices of funding opportunity for eight DHS preparedness grants programs totaling more than $1.6 billion. The grant programs provide funding to state, local, tribal, and territorial governments, as well as transportation authorities, nonprofit organizations, and the private sector, to improve the nation’s readiness in preventing, protecting against, responding to, recovering from and mitigating terrorist attacks, major disasters and other emergencies. The FY 2018 grant guidance will continue to focus on the nation’s highest risk areas, including urban areas that face the most significant threats. Consistent with previous grant guidance, dedicated funding is provided for law enforcement and terrorism prevention throughout the country to prepare for, prevent and respond to pre-operational activity and other crimes that are precursors or indicators of terrorist activity. The National Association of County and City Health Officials (NACCHO) will host a Radiation Readiness Twitter Chat on June 5, 2018, 2:00-3:00 p.m. EDT, to raise awareness of radiation preparedness resources and information. The NACCHO Twitter handle (@NACCHOalerts) will be hosting the chat using #RadReady. The target audience for the Twitter chat is federal, state and local health department representatives hoping to learn more about radiation preparedness and engage in conversation with their public health peers on radiation preparedness topics.
