Join IAEM on June 15, 2017, 1:00-2:00 p.m. EDT, for the first webinar in the new IAEM Thursday Learning Webinar Series. Over the next several months, IAEM will bring learning opportunities to you every 3-4 weeks, depending on speaker availability, on Thursdays, 1:00-2:00 p.m. ET. Recordings of the webinars will be available as a benefit of membership to IAEM members. Ryan Buras, senior program advisor, Federal Emergency Management Agency (FEMA), will present the first in the series on the topic of the NIMS National Qualification System. Over time, FEMA has learned that catastrophic disasters can quickly overwhelm jurisdictions and the disaster workforce supporting the community. Findings in after-action reports, such as the Cascadia Subduction Zone Exercise, demonstrate that region-wide staffing and resource shortages occur frequently. In 2016, Cascadia Rising proved that the emergency management community needs to build additional capabilities and resources for responding to incidents. In response to this challenge, FEMA is developing the National Qualification System (NQS), which aims to operationalize resource-sharing opportunities for disasters and incidents by creating an agile disaster workforce that is well-equipped, educated, and trained to rapidly mobilize, deploy and conduct missions. Developing a disaster workforce with the right people in the right place at the right time is a critical step in improving preparedness for all disasters. Secretary of Homeland Security John Kelly on June 2 announced the release of Fiscal Year (FY) 2017 Notices of Funding Opportunity for 10 DHS preparedness grant programs totaling more than $1.6 billion. The grant programs provide funding to state, local, tribal, and territorial governments, as well as transportation authorities, nonprofit organizations, and the private sector, to improve the nation’s readiness in preventing, protecting against, responding to, recovering from and mitigating terrorist attacks, major disasters and other emergencies. The grants reflect DHS’ focus on funding for programs that address immediate U.S. security needs and ensure public safety in our communities. The Federal Emergency Management Agency (FEMA) on June 6 released the draft Continuity Guidance Circular (CGC), which will guide whole community efforts to develop and maintain the capability to ensure continuity of operations, continuity of government, and enduring constitutional government during an emergency that disrupts normal operations. The draft document is now beginning a 30-day national engagement period to provide an opportunity for public comment on the draft documents to ensure that the final document reflects the collective expertise and experience of the whole community. The national engagement period will conclude on July 5, 2017, at 5:00 p.m EDT. The draft CGC describes federal and non-federal continuity efforts; outlines whole community continuity roles, responsibilities, and coordinating structures; and describes the process for building and maintaining capabilities to ensure the performance of essential functions and delivery of critical services and core capabilities. FEMA will host a series of 60-minute engagement webinars to describe the CGC and answer questions about providing feedback. Details are posted online, including a feedback form for comments to be submitted to FEMA-CGC@fema.dhs.gov.

On June 1, the call for nominations for IAEM-USA 2nd vice president and treasurer was announced by email to all IAEM-USA members and posted on the IAEM website. Candidates must submit their credentials by the deadline of 5:00 p.m. EDT, June 30, 2017, to IAEM HQ via email to info@iaem.com, to be reviewed by the IAEM-USA Nominations & Credentials Committee. Candidates must submit: letter stating candidacy; letter of permission from immediate supervisor supporting time and travel necessary to fulfill duties of office; brief resume; and confirmation of IAEM-USA Individual membership of at least three years immediately prior to seeking office. Individual members are eligible to hold national office, provided they have been a member for at least three consecutive years, and have served as a regional or national officer, national committee chair, or active national committee member for two consecutive years.

(Minnesota) Emergency Management and Homeland Security, and president, IAEM-USA Region 5, served on a panel of subject matter experts who discussed the topic of federal grant funding for a podcast hosted recently by DomPrep. Also on the panel was IAEM member Donald “Doc” Lumpkins, chief financial officer, Maryland Emergency Management Agency. The podcast addressed potential federal budget cuts to the Urban Areas Security Initiative (UASI) program and why the cuts would be short-sighted, as the regional collaborative support capabilities that it builds are an essential component to national homeland security protection. A weather radar that can measure wind speed and direction at different levels in the atmosphere was under construction last week on a knoll on the Campbell Tract in East Anchorage, but it's mainly designed to forecast the paths of volcanic ash plumes that could cause problems for airplanes.

A cholera epidemic in Yemen has killed at least 681 people and the outbreak has yet to peak, according to World Health Organization (WHO) figures showing an increase in the death toll of nearly 50 percent since its last update on May 27.
WHO figures taken between April 27 and June 4 show 86,422 suspected cholera cases were recorded in 19 of Yemen's 23 governorates, although the WHO said the increase was partly due to "better completeness of reporting."
