Join IAEM today (June 15, 2017, 1:00-2:00 p.m. EDT) for the first webinar in the new IAEM Thursday Learning Webinar Series. Ryan Buras, senior program advisor, Federal Emergency Management Agency (FEMA), will present on the topic of the NIMS National Qualification System. Findings in after-action reports, such as the Cascadia Subduction Zone Exercise, demonstrate that region-wide staffing and resource shortages occur frequently. In 2016, Cascadia Rising proved that the emergency management community needs to build additional capabilities and resources for responding to incidents. In response to this challenge, FEMA is developing the National Qualification System (NQS), which aims to operationalize resource-sharing opportunities for disasters and incidents by creating an agile disaster workforce that is well-equipped, educated, and trained to rapidly mobilize, deploy and conduct missions. Developing a disaster workforce with the right people in the right place at the right time is a critical step in improving preparedness for all disasters. The deadline for the next special focus issue of the IAEM Bulletin is July 10, 2017, for articles on “Lessons Learned: Both Domestically and Internationally.” Articles might include, but are not limited to: what we can learn from other countries; what others in our country can learn from our experiences; how emergency management programs are implementing standards; and how standards can bridge the interfaces between countries and between jurisdictions. Please read the author’s guidelines, and email your 750-1,500 word article to Bulletin Editor Karen Thompson, no later than the deadline of July 10, 2017. Note: We publish an IAEM Bulletin special focus issue four times a year, with the other eight monthly issues including a variety of feature article topics, so we are always looking for articles on any topic of interest to emergency managers. Remember: An article published in the IAEM Bulletin counts toward the Publication requirement in the IAEM Certification Program.

A Senate panel has confirmed the nomination of President Donald Trump's pick to lead the Federal Emergency Management Agency.
The Homeland Security and Governmental Affairs — on a voice vote Monday — backed approval of Brock Long. He previously ran Alabama's Emergency Management Agency and served as the state's on-scene incident commander during the Deepwater Horizon oil spill in 2010.

The call for papers for the 2018 National Conference on Earthquake Engineering (11NCEE), hosted by the Earthquake Engineering Research Institute, is open until June 25, 2017. This conference, in its 11th year, will take place June 26-29, 2018, in Los Angeles, California. The Health and Human Services Department’s cyber threat center already has undergone its first test — the WannaCry ransomware outbreak — even though it hasn’t reached initial operating capability yet, HHS officials told lawmakers Thursday.

A cybersecurity firm has identified a new, dangerous malware, dubbed Industroyer, capable of performing an attack on power supply infrastructure. The malware was likely involved in the December 2016 cyberattack on Ukraine’s power grid that deprived part of its capital, Kiev, of power for over an hour. is capable of directly controlling electricity substation switches and circuit breakers.

Drones veered close to wildfires in more than 40 instances last year, and in at least 12 incidents so far have interfered with the firefighters trying to extinguish the flames.
Private drone interference is a growing problem for emergency responders, according to the Interior Department. In 12 recorded cases so far, unmanned aerial vehicles have forced firefighting pilots to delay or cease their flights to avoid collisions.

On May 26, Hancock County Judge/Executive Jack McCaslin appointed IAEM-USA Treasurer Rick Cox, CEM, as the county emergency management director, a part-time postion. Rick replaces Rick Montague, who retired on May 31, 2017. Hancock County is one of the smallest of Kentucky’s 120 counties with a population of just more than 8,500 in 199 square miles. Rick has lived in the county his entire adult life and previously worked for the county for 13 years as a dispatcher, director of county communications and county treasurer, before moving to state emergency management in 1987.

FEMA’s Emergency Management Institute (EMI) Virtual Tabletop Exercise (VTTX) program will offer a “Bakken Crude Oil” transportation-based scenario on July 11, 12 and 13, 2017, 12:00-4:00 p.m. EDT. The VTTX is designed for emergency management professionals to enable exercise response to the impact of a hazardous material train derailment in their community. Key personnel will discuss simulated scenarios in an informal setting, and assess plans, policies, training, and procedures. Each group will include 10 or more representatives from state, local, tribal, and territorial emergency management communities of practice. Content is the same for each of the three days, and participants only attend one session. A powerful earthquake Monday afternoon killed a woman and damaged buildings on the Greek island of Lesbos, according to the mayor.
The earthquake, magnitude 6.3, was centered south of Lesbos in the Mediterranean Sea, according to the U.S. Geological Survey. Shaking was also detected in nearby Turkey and on the Greek mainland.

At least 134 people have been killed in a landslide caused by heavy rain in southeast Bangladesh, according to local officials. Five of the casualties were soldiers who were clearing a road in Rangamati, a hillside district near the Indian border. The district police chief, Sayed Tariqul Hasan, offered further detail, telling the AFP that landslides had buried homes in Rangamati while many residents were still sleeping.

Wildfires that tore through a coastal South African town on Wednesday, killing at least four people and forcing about 10,000 to evacuate their homes, were still not fully controlled on Thursday, according to local news reports.
