The Department of Homeland Security (DHS) is requesting qualified individuals who are interested in serving on the Homeland Security Academic Advisory Council (HSAAC) to apply for appointment to eight vacant positions on the council. The council is composed of up to 23 members, representing a diverse group of university and college presidents and academic association leaders who advise the Secretary of Homeland Security and DHS senior leadership on matters related to homeland security and the academic community. Additional information, such as requirements for participation, specific areas of expertise needed, and application instructions, can be found in the Federal Register. Applications will be accepted until 11:59 p.m. EST on June 17, 2016. Questions should be directed to the DHS Office of Academic Engagement.

The U.S. House Appropriations Committee on June 13 delayed the scheduled June 14 markup of the Fiscal Year 2017 Homeland Security Appropriations bill to June 22, 2016. “The horrific act of terror in Orlando over the weekend is heartbreaking, and our thoughts and prayers with the victims, their families, and all those involved in the response and investigation,” Committee Chair Harold Rogers (R-Kentucky) stated. “The Department of Homeland Security has just begun its investigation into this terrible crime. Members of Congress will be receiving briefings from the relevant agencies over the next several days. It is important for the Appropriations Committee to ensure that our legislation that funds the Department of Homeland Security reflects any emerging or future needs the Department may have. Therefore, the full committee markup of the Homeland Security Appropriations bill is postponed until next week, when more facts are available and to allow time for careful consideration of any necessary changes that may or may not be needed.” The draft Appropriations report that was posted before the delay is available here.

In October 2012, Hurricane Sandy hit the north eastern United States. The storm plunged many of the region’s cities into darkness, left millions without electricity and several dozen dead.
Much of the worst damage done by the storm was the result of flooding, when waves three feet higher than had ever been recorded hit New York City. Among the many shocking images to come out of the disaster, perhaps the most striking were those of the city’s subway tunnels flooded with water.

The Department of Homeland Security today issued a new National Terrorism Advisory System (NTAS) Bulletin, reflecting recent events in Orlando, Florida. The bulletin states, “In December we described a new phase in the global threat environment, which has implications on the homeland. This basic assessment has not changed. In this environment, we are particularly concerned about homegrown violent extremists who could strike with little or no notice. The tragic events of Orlando several days ago reinforce this. Accordingly, increased public vigilance and awareness continue to be of utmost importance.” The bulletin, which has a duration of five months and will expire in mid-November, describes both the government’s counterterrorism efforts and also how the public can help and be prepared in the current environment. The Federal Emergency Management Agency (FEMA) on June 15 posted the draft Individuals and Household Program Unified Guidance (IHPUG) to the Federal Register and seeks comments from the public and emergency management community. The draft language will be available for comment until Aug. 1, 2016. The Individuals and Households Program (IHP) provides financial help or direct services to those who have necessary expenses and serious needs, if they are unable to meet those needs through other means. The IHPUG compiles FEMA policy for each type of assistance under the Individuals and Households Program into one comprehensive document, which is intended to serve as a singular resource for states, tribal, territorial governments, and other entities that assist disaster survivors with post-disaster recovery. Once finalized, the IHPUG will replace all stand-alone policies and policy statements currently located in FEMA documents and standard operating procedures; catalogue lessons learned from disaster operations and FEMA’s decisions as they relates to the IHP; and increase consistency, collaboration, and the sharing of knowledge.

The Association of American Railroads (AAR) on June 13 released its second "State of the Industry Report" of 2016, featuring new research from Towson University's Regional Economic Studies Institute (RESI) that finds spending by the seven largest U.S. railroads created $274 billion in economic activity, generated nearly $33 billion in state and federal tax revenues and supported nearly 1.5 million jobs nationally in 2014 alone. The report is the first of its kind to quantify the sweeping impact of investments by Class I railroads with U.S. operations on the overall economy.

The U.S. Department of Transportation’s Pipeline and Hazardous Materials Safety Administration (PHMSA) on June 10 announced $1 million in grant funding for training and outreach programs to help local communities prepare for transportation incidents involving hazardous materials, including crude oil and ethanol. The new Community Safety Grant program was created by the Fixing America’s Surface Transportation Act (FAST Act), passed on Dec. 4, 2015. The funding also can be used to improve training for state and local personnel who enforce hazardous materials regulations. The anticipated start date for this Fiscal Year 2016 grant program is Sept. 30, 2016. Applicants are required to apply online through www.grants.gov. The IAEM-USA Diversity Ad Hoc Committee will host a webinar on “Hate Crimes,” set for July 6, 2016, 3:00-4:30 p.m. EDT. The webinar will be offered free of charge. Robin Toma, executive director, Commission on Human Relations and Assistant Director, Human Relations Branch for the County of Los Angeles, will speak about the latest annual report on hate crimes in the County of Los Angeles. Although hate crimes in LA County reached the second lowest number in 25 years, the rate of violence in sexual orientation crimes climbed from 71 to 81%, the highest since 2003. Anti-transgender hate crime continued to be the most violent of any major targeted group, with 93% of all such crimes being of a violent nature. Recent events such as civil unrest, domestic terrorism or lone wolf attacks are expanding the scope of emergency management. Understanding one’s community and issues can assist in planning for novel events. Register online.

FEMA’s Emergency Management Institute (EMI) is offering a virtual tabletop exercise (VTTX) July 12-14, 2016, involving a chlorine contamination scenario. The VTTX is public health-focused, addressing contamination recognition response and recovery efforts to assist affected communities. The VTTX allows key personnel to discuss simulated scenarios in an informal setting and assess plans, policies, training and procedures. This VTTX allows participating communities to share public health details regarding protective zones, protective actions, personal protective equipment, hospital triage, latent effects, decontamination issues pertaining to patients, environmental concerns, and re-entry. In the early hours of Sunday, June 12, Omar Mateen opened fire at a gay nightclub in Orlando. The shooting and hostage situation at Pulse left 50 people dead, including Mateen, and more than 50 injured.
