Leslie Luke, deputy director of the Los Angeles County Chief Executive Office, Office of Emergency Management, was appointed as the IAEM-USA diversity and equity advisor. Mr. Luke is the current chair of IAEM-USA’s Diversity Committee, which formed in 2011. As an association that values diversity, IAEM is committed to equality and justice. The Diversity Committee recently issued a statement that provided actions necessary to lead the organization and our members’ organizations to social equity. The new IAEM advisory position further elevates the importance of diversity and equity throughout IAEM programs. Learn more about the new position and Mr. Luke in the press release.

This is a great opportunity to bring recognition to those in the field who have gone above and beyond. There is no entry fee for IAEM members. In August, the IAEM Editorial Committee will publish the third 2020 special focus issue on the topic of “Black Swan Events: Crumbling Infrastructure.” Many of us are facing the challenges of crumbling infrastructure, including power grid failure, weakened dams and bridges, and general aging of the infrastructure as a whole. How do emergency managers prepare their communities when a potential disaster has not yet occurred? Share your experiences in an article for this issue. What did you and your community learn from an event that occurred due to crumbling infrastructure? It is more obvious than ever that our world is rapidly changing. How will we learn to operate in an environment that is unlike anything in our past? Will technology be our friend or an obstacle? Where are the opportunities for growth, development, change and synergy as we move into the future world of emergency management? Think about how you could add to this discussion. The Honorable Brian M. Harrell, assistant director, Cybersecurity and Infrastructure Security Agency (CISA), will deliver a keynote presentation, “Evolving Threats to our Nation’s Critical Infrastructure,” on Wednesday, Nov. 18, at the IAEM 68th Annual Conference in Long Beach, California. Prior to Mr. Harrell’s appointment to his CISA position, he was the sixth assistant secretary for DHS Infrastructure Protection. In his keynote speech, he will discuss how the infrastructure threat landscape is constantly changing and how emergency managers can stay ahead of crisis. He also will discuss CISA’s response to the COVID-19 outbreak, while identifying essential workers and working with lifeline sectors, and his perspective on current and emerging threats to critical services. The calls for nomination were issued June 2 via email to IAEM-USA Council members for the council and regional officer positions up for election in 2020. Nominations are ongoing through 5:00 p.m. EDT on July 2, 2020. Nominations are sought for second vice president and secretary of the IAEM-USA Council. In addition, there will be six regional officer elections (IAEM-USA Regions 2, 4, 5, 6, 8, 10) to be held on the same schedule as the national election. Members who voluntarily share their time and skills to ensure that IAEM is successful make a difference every day. FEMA released the draft of the "Fire Management Assistance Grant Program and Policy Guide" for a 45-day public comment period that will end July 31, 2020. Comments received during the public comment period will be reviewed and considered for the final version of the guide. Fire Management Assistance is available to state, local, tribal and territorial governments for the mitigation, management and control of fires on publicly or privately-owned forests or grasslands which threaten destruction that would constitute a major disaster. The Fire Management Assistance Grant Program provides a 75 percent federal cost-share. The draft guide and accompanying comments matrix are available on the FEMA website.

As of May 31, nearly $10.2 billion had been obligated to support COVID-19 related expenses, leaving approximately $75 billion in the Disaster Relief Fund for the remainder of the 2020 fiscal year.

At the January American Meteorological Society (AMS), the AMS Latinx Committee was established to strengthen and unite Latinx weather, water, and climate enterprise. With the committee now official, positions are available, enabling AMS to guarantee effective bilingual weather communication and collaboration practices in the future. In particular, the committee seeks an emergency management representative. By becoming an AMS Latinx Committee public industry ambassador, there will be opportunities to identify and propose solutions in terms of representation and resources in the field. Establishing a joint network within the Latinx weather, water, and climate enterprise is of top priority, and this committee hopes to bridge that gap. With no existing, official English to Spanish weather and climate dictionary, one of the main goals also involves fostering collaboration that increase resources for all sectors of meteorology to benefit in the future. As the nation and the world continues to fight against COVID-19, the Cybersecurity and Infrastructure Security Agency (CISA) continues to work on products and resources intended to help improve resilience and minimize related risk associated with the pandemic. This week, CISA released a Disinformation Toolkit to help state, local, tribal and territorial (SLTTs) officials bring awareness to misinformation, disinformation, and conspiracy theories related to COVID-19. The toolkit includes talking points, frequently asked questions, and flyers, and provides simple steps individuals can take to combat false or misleading information related to the pandemic.

The National Weather Service (NWS) Hazard Simplification (Haz Simp) Team has proposed major changes to NWS’ watch, warning, and advisory system. The proposals include: expanded use of bullets and plain language in NWS messaging; two-tier watch/warning system better matches the PREPARE or ACT operational structure used by emergency managers for significant events; ability to offer clearer watch/warning/advisory maps; and new statements that would utilize Common Alerting Protocol and Valid Time Event Code for better tracking and machine readability. The Emergency Management Accreditation Program (EMAP) will be providing four virtual cohort trainings on the 2019 Emergency Management Standard from August through November 2020. The goal of these virtual cohort trainings is to train accreditation managers, assessors, and program staff on the 2019 Emergency Management Standard in a safe environment during these unprecedented times. Each virtual cohort training will be four weeks in length, requiring the participation of attendees for one afternoon session and small group work weekly. At the completion of the virtual cohort training, participants may be certified as an accreditation manager and/or assessor. The virtual cohort training registration fee is $250.
