As the travel industry pushes the government to ease travel restrictions, the federal government plans to roll out next month the first phase of its vaccine certification program for travellers entering the country, CBC News has confirmed.
Starting in early July, a new feature on the ArriveCan app will go live, according to a federal government source with direct knowledge.

Progress report: Canada-wide flood mapping is well underway

A nationwide estimate of coastal, pluvial, and fluvial flood hazard is one part of the ongoing effort to come up with a national approach to insuring or re-locating homes at high risk of flood, a federal government official suggests.
Flood mapping is one of five interconnected pieces of residential flood risk management, said Matthew Godsoe, director of the resilience and economics integration division at Public Safety Canada, during the recent CatIQ Connect webinar.

FEMA's Criswell says emergency managers must address climate resilience, 'systemic barriers' to equity

Disaster preparedness and response needs to better account for inequities ranging from risk to assistance and “systemic barriers” that hamper emergency managers from building truly resilient communities, the head of the Federal Emergency Management Agency said.
“We are at a pivotal point where we, as the emergency management community, have the opportunity to address two key priorities: climate change and equity,” FEMA Administrator Deanne Criswell told the National Hurricane Conference in New Orleans.

FEMA seeks public feedback on chemical operations support specialist position

FEMA is seeking public feedback for the National Qualification System chemical operations support specialist. This national engagement period will conclude at 5:00 p.m. EDT on July 22. During hazardous chemical preparedness or response operations, the chemical operations support specialist will identify and provide critical information to responders, key leaders and decision-makers. The specialist will be a state and local subject matter expert with the ability to bridge together response and chemical knowledge in order to minimize the impact of a potential or actual incident involving the release of hazardous chemicals. National engagement provides an opportunity for interested parties to comment on the draft implementation objectives. Public feedback period also ensures if the chemical operations support specialist is relevant for all implementing partners. FEMA will host three, 60-minute webinars to discuss the draft implementation objectives and answer related questions. Registration is required and on a first come, first served basis. After a Texas federal court sided with a Houston hospital that required workers to get a COVID-19 vaccine or find another job, public health experts predict that most hospitals and medical practices will soon issue similar mandates.
When vaccines first became available in December under an emergency use authorization, hospitals reported that they planned to wait until the U.S. Food and Drug Administration granted full approval of the vaccines before deciding whether to make the shots mandatory.

NHSC issues report on COVID-19 pandemic response

On June 16, the National Homeland Security Consortium (NHSC), including IAEM, released a comprehensive report capturing the insights its members have learned thus far about the COVID-19 pandemic response. The 22 associations of the NHSC represent a diverse cross-section of thousands of state, local, and private-sector professionals who are responsible for the safety and security of the nation. To develop this report, the NHSC engaged in a six-month effort including information gathering calls, surveys, and a three-day after-action conference. The process sought to clearly articulate problems and issues encountered throughout the COVID-19 response and develop corresponding recommendations to solve these problems; and create a list of best practices that the NHSC believes should be widely promulgated and would benefit most, if not all, of the members it represents.

CONVERGE training modules now offer continuing education credits

The CONVERGE facility, which is headquartered at the Natural Hazards Center, has partnered with IAEM to establish continuing education credits for the CONVERGE Training Modules. Emergency managers and other practitioners interested in furthering their education can now receive one contact hour of general management training for successfully completing each training module and final quiz. Once participants answer eight or more of the questions correctly on the final 10-question quiz, they will automatically receive a certificate that indicates that they have earned credit. Candidates can provide their certificate when applying for their IAEM Associate Emergency Manager or Certified Emergency Manager certifications. Those who have previously completed modules will also have credits applied—just login and download your past certificates from the CONVERGE Training Modules website to see the update. The CONVERGE Training Modules are free and available online.
The CONVERGE Training Modules are funded by the National Science Foundation, Centers for Disease Control and Prevention, and U.S. Geological Survey. Questions about continuing education credits should be directed to converge@colorado.edu.

Father, baby killed in I-65 Crash in Butler County were from Tennessee

Tributes to the victims of yesterday’s fiery 17-vehicle crash on Interstate 65 in Butler County are coming in to Alabama News Network.
The crash killed 10 people, nine of them children.
Two of the people killed were from New Hope, Tennessee, just west of Chattanooga. Cody Fox, 29, and his nine-month-old daughter Ariana were among the victims.

Eric Southern appointed as Surry County's emergency services director

Surry County officials have appointed Eric Southern as the county's emergency services director, the county said Friday. Southern will begin his duties on July 1.
Southern will oversee the operations of the county's emergency medical services, emergency management, fire marshal and hazardous materials unit.

NWS seeks input on hazard messaging headlines — complete the survey by July 31

As many of you are aware from this Public Notification Statement issued on March 4, 2021, the National Weather Service (NWS) will be making changes to its hazard messaging headlines no earlier than calendar year 2024. At the heart of the change will be the removal of all "Advisory" headlines from the Watch, Warning, and Advisory system in favor of clear, plain language headlines focused on impact. These same plain language headlines will also replace current "Special Weather Statements" and will be equipped with Valid Time Event Code (VTEC). Based on social science results, NWS developed a number of options for these new plain language headlines and is collecting feedback through a public survey to be completed by July 31. EU MODEX celebrates its 10-year anniversary

EU MODEX is the code for the European Union’s exercise program for Modules. Modules are response task forces, which are established by European countries and can be deployed in other European countries or even overseas via the European Union Civil Protection Mechanism (the European Union’s standing mutual aid framework, much like EMAC in the US). There are several types of Modules, including Urban Search & Rescue, wildland firefighting, field hospital etc. The EU MODEX program was established in 2010 to improve preparedness for international deployments and ameliorate interoperability among Modules, national emergency management agencies and other stakeholders. Last year marked the first decade of what has proven to be an international success story and two events were organized to celebrate the anniversary. The EU Civil Protection Think Tank was an international virtual panel, where virtual panel, in which senior officials from the European Commission, Member State emergency management agencies and other organizations discussed the future of the Union Civil Protection Mechanism and the role of emerging technologies in tomorrow’s emergency management. The children who died on Saturday were in a van at a youth house for abused or neglected children. The vehicle burned on a shipwreck along the moist interstate highway 65, about 35 miles (55 km) south of Montgomery. Coroner Weingerlock, Butler County, said the vehicle was probably a seaplane.

The tornado struck as Tropical Storm Claudette was passing over the area, the National Weather Service said in a storm damage survey. Much of the damage was reported in Escambia County, AL, but it continued into Conecuh County, the survey said.
