The IAEM Editorial Committee is seeking articles for the next special focus issue on the theme of “What We Should Do Now to Shape the Future.” Here are a few ideas for articles that could be written on this theme: climate change and technology, managing a future pandemic; preparing now for warning/alert issues of the future; helping to prevent disasters that might occur in certain areas (dam safety, earthquakes, etc.); and the most important thing that we should be preparing for right now (and why). There are other ideas on the IAEM Bulletin web page, or you may have an idea for a different topic that fits into the special focus issue theme. If you have not written for the IAEM Bulletin previously, please read the author guidelines. Mr. Featherstone has been in Los Angeles emergency management for more than 30 years, starting with the fire department and later as the general manager of the LA Emergency Management Department. The IAEM Scholarship Commission seeks applicants to fill several commission openings for the Class of 2021 (term ends in 2021). IAEM specifically is looking for individuals representing the following categories: past scholarship recipient; IAEM-Global Student Council member; IAEM-Canada Council member; academia; IAEM member-at-large; scholarship donor; and scholarship founders’ family. Applications must be submitted by July 31, 2019, via email to IAEM Scholarship Program Director Dawn Shiley. The application must include a letter of intent expressing the desire to participate, the ability to devote the time to the program, and an explanation of why they should be considered for the position they seek. In addition, the applicant must submit a current resume, with a two-page maximum. Specific requirements for Scholarship Commissioners and additional information are available on the IAEM website. IAEM-Asia has had a busy springl Mar. 16-20, 2019, IAEM-China delivered CERT TTT session in Beijing. IAEM Deputy Executive Director Clay D. Tyeryar, MAM, CAE, joined the session, which included a meeting with the BOMA China president on Mar. 20 and attendance at the OSAC Annual Assembly in Beijing. On Apr. 2, 2019, IAEM-China delivered ICS training in Taipei. On May 22, 2019, the IAEM-Asia and IAEM-Oceania Councils held a joint Annual General Meeting in Shanghai, hosted by GM. About 80 people attended from 12 countries. Participants were members from IAEM, ASIS and TAPA. GM leaders provided a welcome speech. In addition, there were four keynotes, three panel discussions, with more than 16 total presentations. IAEM-Asia will support each region in Asia to deliver CERT training. It has been a busy spring for the IAEM-Canada Council as we continue to forge ahead in promoting best practices, education and networking for emergency managers across Canada. In June, our second IAEM-Canada Conference was held in Calgary, AB, achieving tremendous success by encouraging public-private partnerships in emergency management through thought-provoking presentations and the sharing of professional approaches, techniques and advancements. Also, in June, IAEM-Canada’s new president was instated. President Paula Gibson, CRSP, ABCP, AEMCA, projects we will embrace the strength of the current momentum of IAEM-Canada through the support and leadership of the IAEM-Canada Board, our members, and our partnerships, in order to convey cognizance of the profession in all sectors throughout Canada. Strategies to ensure this forward evolution of the profession will be strengthened and implemented in the coming months.

New Zealand will have a new national emergency management agency by the end of the year, Civil Defence Minister Kris Faafoi has confirmed.
The Government’s decision implements the main recommendation of a technical advisory group (TAG) report released last year, which outlined concerns with the country’s current emergency management systems including the role of the Ministry of Civil Defence and Emergency Management (MCDEM).

FEMA is designing a new program, the Building Resilient Infrastructure and Communities (BRIC) program, to replace the existing pre-disaster mitigation grants in 2019. With the passage of the Disaster Recovery Reform Act in October 2018, FEMA now has the authority to set aside six percent of estimated disaster expenses for each major disaster to fund pre-disaster mitigation. On May 20, FEMA requested public input to inform the development and implementation of BRIC on the Ideascale forum, with more than 2,700 comments and suggestions already received. Provide comments by the July 15 deadline. As FEMA transitions programs, there will be no gap in mitigation assistance for our state, local, tribal and territorial government partners. FEMA will make $250 million available for the 2019 grant program.

After battling the most destructive wildfires in California’s history over the past two years, Cal Fire is rolling out emergency fuel reduction projects to help protect the state’s most vulnerable communities.
The 35 projects span the state, from Siskiyou to San Diego counties. One crucial effort in the Sacramento area, the North Fork American River Shaded Fuel Break, is a fuel break project that covers 850 acres around the city of Colfax in Placer County.

On Tuesday, June 18, 2019, a magnitude-6.4 quake struck the west coast of Honshu along the eastern Sea of Japan. The quake was shallow — 12 kilometers (7.5 miles) deep — and only 6 kilometers (3.7 kilometers) offshore, according to the U.S. Geological Survey.
