Register today for the next IAEM Think Tank event, “Large Event Crisis Planning – a Private Sector Perspective,” to be held July 18, 2017, 2:00-3:30 p.m. EDT. Crisis planning for large events is now on the mind of many emergency managers due to recent headlines, and this concern is especially high for private sector companies that host thousands of people at events or at their sites. This IAEM Think Tank will provide a behind-the-scenes look at large event crisis planning from a private sector perspective, including a discussion of how to engage with government responders to develop a seamless response plan. Join Andrea Davis, director of global crisis management and business continuity at The Walt Disney Company; George Fong, director of facilities and event security at ESPN; and Richard Serino, IAEM Think Tank moderator, for an inside look at this timely topic.

The IAEM Editorial Work Group is seeking articles on “Lessons Learned,” and the article submission deadline is July 10, 2017. Please consider writing a feature article for the August 2017 IAEM Bulletin special focus issue on “Lessons Learned.” We know that you all have stories to tell, and it’s time to share your experiences, knowledge, and wisdom with your fellow IAEM members. Articles might include, but are not limited to: what we can learn from other countries; what others in our country can learn from our experiences; how emergency management programs are implementing standards; and how standards can bridge the interfaces between countries and between jurisdictions. If you have an idea for an article, but you’re not sure it will fit into this issue, email a paragraph or two describing what you want to write about, and we’ll supply you with feedback. Read the author’s guidelines, and email your 750 to 1,500 word article to Editor Karen Thompson.

FEMA this week released 48 Core Capability Development Sheets to help state, local, tribal, and territorial jurisdictions build and sustain their core capabilities as well as close capability gaps identified through the Threat and Hazard Identification and Risk Assessment, the State Preparedness Report, or other capability assessments. The National Preparedness Goal identifies the core capabilities needed by all jurisdictions to be fully prepared to prevent, protect, mitigate against, respond to, and recover from all hazards and to be able to implement the National Preparedness System. Each sheet provides the core capability definition and tasks, relevant trainings, example capability targets, typed resources, critical planning partners, validation techniques, and additional organizations that support development or delivery of the specific capability. Download the sheets by mission area – Prevention, Protection, Mitigation, Response, and Recovery – or as a complete set.

Following an internal FEMA management review of the Chemical, Ordnance, Biological, and Radiological Training Facility (COBRATF) at the Center for Domestic Preparedness (CDP) in Anniston, Alabama, FEMA leadership is working to address the key recommendations in the report, and take the necessary courses of action to restart the live agent training, while maintaining the highest standard of safety culture. The term “fit for duty” in modern firefighting goes beyond being physically fit to include being resilient to the stress and emotional effects of the job. For individual resilience, this means having the ability to prepare for and recover from stressful events so the responder can return to duty with some sense of normality. To accomplish this, responders must sleep well, eat right, and positively engage with peers.

No organization, or government, can solve every problem. There will always be a crisis that will require an emergency response. And fundamental to the success of that response will be the public’s reaction. Emergency managers can react and can mobilize, but they will not be successful unless they do so in such a way as to ensure the public trust. This was apparent in 2005 with Hurricane Katrina, which was a crisis of government.

The U.S. Department of Health & Human Services’ (HHS) Office of the Assistant Secretary for Preparedness & Response’s (ASPR) Technical Resources, Assistance Center, and Information Exchange (TRACIE) recently published the EMS Infectious Disease Playbook. This resource was developed to address occupational exposure to a potentially infectious patient. ASPR/TRACIE incorporated existing official guidance and best practice information into this one-stop resource that can guide the transport of patients known or suspected of having an infectious disease. The aim was not to develop novel guidance for EMS agencies, but to unify multiple sources of information in a single planning document addressing the full spectrum of infectious agents to create a concise reference resource for EMS agencies developing their service policies. This document does not represent official policy of HHS/ASPR or other federal or private agencies.
