Bendigo federal Labor MP Lisa Chesters has pledged to reopen the Australian Emergency Management Institute at Mount Macedon.
An immediate injection on $1.5 million would be made to re-establish the institute which was closed last year, should Labor win government.
Chesters, who jointly announced the commitment with federal Labor Emergency Services spokesman Mark Dreyfus, said the institute played a vital role in training emergency services professionals for more than 50 years, but local preparedness had been weakened by its relocation to Queensland.

FEMA, National Oceanic and Atmospheric Administration and their federal partners in the Mitigation Federal Leadership Group (MitFLG) Disaster Resilience Indicators Subcommittee released a “Draft Interagency Concept for Community Resilience Indicators and National-Level Progress Measures."
This concept is the result of a year-long effort to identify potential indicators of community resilience capacity building that align with the Mitigation and Recovery Core Capabilities under the National Preparedness Goal. Learn more details about this joint FEMA/NOAA initiative. The document, compiled in response to broad public interest in identifying key factors of community resilience nationwide in order to promote better-informed capacity building strategies, is intended to start a broad conversation among public- and private-sector stakeholders on how best to define and track improvements in community resilience capacity across 28 key indicator categories. Interested stakeholders seeking to add their input can submit comments and feedback to the Disaster Resilience Indicators Subcommittee of the MitFLG at FEMA-CommunityResilience@fema.dhs.gov by Aug. 15, 2016.

The Department of Homeland Security’s (DHS) Federal Emergency Management Agency (FEMA) on June 29 announced the final awards and allocations for the Fiscal Year (FY) 2016 preparedness grant programs. The announcement, available here, includes the new allocations for the competitive programs, including the Tribal Homeland Security Grant Program, the Non-Profit Security Grant Program, the Port Security Grant Program, the Transit Security Grant Program, Operation Stonegarden, and the Intercity Bus Security Grant Program. The final FY 2016 allocations for the Emergency Management Performance Grant (EMPG), State Homeland Security Grant Program (SHSGP), Urban Area Security Initiative (UASI), and the Intercity Passenger Rail Program (Amtrak) were announced on Feb. 16, but are included in the June 29 announcement for reference.

The Department of Homeland Security (DHS) Office of Intelligence and Analysis (I&A) is accepting applications from state, local, tribal, and territorial (SLTT) partners for the updated and expanded Fellows Program. The program provides a unique opportunity for SLTT partners to collaborate with DHS and the IC in order to ensure that threat information is most effectively shared between all levels of government. Fellows will be expected to collaborate with their federal counterparts and SLTT customers through participation in a variety of intelligence functions, including, but not limited to, joint analysis and production, collection and reporting, and/or watch-listing. After the House of Representatives finally passed a Zika funding bill on Thursday — for $1.1 billion (less than the $1.9 billion President Barack Obama originally requested), much of it taken away from Affordable Care Act funding, and remaining Ebola emergency money. Given that, the White House has threatened to veto the bill. Which would mean still no federal funding for what Anne Schuchat, the principal deputy director of the Centers for Disease Control and Prevention, called “the most difficult” emergency response the agency has ever had to do, at the Aspen Ideas Festival.

Suiter Distinguished Service Award is presented to an individual who has made cumulative outstanding contributions directly to emergency management preparedness, mitigation, response or recovery at a local, state, regional or national level. These career accomplishments in emergency management should be of unusual merit. The NEMA Board of Directors, past presidents and prior recipients are responsible for reviewing nominations and making award determinations. The review group is interested in specific activities and accomplishments of the nominee rather than general background. Self-nominations will not be accepted. Nominations must be submitted by July 30, 2016, using the nomination form and should include a one-page summary of those accomplishments or activities you believe merit consideration for an award.

The National Tsunami Hazard Mitigation Program (NTHMP) has released two new tsunami outreach products to support increased tsunami awareness and preparedness. The first is a summary of the U.S. tsunami hazard (available as a downloadable two-page fact sheet and a web page). The second is a compilation of links to tsunami inundation and evacuation maps produced by NTHMP partners. Another new tsunami outreach product is a fast draw video from the National Oceanic and Atmospheric Administration (NOAA) that briefly explains how to prepare for and respond to a tsunami. Tsunamis: Be Prepared and Stay Safe! is currently available in English and Spanish with a Samoan version in the works.

ASPR TRACIE distributed Issue 2 of its newsletter, The Exchange, with a focus on cybersecurity and cyber hygiene. ASPR TRACIE staff interviewed Craig DeAtley, who described lessons learned from the March 2016 cyberattack on the MedStar Health System. Chantal Worzala of the American Hospital Association provides an overview of the cyber hygiene efforts underway in hospitals across the country. Suzanne B. Schwartz shares how the U.S. Food and Drug Administration is working with medical device manufacturers to protect products from being compromised. Finally, Emery Csulak, of the Centers for Medicare and Medicaid Services, provides an overview of the Health Care Industry Task Force, established in support of Section 405 of the Cybersecurity Act of 2015. This issue complements two ASPR TRACIE resources that were recently released. The video "Cybersecurity and Healthcare Facilities" features subject matter experts describing the recent attack on MedStar, steps we can take to prevent and mitigate attacks, and what the federal government is doing to address cybersecurity. The InterAgency Board (IAB) recently published a new document entitled Training Trigger: Integrated Response Operations in Active Shooter/Hostile Events (ASHE). The paper discusses Active Shooter/Hostile Events (ASHE) and the fact that these incidents present a variety of hazards, confronting first responders with a wide range of weapons and coordinated small unit tactics, requiring a more complex response strategy that blurs the lines between traditional law enforcement, fire, and emergency medical service duties and responsibilities. This paper encourages disciplines be integrated to prevent the exploitation of operational boundaries and highlights that success is predicated on a combined fire-EMS-law enforcement response.

A research team from the National Disaster Preparedness Training Center (NDPTC) at the University of Hawaii (ndptc.hawaii.edu), led by Dr. Karl Kim, in cooperation with Dr. Brian Wolshon of Center for Evacuation and Transportation Resiliency at Louisiana State University, is conducting a survey to assess evacuation training needs for communities both in the United States and abroad. It includes questions on hazards and evacuation activities and whether or not your community has developed evacuation plans and if any formal training has been developed. The findings will be used to assess and understand evacuation practices among first responders, emergency managers, transportation planners and disaster managers. Findings will be incorporated into FEMA certified training programs and various academic and technical publications. All information collected through this survey will be kept confidential. Please complete the survey by Monday July 4, 2016.

The IAEM-USA Diversity Ad Hoc Committee will host a webinar on “Hate Crimes,” set for July 6, 2016, 3:00-4:30 p.m. EDT. The webinar will be offered free of charge. Robin Toma, executive director, Commission on Human Relations and Assistant Director, Human Relations Branch for the County of Los Angeles, will speak about the latest annual report on hate crimes in the County of Los Angeles. Although hate crimes in LA County reached the second lowest number in 25 years, the rate of violence in sexual orientation crimes climbed from 71 to 81%, the highest since 2003. Anti-transgender hate crime continued to be the most violent of any major targeted group, with 93% of all such crimes being of a violent nature. Recent events such as civil unrest, domestic terrorism or lone wolf attacks are expanding the scope of emergency management. Understanding one’s community and issues can assist in planning for novel events. Register online.

FEMA’s Emergency Management Institute is now accepting application packages for the 2017 National Emergency Management Executive Academy. This Academy provides a comprehensive and cutting-edge curriculum to enhance strategic leadership and critical thinking for emergency management senior executives from all levels of government, non-governmental organizations, and the private sector. Ideally, candidates will have experience as senior executives of major emergency management organizations, served on major commissions and task forces, or be responsible for decisions that have a significant effect on homeland security and emergency management policies. The objective of the Executive Academy is to engage, challenge and enhance the talents of emergency management executives through critical thinking, visionary strategic planning, and negotiation and conflict resolution when applied to complex real-world problems. The Executive Academy consists of four resident sessions, webinars, distance learning, and literature reviews. Executives will explore how they can leverage science, technology, engineering, and data analysis to impact critical decisions and guide informed policy development. Executives will have the opportunity to work collaboratively on projects, share smart practices, and participate in exercises on cascading and catastrophic events. A strong earthquake struck in southern Mexico on Monday afternoon, but there were no reports of injuries or significant damage.
Authorities said the quake was felt in five states. Tall buildings swayed in Mexico City 215 miles from the quake’s epicenter.
The U.S. Geological Survey said the tremor had a preliminary magnitude of 5.7 and its epicenter was in the southern state of Oaxaca, about 6 miles north of the town of Pinotepa de Don Luis. The quake struck at a depth of 6 miles.

Nine wildfires continued to burn throughout California on Monday, as flames left nearly 70,000 acres scorched, and occupied the efforts of more than 5,000 firefighters, according to state and federal fire authorities.
The deadly Erskine fire in Kern County is the largest of the fires and has so far burned 45,388 acres since it began last week, south of Lake Isabella. After destroying 250 structures and causing two deaths, the blaze is only 40 percent contained.
