In August, the IAEM Editorial Committee will publish the third 2020 special focus issue on the topic of “Black Swan Events: Crumbling Infrastructure.” Many of us are facing the challenges of crumbling infrastructure, including power grid failure, weakened dams and bridges, and general aging of the infrastructure as a whole. How do emergency managers prepare their communities when a potential disaster has not yet occurred? Share your experiences in an article for this issue. What did you and your community learn from an event that occurred due to crumbling infrastructure? It is more obvious than ever that our world is rapidly changing. How will we learn to operate in an environment that is unlike anything in our past? Will technology be our friend or an obstacle? Where are the opportunities for growth, development, change and synergy as we move into the future world of emergency management? The deadline for article submissions on this topic is July 20, 2020. Queensland children primed for disaster readiness with new online game
The Sector
A new educational game, The Get Ready Queensland Challenge, was launched by Queensland Minister for Natural Disaster and Emergency Management, David Littleproud, and Queensland Treasurer and Minister for Infrastructure and Planning, Cameron Dick. Designed to help Queensland children and their families prepare for future disasters and severe weather, the game is now available online and has been made possible by funding from the joint Commonwealth-Queensland Disaster Recovery Funding Arrangements (DRFA) through the Community Recovery Fund, which was established in the wake of the 2019 north and Far North Queensland monsoonal flooding event.

IAEM-USA signed on to letter to Senate leaders advocating for support for state and local governments
IAEM
A letter was sent to Senate Majority and Minority Leaders advocating on behalf of immediate financial support for state and local governments, "without which our nation's recovery from pandemic-induced recession will suffer and millions of Americans will be harmed." Hazard Mitigation Assistance Working Group seeks new members
IAEM
FEMA’s Hazard Mitigation Assistance (HMA) Division is accepting applications to join the External Stakeholder Working Group. The working group is a collaborative working group established with the purpose of increasing engagement and transparency with non-federal partners in hazard mitigation, including states, local communities and jurisdictions, tribes and territories. The working group provides a venue in which federal partners and external stakeholders can openly communicate, share insight and feedback on mitigation and/or program issues, and increase transparency and understanding in regard to HMA program development and priorities. To be considered as a member of the working group, download and complete the Expression of Interest form by July 10.

Samish Indian Nation seeks input from its citizens regarding update of hazard mitigation plan

The Samish Indian Nation is beginning a planning process to update its hazard mitigation plan, for the purpose of enhancing resilience to natural disasters throughout the Tribal Planning area. The project, which will take around nine months to complete, is funded by a planning grant from FEMA. During this process, Samish citizens will be asked to contribute by sharing knowledge of the area’s vulnerability to hazards based on past occurrences. Public involvement will be solicited via a multi-media campaign that will include public meetings, web-based information, questionnaires, maps, and updates on the plan’s progress via a website. An informational website has been established on the need and purposes for the Nation’s hazard mitigation planning. The website will serve as the primary means for the public to gain information on the plan, as well as to gain information on ways to participate in the planning process. Any questions or comments regarding this process are encouraged and should be directed to David Strich, Samish emergency management specialist, at dstrich@samishtribe,nsn.us or to Bev O’Dea, project consultant, at bevodea@bridgeviewconsulting.org.

FEMA training campuses open Aug. 2
IAEM
In March, FEMA suspended in-person, campus-based training delivery. FEMA plans to re-open training campuses on a limited basis, effective Aug. 2. FEMA continues to monitor conditions and will adhere to state and local guidance and restrictions. FEMA will announce any necessary changes to each course no later than the Thursday prior to the week of a scheduled course. Specific health and safety precautions must be met prior to any students arriving on campus.

Google working to integrate West Coast earthquake alerts into Android via Play Services

ShakeAlert is the system funded by the United States Geological Survey and other partners for the West Coast. DHS announces grant allocations for Fiscal Year 2020 Preparedness Awards
IAEM
The U.S. Department of Homeland Security (DHS) announced final allocations of $385 million for seven Fiscal Year 2020 DHS competitive preparedness grant programs. These allocations, together with the more than $1.3 billion in non-competitive grant funding announced by DHS in February and April, total nearly $1.8 billion in FY 2020 granted to assist states, local areas, tribal and territorial governments, nonprofit agencies, and the private sector with their preparedness efforts. The FY 2020 grant guidance continues to focus on the nation’s highest risk areas and national priorities. Grant recipients under the State Homeland Security Grant Program (SHSP) and Urban Area Security Initiative (UASI) will be required to dedicate a minimum of 20 percent of awards to address four priority areas: cybersecurity (5 percent); soft target and crowded places (5 percent); information and intelligence sharing (5 percent); and emerging threats (5 percent). The webinar series, which is targeted toward leaders in the public and private sector interested in learning more about this new grant program, at 2:00-3:00 EDT on Wednesdays through July. Topics will include: July 8, Meaning of the BRIC Name; July 15, BRIC and Building Codes; July 22, BRIC and Community Lifelines; and July 29, BRIC and Nature-Based Solutions. Union Pacific will provide training to first responders on responding safely to a railroad emergency

Union Pacific Railroad’s Hazardous Materials Management team has partnered with TRANSCAER® to provide a virtual training class to equip first responders with the knowledge needed to respond safely to a railroad emergency. The 90-minute webinar presentation will be repeated on three successive days to accommodate multiple shifts of both career and volunteer departments. The training will include: overview of the Union Pacific Railroad Hazardous Materials Management team; how working as a team can bring an incident to a successful conclusion; review of different types of rail cars and hazards; discussion on responding safely to an incident; hazards around the railroad right-of-way; and where to find needed information.
