The IAEM Editorial Committee is seeking articles for the next special focus issue on the theme of “What We Should Do Now to Shape the Future.” Here are a few ideas for articles that could be written on this theme: climate change and technology; managing a future pandemic; preparing now for warning/alert issues of the future; helping to prevent disasters that might occur in certain areas (dam safety, earthquakes, etc.); and the most important thing that we should be preparing for right now (and why). There are other ideas on the IAEM Bulletin web page, or you may have an idea for a different topic that fits into the special focus issue theme. If you have not written for the IAEM Bulletin previously, please read the author guidelines. The IAEM Scholarship Commission seeks applicants to fill several commission openings for the Class of 2021 (term ends in 2021). Applications must be submitted by July 31, 2019, via email to IAEM Scholarship Program Director Dawn Shiley. The application must include a letter of intent expressing the desire to participate, the ability to devote the time to the program, and an explanation of why they
should be considered for the position they seek. In addition, the applicant must submit a current resume, with a two-page maximum. Specific requirements for Scholarship Commissioners, positions available, and additional information are available on the IAEM website. The Federal Emergency Management Agency’s (FEMA) National Integration Center has released 13 NIMS Job Titles/Position Qualifications and Resource Typing Definitions documents related to the these core capabilities of the National Preparedness Goal: Fire Management and Suppression; Logistics and Supply Chain Management; Mass Care Services; and Public Information and Warning. The National Integration Center also has released supporting tools for the National Qualifying System, including: NQS Job Titles/Position Qualifications for Environmental and Historic Preservation (EHP) and an Incident/Exercise Evaluator that define minimum qualifications criteria for personnel serving in these positions; and NQS Position Task Books (PTB) for EHP and an Incident/Exercise Evaluator that identify the competencies, behaviors, and tasks that personnel should demonstrate to become qualified for these positions. NIMS, which is a key component of U.S. incident management efforts, enables organizations from across the country to work together during incidents of all kinds and sizes. These recently released documents define minimum qualifications and capabilities for personnel and their equipment within their assigned teams to manage all threats and hazards, regardless of the incident’s cause or size. A student working a doctorate in Public Administration is conducting a research project for their dissertation focused on how capability and gap assessment influence emergency management programs. The research goal is to identify strategic enhancements in the field of emergency management through capability and gap assessment benchmarks. A survey has been created, and the student seeks emergency manager responses. The survey, which will take approximately 5-7 minutes, asks questions about the respondent’s overall emergency management program and how capabilities and gaps are assessed. All responses will be anonymous, and data only will be used to make recommendations for improvements and enhancements in emergency management. Please take the online survey today. International Association of Emergency Managers (IAEM), National Emergency Management Association (NEMA), and FEMA’s Individual and Community Preparedness Division (ICPD) will present a webinar, “Speed Prep with FEMA ICPD: Making the Connection to Preparedness Resources,” on July 10, 2019, 2:00-3:00 p.m. EDT. A part of the NEMA Webinar Series, this event offers the opportunity to learn about individual and community preparedness tools available for state and local emergency managers. Preparing the whole community can be a daunting task. It seems like there are never enough resources to go around, especially when working to prepare every child, family, and office in a jurisdiction. The webinar will introduce innovative products in financial preparedness, capacity building, youth preparedness, and more. All tools and programs shared are available for use free of charge through FEMA, and speakers from ICPD will provide concrete examples of successful implementation of these resources. ICPD connects science-based research to communications, education, and tools that empower communities to prepare for, protect against, respond to, and recover from a disaster.

The 8th Annual Building Resilience through Private-Public Partnerships (PPP) Conference, hosted by the U.S. Chamber of Commerce Foundation, will take place July 23-24, 2019, at the U.S. Chamber of Commerce in Washington, DC. The conference is supported by the Federal Emergency Management Agency, U.S. Department of Homeland Security, and U.S. Northern Command. The PPP conference focuses on the collaboration required among private, public and nonprofit sectors to help mitigate the effects of natural and human-made disasters and improve the overall resilience of individuals, businesses and communities.
