This week, the Federal Emergency Management Agency and several partner organizations (including IAEM) released two video presentations from the Youth Preparedness PrepTalks Symposium held on May 30, 2018, in Long Branch, New Jersey. Dr. Lori Peek's PrepTalk, "Children and Disasters: Reducing Vulnerability and Building Capacity," brings to life the progress, ongoing challenges and possibilities to reduce the vulnerability of children to disasters. She gives emergency managers five specific actions to take to reduce the vulnerability of children to disasters right now. Sarah Thompson's PrepTalk, "Youth: The Key to Building a Culture of Preparedness," highlights how children are great mobilizers, actors and connectors within their communities for building a culture of preparedness. Thompson uses her experience and sociological data to show how emergency managers can use the natural curiosity of children to build preparedness in their communities. Israel's Defense Ministry, along with the security establishment and the National Emergency Authority, will hold an emergency meeting after over 10 earthquakes struck around the Sea of Galilee (Lake Kinneret) in recent days. According to a report by Israel's Channel 2, the meeting will discuss the possibility that relevant authorities may have to be activated at a moment's notice, and therefore instructions have already been issued to refresh emergency procedures.

Martyn Dunne, director of New Zealand's Ministry for Primary Industries, which oversees biosecurity efforts, fisheries, food safety, operational responses to health concerns and regulation for forestry, argues that protecting against biothreats is as big of a concern as other threats to national security. The island nation has taken measures in recent years to combat threats including pests, diseases or potentially contaminated baby formula by identifying specific risks and developing improved communication with global trade partners to resolve issues that pose serious threats.

The Federal Emergency Management Agency and the Emergency Management Institute recently released two revised online National Incident Management System courses. NIMS defines the comprehensive approach guiding the whole community to work together during incidents. The two new courses are: (1) IS-100.c, "An Introduction to the Incident Command System," which introduces ICS and provides the foundation for higher level training, and (2) IS-700.b, "An Introduction to the National Incident Management System," which offers an overview providing learners with a basic understanding of NIMS concepts, principles and components. The courses are available online.

School security advocates demanded more guidance from the government as findings of an ongoing study on state school security requirements revealed minimal standards that vary widely. The study, which is being conducted by the Police Foundation, shows only 15 states had some type of school facility security requirements prior to the Parkland, Florida shooting.

The IAEM Editorial Work Group asks that you consider writing an article for the upcoming IAEM Bulletin special focus issue on "Climate Change: An Emerging Threat." The deadline for article submissions has been extended to July 20, 2018. Articles might include, but are not limited to: coastal mitigation; increased needs for shelters (heating shelters, cooling shelters); how adaptation to climate change is defined; demographic changes; immigration; U.S. federal government website with resources on climate change; NASA resources with worldwide information available via database; global responses to climate change/climate adaptation, anticipated increase in weather extremes, case studies. These are just examples of articles. You may identify another aspect of climate change as it relates to emergency management that you would like to write about. Article length is 750-1,500 words. More than 20,000 homes and businesses were without power as Beryl, the Atlantic season's first hurricane passed over Puerto Rico, including at least 1,500 who have been without electricity since Hurricane Maria devastated the island last year, Lt. Gov. Luis Rivera Marín told the Miami Herald. About 60,000 homes were still covered by tarps after Hurricane Maria destroyed roofs, and several temporary bridges were still in place.
