FEMA begins development of the 2022-2026 strategic plan
IAEM
FEMA is excited to announce that the agency is kicking-off the development of the agency's 2022-2026 strategic plan. The nation is expecting more than it ever has from FEMA and its partners and these expectations will only grow in the coming years. In FEMA Administrator Criswell’s words, this is a testament to our strengths as emergency managers and a responsibility that we do not bear lightly. As FEMA begins the development of the 2022-2026 FEMA Strategic Plan, the diverse voices and perspectives of the nation are important to help set a path to meet these expectations and build the FEMA our nation needs and deserves. FEMA will be conducting a series of internal and external engagements over the coming months. In the next few weeks, FEMA will share information about how you can join workshops and other engagement opportunities to hear directly from the public. For questions or concerns, contact Fema-StratPlan@fema.dhs.gov.

Hurricanes may not be becoming more frequent, but they're still more dangerous
Science News
Climate change is helping Atlantic hurricanes pack more of a punch, making them rainier, intensifying them faster and helping the storms linger longer even after landfall. But a new statistical analysis of historical records and satellite data suggests that there aren’t actually more Atlantic hurricanes now than there were roughly 150 years ago, researchers report July 13 in Nature Communications.
The record-breaking number of Atlantic hurricanes in 2020, a whopping 30 named storms, led to intense speculation over whether and how climate change was involved.

CDC releases tool for radiation emergencies — August workshop scheduled for tool review
IAEM
The Center for Disease Control and Prevention (CDC) announced the release of CRC SimPLER. This free, publicly available, online tool is used to help state and local emergency and public health planners prepare for setting up community reception centers (CRCs) to monitor people following a large-scale radiation emergency. Planners can also determine where additional resources would be most beneficial to optimize their response goals. To introduce CRC SimPLER, ASTHO and the National Alliance for Radiation Readiness are hosting a workshop on Aug 23, 1:00-2:00 p.m. EDT. Registration is required for the event. Participants are encouraged to email proposed scenarios to review during the session.

USGS on why ShakeAlert early warning didn't send out messages for 6.0 California quake
Homeland Security Today
A magnitude 6.0 (M6.0) earthquake struck Little Antelope Valley, California near the Nevada border on July 8, 2021 at 3:49pm local time (July 8 at 22:49 UTC).
The earthquake occurred about 20 miles southwest of Smith Valley, NV. Perceived shaking for the quake was very strong. The event was widely felt, with over 25,000 “Did You Feel It?” reports thus far submitted. The quake is a result of normal faulting at approximately 6.2 miles (10 km) depth near the Antelope Valley fault, which runs north-south along the Sierra Nevada range front.
USGS scientists expect that this event will trigger aftershocks, but these will decrease in frequency over time. See the aftershock forecast for details.

Deployable operations centers can aid in long-term disaster response
StateTech
Researchers and experts expect not only above-average activity this hurricane season but also potentially devastating wildfires in states such as Washington and California.
As state and local governments and public safety and firefighting agencies gird themselves for a long, hot summer, they should consider the advantages they gain from deployable operations centers. Such centers can provide sustained communication, information collection and coordination capabilities in the wake of natural disasters and other prolonged emergency situations.
