The IAEM Editorial Committee is seeking articles for the next special focus issue on the theme of “What We Should Do Now to Shape the Future,” and articles on this theme must be submitted by Monday, July 22, 2019. Here are a few ideas for articles that could be written on this theme: climate change and technology, managing a future pandemic; preparing now for warning/alert issues of the future; helping to prevent disasters that might occur in certain areas (dam safety, earthquakes, etc.); and the most important thing that we should be preparing for right now (and why). There are other ideas on the IAEM Bulletin web page, or you may have an idea for a different topic that fits into the special focus issue theme. Optimum Seismic was asked to make a formal presentation about earthquake retrofits and building safety at a meeting of CALBO, the California Building Officials association. The organization was curious to learn more about process, various laws already in place, financing options and the impacts on insurance and tenant habitability.
Based on the high level of interest among the building officials there, it was clear that cities throughout the state are concerned about their duty to protect the general welfare of the public in the event of a major earthquake.

FEMA has updated the FEMA Tribal Consultation Policy, which guides how FEMA engages tribal governments with regular and meaningful consultation and collaboration on policies and programs that have tribal implications. The policy was updated to reflect current authorities, best practices, tribal input, and recommendations from the Governmental Accountability Office (GAO) report titled "Tribal Consultation: Additional Federal Actions Needed for Infrastructure Projects (GAO-19-22).” This updated policy supersedes the FEMA Tribal Consultation Policy dated Aug. 12, 2014.

On July 12, NACo passed a resolution to support national standards for emergency management programs and the Emergency Management Accreditation Program (EMAP). This is the second year this resolution has been included in the NACo legislative platform. The resolution specifically states, “The National Association of Counties (NACo) supports the use of the Emergency Management Accreditation Program (EMAP) Emergency Management Standard administered through the Emergency Management Accreditation Program as the national standard for assessment of the capability of county emergency management programs. Additionally, NACo supports the current processes and procedures the EMAP Commission uses to update and evaluate the Standard. The Standard should be free from requirements not supported in the ANSI standard setting guidelines or the EMAP Commission management process.” NACo represents all U.S. counties and is considered one of the “Big 7” organizations that lobby Congress on a wide variety of issues relevant to local governments.

A person currently in the Executive Fire Officer program through the National Fire Academy is conducting research on the fundamentals/basics of developing a family reunification plan (FRP). The survey looks at the practicality of an FRP in terms of best practices/resources used to develop a plan, local EMA participation in the plan, challenges associated with an FRP, and what events dictate the implementation or execution of an FRP. This process behind this is to determine the benefit of a family reunification plan being included either as an annex or stand alone as part of a local emergency operations plan. The National Academies of Sciences, Engineering and Medicine is offering a webinar today, July 18, 2:00-3:00 p.m. EDT, on “The 2019 Ridgecrest Earthquakes: Insights from Early Warning Systems and Ground Deformation.” Two of the largest earthquakes to strike southern California in two decades occurred on July 4 and 5, 2019, near the towns of Ridgecrest and Trona. Dr. Richard Allen, Berkeley Seismology Laboratory, will summarize the performance of the ShakeAlert earthquake early warning system. Dr. Eric Fielding, Jet Propulsion Laboratory, will summarize research that is providing precise information about how much the ground moved in different locations in response to the earthquakes using data from satellites. The two scientists will share their results and some immediate lessons learned, with time at the end of the webinar for questions from the listening audience. Register online.

The Emergency Management Accreditation Program (EMAP) has scheduled a webinar for July 25, 2019, 11:30 a.m.-1:00 p.m. EDT, on “Resource Management, Mutual Aid and Logistics Standard Review.” The webinar will address the documentation that is needed for the standards, as well as what EMAP is looking for in terms of a resource gap analysis.
