Roman John Reichensperger, Jr., CEM, 82, died June 30, 2018, at his lake home in northern Minnesota, following 20 years of remissions and recurrences of leukemia/lymphoma. John became active in emergency management in 1972, when he was named civil defense director for the City of Ely, Minnesota. During this time, he was instrumental in northern Minnesota in implementing mutual aid agreements and all-hazard warning systems. He was the City of Superior and County of Douglas (Wisconsin) emergency management director until he retired in 1998. During this time, John became the first emergency management director in Wisconsin to become nationally certified. His goal upon retirement and the star in his career was working as a FEMA reservist the FEMA Planning Cadre 2001-2015, until he retired due to his health. He was a Rotarian, a Lifetime Certified Emergency Manager (CEM®) of the International Association of Emergency Managers, and an active member of Knights of Columbus. He was a veteran of the U.S. Army Reserve. Besides intensely loving his grandchildren and great-grandchildren, John loved motorcycling, fishing, and woodworking. The Federal Emergency Management Agency (FEMA) on July 25 announced the release of the Notice of Funding Opportunity for the Fiscal Year 2018 Homeland Security National Training Program/Continuing Training Grants (HSNTP/CTG). The grant program develops and delivers innovative training programs that are national in scope and play an important role in the implementation of the National Preparedness System by supporting the building, sustainment, and delivery of core capabilities essential to achieving the National Preparedness Goal of a secure and resilient nation. The HSNTP/CTG will provide $8 million to qualified applicants who can help improve the nation’s ability to respond to and recover from all-hazards events. FEMA’s National Training and Education Division administer the program. This highly competitive program attracts applicants from state, local, tribal, and territorial governments, along with eligible nonprofit organizations to include colleges and universities. FEMA will continue to prioritize funding for tribal and rural preparedness training, with other possible focus areas including housing, cybersecurity, economic recovery, and logistics and supply chain management. Funding is provided as cooperative agreements and awarded directly to the selected applicants. Details can be found on grants.gov, where CTG grant applications must be submitted no later than Aug. 24, 2018. Final awards will be announced by Sept. 30, 2018.

As part of the IAEM Thursday Learning Webinar Series, IAEM has scheduled a webinar on “Increased Preparedness Working with Non-Traditional Partners” for Nov. 15, 2018, 1:00-2:00 p.m. EDT. Emergency managers often work with schools and hospitals to develop and exercise emergency action plans. However, dams and levee owners often have plans as well. Fort Bend County has integrated levee emergency action plans into their plans through a multi-departmental approach to planning, training and response. This coordination has improved preparedness of levee improvement districts throughout the county. The country is traversed by the Brazos River and has a long history of flooding. This system has been tested through multiple flood events in recent years; the county experienced three riverine floods between Memorial Day 2015 and Memorial Day 2016. The system was once again tested during Hurricane Harvey when record rainfall throughout the area caused massive flooding.
