IAEM recently learned of the passing of IAEM member Michael P. “Mike” McCaffree, on Apr. 2, 2018, in Lakewood, Washington. He was operations manager at the Pierce County Department of Emergency Management, Tacoma, Washington. He served a total of 34 years in the U.S. Army Infantry as an officer in service to the nation. He was a mature leader and broadly experienced at the local, state, and federal levels. He retired from the Army in 2008 as a colonel. Over his lifetime Mike worked and volunteered in many fields, including: county emergency management; search and rescue; HAZMAT and weapons of mass destruction response; communications and electronics; anti-terrorism and law enforcement; and safety and health. Mike graduated from Eastern Washington University with a BA in radio and television management. He received an MS in strategic studies from the U.S. Army War College and an MA in theological studies from Faith Evangelical College. FEMA’s Hazard Mitigation Assistance (HMA) competitive grant programs assist state, local, tribal, and territorial governments reduce disaster losses and protect life and property from future disaster damages. For Fiscal Year 2018 (FY 18), $395.2 million in funding is available through two HMA programs: Flood Mitigation Assistance (FMA) and Pre-Disaster Mitigation (PDM). As of Aug. 3, potential applicants can review the Notice of Funding Opportunity (NOFO) for details such as eligibility, funding guidelines and evaluation criteria. FEMA’s Emergency Management Institute has announced the Fiscal Year (FY) 2019 planned broadcast dates for its Virtual Tabletop Exercises (VTTX), with open enrollment starting on Sept. 3, 2018. EMI conducts a series of VTTX using a video teleconference (VTC) platform to reach community-based training audiences and provide a virtual forum for disaster training. The VTTX process involves key personnel from the emergency management community of practice reviewing a pre-packaged set of exercise materials, then convening for a four-hour tabletop exercise discussion of a simulated disaster scenario with a total of 10-15 individual sites. The event allows the connected sites to assess current plans, policies, and procedures while learning from the other connected sites, as they provide their perspective and practice while exercising a similar situation. Jack Furrie, a 77-year-old retired teacher, was killed in the Aug. 3 tornado. Two other people were hospitalized.
The tornado touched down near the community of Alonsa, Man., about 200 kilometres northwest of Winnipeg. It made its way through a rural area and a beach before dissipating over Lake Manitoba.
