The relatively minimal damage inflicted by Typhoon Nida on Hong Kong last week was a result of years of disaster mitigation projects proving their effectiveness, according to development chief Paul Chan Mo-po.
But he stressed that the city needed to “move with the times” in the face of changing climates and further enhance its disaster prevention and mitigation work, including the improvement of existing infrastructure.

Two years after the largest ever outbreak of Ebola, the affected West African countries are moving to reduce mortality from future disaster events by bringing disaster risk management and health closer together.
The Ebola pandemic which started in March 2014 claimed a total of 11,310 lives in Guinea, Liberia and Sierra Leone and a further 15,227 laboratory confirmed cases were reported as of April 2016. It also resulted in significant economic losses.

The IAEM-USA Awards & Recognition Committee is seeking nominations for three (3) new USA-only award categories that will recognize the contributions of volunteers who assist emergency managers in the United States. The new award categories are: Emergency Management Volunteer of the Year, Emergency Management Volunteer Organization of the Year, and Emergency Management Uniformed Services Auxiliary Member of the Year. The nominations period began on July 15 and will end on Thursday, Sept. 1, 2016, 5:00 p.m. EDT. There will be no deadline extensions. No self-nominations are accepted in these award categories. Nominations must be submitted using the official nominations form by email to Karen Thompson, Thompson@iaem.com, with any additional letters of support included with the official nominations form.

The Federal Emergency Management Agency (FEMA) on Aug. 9 released The National Dam Safety Program Biennial Report to the United States Congress, Fiscal Years 2014–2015 (FEMA P-1067), pursuant to the Dam Safety Program Act of 2006, which requires a biennial report to Congress on the progress that has been achieved in dam safety during the previous two fiscal years. To help improve the condition and safety of U.S. dams, FEMA provides NDSP grants to the states to reduce the likelihood and consequences of dam failures, promote public awareness of the benefits and risks related to dams, and promote research and training for state dam safety and other professionals. FEMA reports that all goals and objectives from the strategic plan were met in fiscal years 2014 and 2015. Notable is that 24 states reported 90% or more of their state-regulation high hazard potential dams had an existing emergency action plan. Also, states reported completion of 98% of scheduled inspections for high hazard potential dams in 2014. The AEM®/CEM® exam will be offered at the Emergency Management Institute (EMI), Emmitsburg, Maryland, on Monday, Sept. 12, 2016, 7:00-9:00 p.m. Only students who will be on campus or faculty/employees who have access on this date may take advantage of this offering. Registration deadline is Aug. 30, 2016. The certification application fee must be paid prior to sitting for the exam.

The Coast Guard released the Coast Guard Incident Management Handbook (CG-IMH) as a mobile application for iOS and Android devices. Long recognized as one of the premier resources for how to implement the Incident Command System, the CG-IMH was previously only available in hard copy or online. The Coast Guard application is an interactive job aid and quick reference guide for implementing during incident response operations. In addition to the Incident Management Handbook, the mobile application includes all of the Coast Guard position-specific job aids, the ICS forms, and an auto calculation unit conversion system. The CG-IMH app has been designed for use in locations outside of cellular and internet coverage, thus it does not require connectivity to use the majority of its features. The application also offers users the ability to customize the app through bookmarking of content. The National Association of County and City Health Officials (NACCHO), in coordination with the Centers for Disease Control and Prevention (CDC), developed and recently released the Radiological Sheltering Tabletop Exercise (TTX) Toolkit to increase the capacity of local health departments to prepare for and conduct public sheltering during radiation emergencies and increase local health department awareness of the CDC’s Guide to Operating a Public Shelter in a Radiation Emergency and increase access to tools, strategies, and other resources related to public health and radiation preparedness. Charlie Kelly, Sr., TEM, emergency management coordinator, City of Galveston (Texas) Office of Emergency Management, Texas City, Texas, passed away on July 30, 2016. In his position as emergency management coordinator for the City of Galveston, he assisted city officials in fine-tuning the city's Emergency Preparedness Operations Plan, and he worked with the mayor, city manager and numerous city staff to enhance and refine the city’s Emergency Management and Disaster Recovery Plans, as well as making the City of Galveston a NWS Storm Ready Community. Mr. Kelly was instrumental in coordinating and assisting with the evacuation of Galveston Island residents during Hurricane Ike in 2008. Many lives were saved during this time, because of his leadership and dedication to the citizens of Galveston. He was a Certified Texas Emergency Manager (TEM) and an IAEM member. In 2014, Mr. Kelly received the “Unsung Hero Award” from DRC Emergency Services for his efforts in making Galveston a resilient community. In 2015, he received the Lou Harrel “Emergency Manager of the Year” Award from the Emergency Management Association of Texas for excellence in emergency management. Learn more.

The National Institute of Standards and Technology (NIST) is making up to $3 million in grant funding available for research aimed at (1) advancing the principles of disaster resilience in the design of building and infrastructure systems, and (2) developing building codes and standards that will lead to reduction of impact caused by windstorm and coastal inundation, wildland urban interface fires and earthquakes. The Federal Funding Opportunity (FFO) also seeks grant proposals for the development of innovative measurement methods and technologies to collect and evaluate building and infrastructure performance data in the wake of a hazard event. NIST anticipates funding five to 15 awards in the range of $300,000 to $1 million each for up to three years. Applications for the Disaster Resilience Research Grants Program must be received in Grants.gov no later than 11:59 p.m. Eastern Time on Sept. 23, 2016. A free webinar about the FFO and the Grants Program will be held on Aug. 25, 2016 from 2:00-4:00 p.m. EDT, to provide general information, offer guidance on preparing applications and answer questions. At least 45 people have died in eastern Mexico following flash floods and landslides that saw homes swept away after rain that residents said was heavier than any they’d seen in their lives. As rescue efforts continued on in several mountain communities, officials warned the death toll from the weekend storms could yet go higher.

Macedonia's government declared a state of emergency in parts of the capital hit by torrential rain and floods that left at least 21 people dead, six missing and dozens injured, authorities said.
Police and army helicopters searched for the missing and evacuated hundreds from the flood zone.

Muntasir Ishaq, Executive Director of Katilla Locality, told Radio Tamazuj that about 537 houses were destroyed completely, while 713 houses were destroyed partially.

A major forest fire in Portugal's Madeira Islands forced the evacuation of more than 400 people and left 174 others seeking medical treatment, officials said Tuesday.
The wildfire encroaching on the capital Funchal is now under control and cooler temperatures forecast for Wednesday are expected to help put it out, the head of Madeira's regional government, Miguel Albuquerque.
