This week, FEMA and EM partners, including IAEM, released Daniel Homsey’s PrepTalk “Neighborfest – Building Resilience from the Block Up.” In the PrepTalk, Homsey shares his tools for building resilient communities at the neighborhood level and why empowering neighbors to help themselves is the best way to prepare your community for any disaster. Since 2008, Homsey has been director of the Neighborhood Empowerment Network for the City Administrator’s Office of the City of San Francisco. The Neighborhood Empowerment Network is a coalition of residents, faith-based, philanthropic and academic institutions, non-profits and private sector organizations, and governmental agencies. Homsey’s PrepTalk video and additional resources are available on the FEMA website. In the coming months, FEMA will release additional PrepTalks from the April 2019 symposium in Santa Rosa, California.

The IAEM-USA Council is holding its annual council officers’ election. Additionally, IAEM-USA Regions 1, 2, 3, 5, 7, and 9 are holding regional officers’ elections. Voting began on Aug. 1, 2019, when voting members were sent emails with their individual links to online ballots. Voting will end on Friday, Aug. 30, 2019, at 5:00 p.m. EDT. Members are encouraged to read candidate statements before voting. Links to each election’s candidate information can be found at the top of the IAEM-USA News page. FEMA recently listed a Federal Register Notice for public comments about information collection, in regards to mitigation grant programs. In accordance with federal law and as part of the Code of Regulations, part 80, this notice seeks comments concerning grants for the property acquisition and relocation for open space. Acquisition and relocation of property for open space use is one of the most common mitigation activities. Federal grant funds are available for eligible activities in FEMA’s three mitigation grant programs: Flood Mitigation Assistance, Hazard Mitigation Assistance and Hazard Mitigation Grant Program. These programs require all properties acquired with FEMA funds to be deed restricted and maintained as open space in perpetuity. This extension of approved collection of information is necessary to establish uniform requirements for state and local implementation of acquisition activities, and to enforce open space maintenance and monitoring requirements for properties acquired with grant funds. This notice also withdraws three previously proposed forms included in the initial 60-day comment period regarding severe repetitive loss structures published in March 2018. Comments will be collected via the Federal Register until Oct. 8.

Since it debuted last year, the first dedicated communications network for emergency responders has signed on 9,000 public safety agencies, and plans to grow in areas including portable services and improved connections. The First Responder Network Authority has published a formal document describing how it plans to expand the nation’s evolving next-gen emergency communications network over the coming five years.

The National Information Sharing Consortium (NISC) will host a webinar with the Central U.S. Earthquake Consortium (CUSEC) and the National Emergency Management Association’s (NEMA) Technology Subcommittee to provide an overview of the Shaken Fury 19 (SF19) exercise and showcase technology solutions used during the exercise. The purpose of SF19, which took place May 29-June 7, 2019, was to evaluate and improve the whole community’s response to a "no-notice" earthquake, identify gaps in resources, and implement a coordinated recovery strategy that prioritizes resources required for the response. The webinar will take place on Aug. 29, 2019, 1:00-2:00 p.m. EDT. The technology solutions include: the Regional Information Sharing Portal (RISP) used for whole-of-community information sharing; implementation of FEMA’s Community Lifelines; and more. Webinar attendees will learn how these technology solutions supported information sharing and situational awareness at the federal, state and local levels during the SF19 exercise. Register online.
