The IAEM Think Tank begins a new season with a panel discussion on “Countering Violent Extremism: What Emergency Managers Need to Know,” scheduled for Wednesday, Sept. 7, 2016, 1:00-2:30 p.m. EDT. With the acts of violence and terror that have been occurring all over the world, we in the emergency management community must learn about Countering Violent Extremism (CVE). Extremists can come from a variety of areas, from domestic and homegrown terrorists to international terror groups. IAEM has teamed up with The National Academies of Sciences, Engineering, and Medicine to discuss countering violent extremism and the role of emergency management. The Think Tank panel, facilitated by Rich Serino, will include Brette Steele, acting deputy director of the CVE Task Force, and other speakers to be named soon. Details and registration are online.

The IAEM-USA Awards & Recognition Committee is seeking nominations for three (3) new USA-only award categories that will recognize the contributions of volunteers who assist emergency managers in the United States. The new award categories are: Emergency Management Volunteer of the Year, Emergency Management Volunteer Organization of the Year, and Emergency Management Uniformed Services Auxiliary Member of the Year. The nominations period began on July 15 and will end on Thursday, Sept. 1, 2016, 5:00 p.m. EDT. There will be no deadline extensions. No self-nominations are accepted in these award categories. FEMA is updating its Tribal Policy that guides how the agency implements a framework for nation-to-nation relations with federally recognized tribal governments that recognizes tribal sovereignty, self-governance, and our trust responsibility consistent with applicable authorities. This updated policy will supersede the current FEMA Tribal Policy, issued in 2013, which expires on Dec. 30, 2016. This consultation period will facilitate tribal leaders’ or their designees' feedback during the policy update process. FEMA will engage officials through face-to-face meetings, national and regional association conferences, conference calls, and webinars to seek input on questions highlighted in the FEMA Tribal Policy: Key Concepts document. Tribal officials’ suggestions and comments will inform further development and refinement of FEMA’s Tribal Policy. Tribal officials can submit comments on the FEMA Tribal Policy by email until Oct. 28, 2016.

FEMA announced the winners of the 2016 FEMA Individual and Community Preparedness Awards, recognizing the outstanding efforts of individuals, programs and organizations throughout the country working to prepare their communities for emergencies. This year’s award recipients developed innovative practices and programs that contributed to (or just helped make) making communities safer, better prepared and more resilient. The 11 FEMA Individual and Community Preparedness Award recipients will be recognized on Sept. 13, 2016, in Washington, D.C. During the recognition ceremony, recipients will share their experiences, success stories, and lessons learned with fellow emergency management leaders. The Occupational Safety & Health Administration (OSHA) on Aug. 23 opened Docket OSHA-201 6-0021 to allow submission of comments on these draft process safety management (PSM) guidance documents: Process Safety Management Explosive and Pyrotechnics Manufacturing Guidelines for Compliance; Process Safety Management Small Business Guidelines for Compliance; and Process Safety Management Storage Facilities Guidelines for Compliance. These guidance documents are products of Executive Order 13650: “Improving Chemical Facility Safety and Security (EO).” In Actions to Improve Chemical Facility Safety and Security - A Shared Commitment Report to the President, OSHA committed to "develop guidance for PSM at small businesses and storage facilities," and to "develop guidance for PSM at explosive facilities." At this time, OSHA is interested in soliciting feedback on these draft guidance documents. Any interested party may submit comments through Sept. 23, 2016, through the Federal eRulemaking Portal online.

FEMA Administrator Craig Fugate appointed five new members and reappointed seven current members to FEMA’s National Advisory Council (NAC). The NAC is an advisory committee established by federal law to ensure effective and ongoing coordination of federal emergency management activities. Members represent the whole community and include representatives from a wide array of backgrounds and communities involved in or affected by the emergency management profession. Additionally, the NAC provides recommendations to the FEMA Administrator on a variety of issues within emergency management. The five new members (all IAEM members) are: Donna Boston, director, Emergency Management Division, Orange County Sheriff's Department (Silverado, California); Gabriele Almon, independent consultant (Monrovia, California); Jeff Stern, state coordinator, Virginia Division of Emergency Management (Richmond, Virginia); Eugene Henry, hazard mitigation manager, Hillsborough County (Tampa, Florida); and Peter Ginaitt, senior environmental affairs, safety compliance officer and emergency manager, Rhode Island Public Transit Authority (Providence, Rhode Island).

The Federal Emergency Management Agency (FEMA) is proposing to amend its regulations addressing floodplain management and protection of wetlands, in order to implement Executive Order 13690, which establishes the Federal Flood Risk Management Standard (FFRMS) to reduce the risk to Federal investments. FEMA is seeking input from all stakeholders regarding the Notice of Proposed Rulemaking and supplementary Policy 078-3 “Guidance for Implementing the Federal Flood Risk Management Standard. FEMA believes that fewer flooding-related fatalities, and less flooding-related property damage will occur if FEMA addresses current and future flood risk through improved standards. The FFRMS is a flexible framework to increase resilience against flooding and to help preserve the natural values of floodplains. FEMA released updated Federal Interagency Operational Plans (FIOPs) for three of the five mission areas outlined in the National Preparedness Goal: Mitigation, Response and Recovery. In addition to the updated FIOPs, FEMA released the first edition of the Protection FIOP. All FIOPs link together the range of activities conducted by all of the federal departments and agencies involved in national preparedness. They specifically outline the concept of operations for integrating and synchronizing existing national-level federal capabilities to support local, state, tribal, territorial, and federal plans. FEMA is hosting a series of 60-minute informational webinars with interested stakeholders to discuss the updates to the FIOPs. Advanced registration is required due to space limitations and registration is on a first come, first serve basis. A new Gallup poll found that more students fear for their physical safety in schools today than they have at any point since 2001.
Overall, 13 percent of K-12 students in the country were reported to be concerned for their safety in schools.
The poll also measured parental safety concerns and found 28 percent of parents are concerned for their children’s safety in school.

Effective Jan. 1, 2017, Canadian CEM® applicants will be required to submit any three- or four-year bachelor program or any post-graduate degree in emergency management or related field from a regionally accredited institution. Currently, Canadian CEM® candidates may substitute experience for a degree to meet the education component of the credential. This equivalency will expire at the end of 2016. Once the new education requirement goes into effect, candidates will no longer have the option of substituting extra years of emergency management work experience in lieu of the education requirement. This will bring Canada CEM® candidates in line with USA, Europa, and Oceania CEM® candidates.

The Federal Emergency Management Agency (FEMA)’s Ready Business Program for Inland Flooding has released its new Ready Business Inland Flooding Toolkit, geared toward helping business understand flooding risk and mitigation plans, in order to ensure safety of employees and customers and to maintain business continuity. The toolkit is focused on planning and mitigation by businesses for flood risks, linked to other online resources to help organizational leaders work through a step-by-step planning process.

The Department of Homeland Security (DHS) and the International Public Safety Association (IPSA) have scheduled a joint webcast, “Resources and Tools for Emergency Responders,” for Sept. 20, 2016, 3:00-4:00 p.m. EDT. The webcast will inform emergency responders about the tools and resources available to them through the Emergency Services Sector (ESS). Encompassing a wide range of emergency response functions, ESS saves lives, protects property and the environment, assists communities impacted by disasters, and aids recovery from emergencies. The National Transportation Safety Board (NTSB) has scheduled a three-day course, “Transportation Disaster Response: Mass Fatality Incidents for Medicolegal Professionals,” Oct. 11-31, 2016, NTSB Training Center, Ashburn, Virginia (near Washington, D.C.). The course will examine the core principles of the medicolegal response to transportation disasters, focusing on victim accounting, collection of antemortem and postmortem data, search and recovery operations, morgue operations, and quality assurance procedures. The course is designed for coroners and medical examiners, death investigators, forensic scientists, and other medicolegal professionals directly involved in planning for and responding to mass fatality incidents. At least 73 people were reported killed and dozens more were missing or feared dead Wednesday after a magnitude 6.2 earthquake and a series of aftershocks struck several towns in central Italy, toppling scores of buildings, according to Italy’s civil protection agency.

A 6.8 magnitude earthquake has hit central Myanmar, damaging pagodas in the ancient city of Bagan and killing at least one person.
The quake struck 15.5 miles west of Chauk, at a depth of 52 miles, the U.S. Geological Survey said.
