FEMA announces new interim policy for Hazard Mitigation Assistance Grant Programs

On Aug. 27, a new interim FEMA policy began requiring certain structures in Special Flood Hazard Areas to conform to higher flood elevation standards if they use Hazard Mitigation Assistance (HMA) grant funds. FEMA published the Partial Implementation of the Federal Flood Risk Management Standard for Hazard Mitigation Assistance Programs (FEMA Policy FP-206-21-0003) to better align with Executive Order 14030 Climate-Related Financial Risk, which aims to strengthen resiliency nationwide. This new standard is in the fiscal year 2021 notices of funding opportunity for the Building Resilient Infrastructure and Communities (BRIC) and Flood Mitigation Assistance (FMA) programs. In addition to BRIC and FMA, it also applies to the Hazard Mitigation Grant Program (HMGP) for any major disaster declared on or after Aug. 27 and assistance authorized for all 59 COVID-19 disaster declarations. In addition, the interim policy applies to HMGP Post Fire for any Fire Mitigation Assistance Grant declarations issued on or after Aug. 27.

IAEM
The next special focus issue of the IAEM Bulletin will be on the conference theme, “Looking Back to Look Ahead.” IAEM seeks articles on this topic from the emergency management community by Sept. 15. The issue will be available to the public and featured on the conference app during the October IAEM Annual Conference. Writing article for the IAEM Bulletin may qualify toward requirements for the IAEM Certification Program under the category of professional contributions in the field of emergency management. October article submissions can be sent to Bulletin Editor John Osborne. Be sure to review Author’s Guidelines prior to submitting the article.

Study finds combined threats to water quality after flooding

Human and swine feces polluted eastern North Carolina waters sampled after Hurricane Florence’s historic flooding of the Coastal Plain. In all, 48 sites in the Neuse, Cape Fear, Lumber and Waccamaw River watersheds were sampled as part of a study investigating microbial contamination in surface waters following the storm, which dumped up to 25-35 inches of rain in some areas of the eastern part of the state after making landfall in mid-September 2018.

Millions of Gulf Coast residents who survived Ida's devastating winds and deluge of rain face a new danger -- widespread power outages that are expected to last for weeks, coupled with a period of excessive heat.
Ida, which made landfall Sunday as a Category 4 hurricane, has already contributed to five deaths, including a drowning in Lafitte, Louisiana.

One dead and seven missing as Hurricane Nora Hits Mexico's Pacific Coast

Hurricane Nora caused floods and landslides along Mexico’s Pacific coast Sunday, while making landfall and passing just inland of the Mazatlan resort area before veering into the Gulf of California and weakening into a tropical storm.
Communities in the coastal states of Michoacan, Colima and Jalisco experienced heavy rain and rough surf as the storm moved northward hugging the shoreline.

Bangladesh: At least 22 dead after passenger boat sinks

At least 22 people have died after a passenger boat carrying more than 100 people sank following a collision in a large pond in Bangladesh.
The vessel collided with two sand-laden bulkheads in the Brahmanbaria district, around 51 miles east of Dhaka, the Anadolu Agency reported.

Nine dead, 90,000 affected as heavy rains over past three days trigger floods, landslides
The Kathmandu Post
Flooding and inundation caused by incessant rainfall has claimed nine lives with four people missing in various parts of the country over the past three days, according to the Home Ministry.
The National Disaster Risk Reduction and Management Authority said in a statement on Sunday that 42 houses have been destroyed over the past three days while 756 persons have been moved to safety. The authority estimates that around 90,000 people have been affected as floodwaters inundated around 4,500 houses.
