It was a once-in-a-millennium storm that delivered a sucker punch to the gut of Baton Rouge and its suburbs, resulting in a standing eight count for a city already reeling from the police shooting of Alton Sterling and a lone gunman's subsequent killing of three law enforcement officers. Yet even after the floodwaters receded and neighborhoods began to dry, residents have been tormented by near-daily, quick-strike afternoon thunderstorms and sauna-like conditions, exasperating spirits and slowing the ponderous slog toward recovery.

The Association of American Railroads and the Railinc Corporation released a new app, AskRail. The AskRail app is a safety tool that provides first responders immediate access to accurate, timely data about what type of hazardous materials a railcar is carrying so they can make an informed decision about how to respond to a rail emergency. Any user may download the basic application with access to some of the information, such as the Emergency Response Guidebook (ERG) (including guides and contact info), the UN/NA numbers, and railroads’ contact phone numbers for emergency assistance and coordination. Once you have downloaded the AskRail app, you can register for full access as an emergency responder through one of the railroads. There are two types of full access: Car and Consist. Car access gives emergency responders the ability to look up any car on the train and Consist access provides the full train list. (Consist access is only provided to upper level emergency responders such as chiefs and emergency management directors.) Sponsoring railroads for full access include: BNSF, CN, CP, CSX, KCS, NS, or UP. Download in the Google Play or Apple itunes stores.
