The U.S. Government Accountability Office (GAO) on Sept. 6, 2018, released Report GAO-18-354, “Homeland Security Grant Program: Additional Actions Could Further Enhance FEMA’s Risk-Based Grant Assessment Model.” The Federal Emergency Management Agency (FEMA) provides preparedness grants to state, local, tribal and territorial governments to help prepare for, prevent, protect against, respond to, recover from, and mitigate terrorist attacks or other disasters. Grant allocations have been based, in part, on FEMA's risk-based grant assessment model, with states and urban areas deemed to be at higher risk receiving more grant dollars than those deemed at lower risk. After analyzing the information in FEMA’s risk assessment model for fiscal years 2008-2018, GAO made three recommendations to FEMA to further strengthen its risk-based grant assessment model by: (1) fully documenting the model's assumptions and justifications; (2) performing additional in-depth analyses; and (3) coordinating an external peer review. FEMA concurred with GAO’s recommendations.

The Alpine Fault line, which runs 310 miles (500km) up the western side of the South Island, has historically produced a powerful 8.1 magnitude earthquake roughly every three centuries, with the last shift hitting in 1717.
Scientists at the Bureau of Meteorology, based in Melbourne, said the earthquake could therefore hit this year.

The Smithsonian Cultural Rescue Initiative is looking to bring on a paid intern for the fall. The intern should have an interest in understanding (1) how cultural heritage is protected in the event of a disaster, and (2) the wider domestic emergency management structure and functions. Guided and supervised by Smithsonian staff, the intern will learn about all facets of preparation and execution of a cultural heritage disaster training program. By the conclusion of this internship, the intern will have greater knowledge of what steps are involved in the design and execution of a training, the reality within the museum field when responding to crises involving heritage, and also the roles that museums, such as the Smithsonian Institution, have in the field of cultural heritage preservation. Even for states that engage in seasonal storm preparation every year, Hurricane Florence—a category 4 storm expected to make landfall on the East Coast later this week—presents a challenge.
“It’s different in that there’s really no recent precedent for a storm of this magnitude,” said Allan Libby, head of tourism and public information for the town of Surf City, North Carolina, a 4.2-square-mile stretch of land on the state’s southern coast.

An Emirates airliner was quarantined at John F Kennedy International Airport on September 5 after several passengers reported flu-like symptoms. Oxiris Barbot, New York City’s acting health commissioner, said the cause of the illness was “probably influenza.”
The following day, two more flights, arriving from the Middle East were quarantined at U.S. airports after passengers reported similar symptoms as those on board the airliner grounded at JFK airport in New York.

IAEM headquarters was notified this past week of the passing of John E. "Rusty" Russell, an IAEM lifetime member. Rusty passed during the week of Aug. 20 at his home in Huntsville, Alabama, after a sudden illness. He retired in 2016 from his position as director, Madison County (Alabama) Emergency Management Agency. Rusty was a recipient of the IAEM-USA Clayton R. Christopher Memorial Award; he served multiple terms as regional president of IAEM-USA Region 4; and he was a past president of the IAEM-USA Council (2014-2015). The family plans to hold a memorial service at a later date. IAEM expresses its deepest condolences to Rusty's family and friends.
