Coast Guard unprepared for Pacific Northwest tsunamis, GAO says*

A new report from the Government Accountability Office (GAO) says the U.S. Coast Guard is not sufficiently prepared to deal with tsunamis.
The Pacific Northwest is home to seismic hazards, including the Cascadia Subduction Zone (CSZ). This is a large fault 50-100 miles offshore known to produce large earthquakes and tsunamis that may necessitate the evacuation of Coast Guard personnel and dependents during a major event.

FEMA to evaluate radiological emergency readiness of the state of Maryland*

The Department of Homeland Security, Federal Emergency Management Agency (FEMA) will evaluate a Biennial Radiological Emergency Preparedness Exercise for communities around the Calvert Cliffs Nuclear Power Plant. The exercise will occur during the week of September 12, 2022, to assess the ability of the State of Maryland to respond to an emergency at the nuclear facility.

OIG: CISA and FEMA can improve coordination efforts to ensure energy sector resilience*

The Inspector General says the Cybersecurity and Infrastructure Security Agency (CISA) and the Federal Emergency Management Agency (FEMA) could improve the effectiveness of their coordination efforts before, during, and after power outages. Hurricanes Irma and Maria in 2017 left the Commonwealth of Puerto Rico with power outages throughout the island, some of which lasted nearly a year. Additionally, powerlines that touched a tree triggered some of California’s recent catastrophic wildfires, which caused millions of dollars in damage. And in February 2021, Texas experienced widespread power grid failures because frigid temperatures increased demand while straining the State’s ability to produce electricity.

Mayhem, murder, and misdirection: violent extremist attack plots against critical infrastructure in the United States, 2016-2022*

In the United States, critical infrastructure, or “assets, systems, and networks, whether physical or virtual, [that] are considered so vital to the United States that their incapacitation or destruction would have a debilitating effect on security, national economic security, national public health or safety, or any combination thereof,” are prime targets in violent extremist attack plots. While a variety of violent extremist movements have attempted to assault American critical infrastructure throughout modern history, the Department of Homeland Security and other national security authorities have recently sounded the alarm that U.S.-based violent extremists have developed “credible, specific plans” to attack critical infrastructure.

Forest Service resumes prescribed burns, but concerns remain

The U.S. Forest Service is resuming its prescribed burning program with new rules that it says will minimize the risk of fires escaping control and damaging communities. The announcement comes after a 90-day pause prompted by a pair of escaped burns that merged into the largest wildfire in New Mexico history and destroyed hundreds of homes.

DHS launches 'largest customer experience hiring initiative' with hundreds of technologist positions

The Department of Homeland Security announced on Thursday that it plans to hire hundreds of technologists to improve its public-facing services in what it calls “the largest customer experience hiring initiative of any federal agency.”
DHS said in a press release that the influx of new technologists “will support efforts at DHS agencies and offices to digitize services and to reduce administrative burdens by eliminating millions of hours of paperwork and improving access to benefits.”

Lessons learned from 2020 helped Oregon avoid another fire disaster

The Oregon wildfire season in 2020 destroyed more than 4,000 homes and tore through 1.1 million acres. Nine people died. Most of the devastation occurred over a 72-hour period of a horrific Labor Day weekend. Fires spread rapidly, fueled by wind and dry weather, with many residents fleeing the flames with little advance notice. This past weekend, Oregon saw similar weather, as winds again ripped through huge parts western Oregon fanning existing flames and sparking new blazes. Oregonians had plenty of reasons to be fearful heading into this past weekend.

New York Governor Kathy Hochul declared a state disaster emergency amid evidence of circulating poliovirus, a move that will increase the availability of resources including expanding the network of polio vaccine administrators, state health officials said.
Sequence analysis of wastewater surveillance from the Centers for Disease Control and Prevention found poliovirus samples in Nassau County, bringing the total to 5 counties - Rockland County, Orange County, Sullivan County, New York City, and now, Nassau County.

There's a new map of climate disasters in America

The Biden administration launched a new website last week that maps the mess climate change is making across the US. From broiling heat to destructive floods, the new Climate Mapping for Resilience and Adaptation (CMRA) website paints a picture in data of the disasters coming to Americans’ doorsteps. It’s also supposed to help local policymakers and their constituencies see how they might need to adapt in the coming decades.

GAO releases report on climate change and risks to national security

GAO has a large body of work assessing the potential risks that climate change poses to national security and this week released the report “National Security Snapshot: Climate Risks to National Security.” This report highlights some of these risks and actions taken by the Department of Defense and civilian federal agencies to increase resilience to the effects of climate change on Department of Defense and civilian infrastructure and adjust to changing national security requirements. It also highlights key relevant GAO recommendations.

The Cybersecurity and Infrastructure Security Agency (CISA) is soliciting public input regarding new cyber incident reporting requirements. Authorities indicated a Request for Information (RFI) would provide the public with 60 days to provide written submissions detailing feedback on the Cyber Incident Reporting for Critical Infrastructure Act of 2022 (CIRCIA), which President Joe Biden signed into law in March 2022.

New National Cybersecurity Strategy: A much-needed overhaul for digital ecosystems

Since then, the Cybersecurity and Infrastructure Security Agency has been formed, the Colonial Pipeline and SolarWinds cyber-attacks took place, and the intent to achieve a zero-trust architecture was declared with Executive Order 14028, “Improving the Nation’s Cybersecurity”. Understandably, the global cybersecurity landscape has changed rapidly in the past several years. The new NCS, likely to appear in fall, will be a dramatic re-posturing for the federal government.

CISA Exercises provides end-to-end cybersecurity and infrastructure security exercise planning and conducts services for federal, state, local, tribal, territorial, and international government partners and private sector infrastructure owners and operators. This includes exercises conducted under the National Cyber Exercise Program (per 6 USC §665h). FEMA releases guidance for international coordination during disasters

FEMA recently revised the International Assistance System Concept of Operations. The concept of operations is a survivor-centric, agile system designed to assist U.S. domestic disaster responses with timely reviews of or requests for international offers of assistance to fill critical resource gaps. The U.S. government is mostly positioned to meet disaster response requirements domestically, but under extraordinary circumstances, may accept or request international offers of assistance to augment resource gaps. The Concept of Operations provides a roadmap for the U.S. government to evaluate, coordinate and accept international assistance. Updates for the concept of operations include streamlined language, a glossary of terms, and more information about the role of partner agencies.

A new tech tool to help communities confront climate risks

As wildfires, drought and flooding continue to batter swaths of the U.S., the Biden administration launched a new tool on Thursday to help communities prepare for extreme weather.
The Climate Mapping for Resilience and Adaptation portal is an online dashboard that provides real-time and location-specific information about extreme weather threats. It features an interactive map that offers hazard-specific information, such as how many personnel are responding to a particular wildfire or what kinds of flood alerts have been issued in a certain community.

Europe suffers hottest summer on record

Europe has just suffered its hottest summer on record, according to data compiled by The Copernicus Climate Change Service (C3S).
C3S is implemented by the European Centre for Medium-Range Weather Forecasts on behalf of the European Commission with funding from the EU, and routinely publishes monthly climate bulletins reporting on the changes observed in global surface air temperature, sea ice cover and hydrological variables.

More than 1,000 people and major hydro dams under evacuation orders as wildfires cloak much of B.C. in smoke*

More than a thousand people have been ordered out of their homes as a number of uncontrolled wildfires burn across B.C., with the flames looming over critical power infrastructure and leaving a haze of wildfire smoke over much of the province.
The largest wildfire of note is Battleship Mountain in the province's northeast which, as of Monday afternoon, was estimated to be 280 square kilometres — an area larger than the City of Kelowna.

Millions in China brace for torrential rains and floods as Typhoon Muifa makes landfall

Tens of millions of people across swaths of eastern China were bracing for floods, torrential rains and towering waves on Wednesday, as the most powerful typhoon of the season so far made landfall and headed toward the densely populated city of Shanghai.
The typhoon landed on the coast near the archipelago of Zhoushan in the evening after authorities in China's eastern province of Zhejiang ordered ships to return to port, shuttered schools and evacuated tourists from nearby islands. The typhoon brought strong winds of nearly 160 kph.

Air quality plummets as smoke from roaring wildfires chokes US west

California firefighters are battling large blazes across the state as the west’s fire season heats up, covering swaths of Oregon, Washington, California and Canada in heavy smoke that has also traveled across the US.

Papua New Guinea earthquake: seven dead amid fears more are buried under landslides

The death toll from a magnitude 7.6 magnitude earthquake that hit Papua New Guinea on Sunday has risen to seven, and authorities fear many more could be missing, dead, or buried under landslides.
The earthquake struck in the Markham Valley, in Morobe, on the north coast of Papua New Guinea, and was followed by a second 5.0 magnitude earthquake.

Hundreds evacuated in west Indonesia after magnitude 6.1 earthquake

About 200 people evacuated to higher ground after an earthquake of magnitude 6.1 struck islands in western Indonesia on Sunday, causing some property damage, the country's disaster mitigation agency BNPB said.
The quake in the Mentawai Islands west of Sumatra struck at a depth of 27 km (17 miles) and was followed by one of magnitude 5.3 in the same area, authorities said. There was no danger of tsunami.
