Canada invests $1.4 million to improve search and rescue in Canada

On behalf of the Honourable Bill Blair, President of the Queen’s Privy Council and Minister of Emergency Preparedness, Parliamentary Secretary Yasir Naqvi announced $1.4 million in funding for Counter Crisis Technology Inc.

Did FEMA spend more on Harvey victims than Maria victims?

The Federal Emergency Management Agency's response to Hurricanes Harvey was far more extensive than its aid to Maria in 2017, according to a report released by the U.S. Commission on Civil Rights on Wednesday.
The independent commission's report examined how FEMA's response efforts differed between Harvey, which killed at least 68 people in Texas, and Maria, which killed 2,975 in Puerto Rico. The response in Texas was on a "larger scale" and faster than the response in Puerto Rico. The slow pace from federal agencies significantly affected the recovery of Maria survivors, according to the report.

The October issue is the IAEM "conference issue" and will focus on topics related to the overall conference theme. The definition of unmuted is "to allow something previously muted to produce sound again." Let's make ourselves heard! How New Mexico's largest wildfire set off a drinking water crisis

Heavy monsoon rains would normally be cause for celebration in the drought-parched mountains of northeastern New Mexico, where the Rockies meet the Great Plains, especially after the largest wildfire in state history came within a mile of torching the region’s largest community this spring.
But not this year, when fears of running out of fresh water forced officials to cancel an annual arts and crafts fair that draws thousands of visitors in Las Vegas, N.M. All over this town of 13,000 people, carwashes are closed. Swimming pools are empty. Restaurants are serving food on paper plates. And the gushing skies are no help.

The Federal Emergency Management Agency's Center for Domestic Preparedness in Anniston, Ala., provides advanced, all-hazards training to approximately 50,000 emergency responders annually from state, local, tribal, and territorial governments, as well as the federal government, foreign governments, and private entities, as available. The scope of training includes preparedness, protection, and response. Courses at the CDP campus in Anniston, Ala., include hands-on training at the Chemical, Ordnance, Biological and Radiological (COBRA) Training Facility, where responders train using nerve agents GB (Sarin) and VX, as well as non-pathogenic strains of anthrax and ricin.

NSA, CISA: How cyber actors compromise OT/ICS and how to defend against it

The National Security Agency (NSA) and the Cybersecurity and Infrastructure Security Agency (CISA) published a Cybersecurity Advisory that highlights the steps malicious actors have commonly followed to compromise operational technology (OT)/industrial control system (ICS) assets and provides recommendations on how to defend against them. “Control System Defense: Know the Opponent” notes the increasing threats to OT and ICS assets that operate, control, and monitor day-to-day critical infrastructure and industrial processes. OT/ICS designs are publicly available, as are a wealth of tools to exploit IT and OT systems.

FEMA releases an emergency management guide for local elected and appointed officials
IAEM
FEMA released the “Local Elected and Appointed Officials Guide: Roles and Resources in Emergency Management.” This guide makes it easier for senior officials to understand, prepare for, and execute their leadership responsibilities to help mitigate community risks; save lives; protect property; and recover from disasters. The document provides an executive-level introduction to emergency management concepts and principles for local senior officials and identifies local senior officials’ roles and responsibilities for incident emergency management before, during, and after disasters. The guide also explains how to access additional resources. FEMA will host a series of 60-minute webinars to provide an overview of the guide, the quick reference guide, and checklists. The sessions will include facilitated discussions with stakeholders and provide updates on the National Engagement Period. Advance registration is required on a first-come, first-served basis. Hurricane Ian prompts CISA to postpone National Cybersecurity Summit

UN Mission assures disaster managers of access to data

A United Nations advisory mission was to arrive to meet Philippine disaster managers and ensure they have access to space-based data during disasters.
The UN Platform for Space-based Information for Disaster Management and Emergency Response (UN-SPIDER) mission will be here until the end of the month.
Established by the UN General Assembly in 2006, UN-SPIDER aims to ensure all countries have the access and capacity to use all types of space-based information to support the full disaster management cycle.

At 41.5 mn, India tops the list of disaster-related displacements in South Asia, says a new report

At least 61.4 million people were displaced in South Asia between 2010 and 2021 because of natural disasters such as floods, cyclones, earthquakes, etc., with India topping the list with 41.5 million internal displacements, according to a new report.
The Internal Displacement Monitoring Centre (IDMC) and the Asian Development Bank (ADB) report, which studied displacements in Asia and Pacific, says South Asia accounted for the third-largest share of disaster displacements in the region during 2010-2021 as the impact of climate change deepened.

Cuba slowly begins to restore power after Hurricane Ian knocks out grid

Cuba had slowly begun to restore power across the eastern end of the island, the state electricity provider said early on Wednesday, after Hurricane Ian caused the country's grid to collapse, turning off the lights for more than 11 million people.
Cuba's already frail grid, largely dependent on antiquated, Soviet-era oil-fired generation plants, had been faltering for months ahead of the storm. But officials said Hurricane Ian had proven too much, knocking out power even in far eastern Cuba, which was largely unaffected by the storm.

Typhoon Noru: Five rescuers dead as typhoon hits Philippines

Five rescue workers in the Philippines have been killed in a typhoon that has left homes flooded and millions without electricity.
They were washed away in flash floods while carrying out operations in the district of San Miguel, north of the capital Manila.
The district was among those hit hard by Typhoon Noru, with some residents seen stranded on their roofs, while others waded through chest-high garbage strewn waters, attempting to pass on supplies.
