The IAEM Scholarship Program will launch a large online auction next week to benefit the IAEM scholarship fund and future emergency managers. Items are needed to make the auctions a success. While all item donations are welcome, the Scholarship Commission currently seeks challenge coins, patches and emergency management/civil defense historical items. IAEM-USA signs on to coalition letter supporting the FEMA Assistance Act
IAEM
IAEM-USA joined a coalition of 10 stakeholder organizations in support of the H.R. 8266, the FEMA Assistance Act, in a Sept. 19 letter urging swift passage of this legislation in the House as it will make timely changes to assistance provided during an unparalleled 2020 disaster season. This legislation would make a critical change to FEMA assistance by adjusting the FEMA cost share for all emergencies and major disasters declared in calendar year 2020 to not less than 90 percent federal and 10 percent non-federal. From hurricanes, wildfires, tornadoes, and myriad other events, this will provide much needed relief to state and local governments that are struggling with a pandemic, higher-than-usual unemployment, and economic recovery. California's wine country residents facing fire fatigue*

Thousands of weary wine country residents are confronting another devastating wildfire. The Glass Fire, which started Sunday, has scorched nearly 73 square miles (more than 188 square kilometers) and destroyed about 95 structures, including at least 80 homes.
It’s the fourth major fire there in three years and comes ahead of the third anniversary of a 2017 wildfire that killed 22 people.

Supported by the City of Dudelange, the project aims at building a unique and precise urban terrain model with the help of drones, aerial and satellite images to feed state-of-the art flood models.

IAEM is offering U.S. local, state/territory or tribal emergency managers the opportunity to apply to have their IAEM CEM® fees waived. Eligible candidates will be selected through a random lottery. To apply you must meet the following eligibility criteria:
- Open to U.S. individuals who have not yet started the CEM® application/exam process nor submitted the application fee.
- Interested candidates must be employed as emergency managers in one of the following jurisdictions to apply: city/county; other local government entity; state/territory; or tribal.
- Individuals must qualify for the CEM® designation (Requirements outlined on the IAEM website).
- Candidate must be committed to completing the application by Apr. 15, 2021, and to taking the exam by May 31, 2021.
The application documents can be found on the IAEM website. The deadline to apply is Oct. 16, 2020.

FEMA opens application period for hazard mitigation assistance grants

Yesterday, FEMA opened the application period for two competitive hazard mitigation grant programs totaling $660 million. The two grant programs, the Flood Mitigation Assistance grant and the Building Resilient Infrastructure and Communities grant, will provide funds to states, tribes, territories and local communities for eligible mitigation activities. These programs allow for funding to be used on projects that will reduce future disaster losses and will strengthen our nation’s ability to build a culture of preparedness. The application period will close on Jan. 29, 2021. All applications must be submitted on the new FEMA Grants Outcome portal (FEMA GO) no later than 3:00 p.m. EST on Jan. 29, 2021.

M.A. student seeks participants for interviews and discussion groups to conduct research on institutionalized leadership and operational stress

Ashwin Mohan, a graduate student from ArtCenter College of Design in Pasadena, California, is pursuing his master’s thesis in the field of emergency and disaster management. For the purpose of his qualitative research, he is looking to connect with emergency managers, incident commanders, and disaster management experts from IAEM to conduct virtual interviews and discussion groups. His thesis examines the relationship between institutionalized leadership and operational stresses faced by various actors during an emergency response. IAEM to co-host CHDS shelter from the storm in a three-part webinar series starting Oct. 9

IAEM, along with ASTHO and NEMA, will co-host the Center for Homeland Defense and Security (CHDS) October webinar series on housing/shelter challenges during the pandemic. The Oct. 9 webinar, 2:00 p.m. EDT, will address Examining Housing and Shelter Systems in Disasters During COVID-19. Disaster scenarios requiring mass sheltering of displaced populations is a primary mission of emergency managers and government leaders. This interactive webinar will provide a forum for emergency managers and national disaster shelter experts to examine preparedness, current disaster shelter plans and capacities, emerging best practices, and the application of public health and safety standards on current and future disaster shelter activations. FEMA releases new online course for all-hazards communication unit leaders

FEMA has released the new “E/L069 NIMS ICS All-Hazards Communication Unit Leader Course,” which will provide local and state emergency responders with an overview of the key duties and responsibilities of a Communications Unit Leader Type III on an All-Hazards Incident Management Team. The Emergency Management Institute (EMI) will be hosting a series of rollout webinars for stakeholders, training partners and instructors. The dates and times of the webinars are: Oct. 6, 11:00 a.m. EDT; Oct. 6, 3:00 p.m. EDT; Oct. 8, 11:00 a.m. EDT; and Oct. 8, 2:00 p.m. EDT. The Federal Emergency Management Agency (FEMA) will co-host a webinar with the Natural Hazard Center on “The Disaster Mitigation Act of 2000: 20 Years of Promise, Pitfalls and Progress from a Planning Perspective.” To be held Oct. 13, 1:00-2:00 p.m. EDT, the webinar was scheduled to occur during October, the National Community Mitigation Planning Month, and in honor of the 20-year anniversary of the Disaster Mitigation Act of 2000. A distinguished line-up of researchers and practitioners will reflect on the past twenty years, highlighting various hazards that have affected the United States. The discussion also will include an analysis of the pitfalls and progress that has been made to reduce hazard risk in U.S. communities. Panelists will include: Robyn Fennig, Wisconsin Emergency Management; Derrick Hiebert, King County Emergency Management; and Shanene Thomas, FEMA. There is still plenty of fire season left to go as California firefighters struggle to contain the Glass and Zogg fires

California fire crews have spent the summer going from one fire to another as the state contends with a record-shattering wildfire season that is still weeks away from its potential end.
The Glass Fire in Napa and Sonoma counties and the Zogg Fire in Shasta County are raging out of control in the northern part of the state since igniting on Sunday, bringing more distress to a fire season that has already produced five of the six largest wildfires in California's history.
