The Department of Homeland Security’s (DHS) Cybersecurity and Infrastructure Security Agency (CISA) on Sept. 25 released the updated National Emergency Communications Plan (NECP), the nation’s roadmap to ensuring emergency communications interoperability at all levels of government. The update addresses current gaps within emergency communications, reflects new and emerging technological advancements, and provides guidance to drive the nation to a common end-state for communications. CISA will host a series of one-hour webinars to discuss the NECP updates and answer questions, with the first held on Oct. 2. There are two more webinars scheduled, which are open to the whole community: Oct. 8, 2019, 4:00-5:00 p.m. EDT; and Oct. 9, 2019, 11:00 a.m.-12:00 p.m. EDT. For the third year, the IAEM-USA Healthcare Caucus (HCC) will be hosting a weekend of training at the IAEM 67th Annual Conference & EMEX in Savannah, Georgia. A new report issued by leaders in international health says the world may face great risk from pathogens, including a rapidly moving, highly lethal pandemic projected to kill 50 to 80 million people and wiping out nearly 5 percent of the world’s economy.
High-impact respiratory pathogens, such as an especially deadly strain of influenza, pose particular global risks, says the report titled, “A World At Risk.”

This week, the National Integration Center published three documents designed to create a uniform standardization of Housing Task Force requirement. The documents include:
- "National Incident Management System Resource Typing Definition for a Housing Task Force," which defines capabilities for an assigned team.
- "NQS Job Titles/Position Qualifications for the Housing Task Force," which defines minimum qualifications criteria for personnel serving in these positions
- "NQS Position Task Books for the Housing Task Force," which identifies the competencies, behaviors, and tasks that personnel should demonstrate to become qualified for these positions.

FEMA recently released "Pre-Disaster Recovery Planning Guide for Tribal Governments," outlining the simple planning steps tribal governments can take before a disaster happens to be prepared for the recovery process. The guide provides a range of planning activities, from basic to formal steps that include establishing recovery leadership, engaging the community, identifying existing resources, and building new partnerships that can help all tribal governments build resilience. FEMA developed the guide in alignment with FEMA's 2018-2022 Strategic Plan goal of maturing the National Disaster Recovery Framework. The guide is the final product in a series of three pre-disaster planning guides.

The Centers for Disease Control and Prevention’s Emergency Management Program has released an updated product titled Environmental Health Assessment Form for Disaster Shelters. This form has been developed to assist environmental health practitioners in conducting a rapid assessment of disaster shelter conditions during emergencies. The assessment form covers 10 areas of environmental health, ranging from basic food safety and water quality to pet (companion animal) wellness, and allows for the documentation of immediate needs in shelters. It can be modified to meet local needs.

There is a growing industry of “realistic active shooter” drills. Many are focused on teaching participants how to “survive” an event. These drills involve imitation attacks, physical confrontations, fake weapons, and simulated deaths. Some of these drills have led to actual shootings, people being locked in closets or storage rooms, and deployment of tactical squads who were not pre-briefed or included on the drill.

IAEM will be releasing a new version of all certification exams in early 2020. Individuals planning to take the IAEM certification exam after Jan. 20, 2020, should access the revised study guide from the IAEM certification website and review the updated resource list(s) to prepare for the exam. All exams must still be proctored by an approved proctor. Information about proctors can be found on page 5 of the study guide.

On Sept. 30, FEMA opened the Hazard Mitigation Assistance competitive grant programs application period. This funding assists state, local, tribal, and territorial governments to reduce disaster losses and protect life and property from future disaster damages. For 2019, $410 million in funding is available through two programs:
- Flood Mitigation Assistance: The agency’s funding priorities include flood mitigation planning and efforts for reducing repetitive as well as severe repetitive loss properties. In this application cycle, $160 million is available in grant funds.
- Pre-Disaster Mitigation: The program is designed to implement a sustained pre-disaster natural hazard mitigation program with the goal of reducing overall risk to the population and structures from future hazard events. In this application cycle, $250 million is available, with $20 million set aside for federally-recognized tribes.
Eligible applicants must apply for funding through the FEMA eGrants system on the FEMA Grants Portal. All applications must be submitted no later than 3:00 p.m. ET on Jan. 31, 2020.

The 2020 Preparedness Summit, offered by the National Association of County and City Health Officials (NACCHO), will be held Mar. 31-Apr. 3, 2020, in Dallas, Texas. The theme is “Fixing Our Fault Lines: Addressing Systemic Vulnerabilities.” The summit will draw public health, healthcare, and emergency management professionals to identify systemic weaknesses and highlight tools and policies that can empower all communities to address the weaknesses in our health security system and increase resilience.
