Bidding in the online silent auction has begun, and even those not attending the conference will be able to participate. IAEM needs your help collecting items for the auction. Please consider donating items to the auction. Those that sell well are items that you would like to buy (for instance, electronic gadgets, jewelry, collectibles, regional foods, gift certificates, sports memorabilia, collectibles, etc.) You may donate items directly by uploading the information in the online BiddingforGood portal. Items chosen for the live auction will remain in the portal so they may be previewed. On Wednesday, the U.S. Congress passed the Disaster Recovery Reform Act (DRRA) and the Supplemental Appropriations for Disaster Relief Act of 2018 as part a broader package of legislation reauthorizing the Federal Aviation Administration’s activities (H.R. 302). IAEM worked closely with its members, partners, the Federal Emergency Management Agency and Congress on this critical legislation to support U.S. communities before and after a disaster. A summary of the bill is available and DRRA begins on page four.

As announced on Oct. 1, 2018, key changes being made to the National Flood Insurance Program (NFIP) include updated insurance policy premium increases conforming to the premium rate caps established by the Biggert-Waters Flood Insurance Reform Act of 2012 (BW-12) and the Homeowner Flood Insurance Affordability Act of 2014 (HFIAA). Premiums will increase upon renewal at an average of 8.2 percent beginning Apr. 1, 2019. These amounts do not include the HFIAA Surcharge or the Federal Policy Fee (FPF). It is important to note that nearly 80 percent of NFIP policyholders already pay a full-risk rate. Annual premium increases of 5 percent for Preferred Risk Policies (PRPs) and 15 percent for Newly Mapped procedure policies will become effective Jan. 1, 2020. Effective Apr. 1, 2019, FEMA will introduce a Severe Repetitive Loss (SRL) Premium for all policies covering properties with an SRL designation. The SRL Premium will be 5 percent for all SRL policies.

Edward Parkinson has been named acting CEO for FirstNet, the national broadband network for first responders.
Parkinson, who first joined the First Responder Network Authority in 2013, will replace Mike Poth, who resigned in early September. Poth had been with FirstNet since 2015.

A new e-book, Social Media Use in Crisis and Risk Communication: Emergencies, Concerns and Awareness, edited by Harald Hornmoen (Oslo Metropolitan University, Norway) and Klas Backholm (Åbo Akademi University, Finland) has been released with open access and is available to read online. The
book presents cutting-edge research on the use of social media in crisis communication and reporting. It gives recommendations about how different crisis communicators (information officers, crisis managers, journalists) can improve their ability to gather information, communicate and raise people's crisis awareness by using social media. Chapters address such questions by presenting new research-based knowledge on social media use during different crises: the terrorist attacks in Norway in 2011; the central European floods in Austria in 2013; and the West African Ebola-outbreak in 2014. The collection also presents research on the development of a tool for gathering social media information, based on a user-centered design.

The FEMA Hazard Mitigation Assistance Grant program provides funding to state, local, tribal and territorial governments for eligible mitigation activities that strengthen our nation’s ability to reduce disaster losses and protect life and property from future disaster damages. The open application period for two competitive grants began Oct. 1, 2018, and ends at 3:00 p.m. ET on Jan. 31, 2018. This pertains to Flood Mitigation Assistance grants and Pre-Disaster Mitigation grants. Eligible applicants may apply for the Flood Mitigation Assistance and Pre-Disaster Mitigation grants online. The National Association of County & City Heath Officials (NACCHO), in coordination with the Preparedness Summit Planning Committee, has extended the deadline for abstract submissions for the 2019 Preparedness Summit to Oct. 12, 2018, 11:59 p.m. EDT. The summit will take place Mar. 29-29, 2019, in St. Louis, Missouri. The 2019 Preparedness Summit will feature experts from the healthcare and emergency management fields, in addition to public health preparedness professionals, to address the gaps between these lifesaving industries in an effort to work more collaboratively and efficiently in the face of emerging threats. Reaching across these sectors will leverage diversity of thought and advance the capacity of our communities to respond to and recover from emergency events. The 2019 theme is "Preparedness Summit 2019: The Evolving Threat Environment.”
