Australia's summer forecast — intense heatwaves and more cyclones

NSW and Victorian residents are going to have to brace for sweltering summer weather with more intense heat waves forecast.
The Bureau of Meteorology released its severe weather outlook for the rest of October until April on Monday.
The bureau last month said Australia will experience La Niña in the coming months. BOM manager of Climate Operations Dr Andrew Watkins said it means we’ve got warmer ocean water near Australia with cooler water off the south.

National Exercise Program application ends Nov. 1
IAEM
FEMA is accepting nominations to the National Exercise Program. The current round nomination submissions are due no later than Nov. 1, and decisions will be sent by Dec. 1. To request exercise support, local, state, tribal, territorial, and federal government agencies and their private, nonprofit or other whole community partners can download the nomination form. For jurisdictions not ready to submit a request at this time, the program will hold additional exercise nomination rounds in spring and fall of 2021.

FEMA releases NIMS resource typing documents: geology field reconnaissance and pipeline inspector

The FEMA National Integration Center released the Geology Field Reconnaissance and Pipeline Inspector positions and the Geology Field Reconnaissance resource typing document on the Resource Typing Library Tool. The position descriptions released are:

- Geological Survey Support Specialist
- Pipeline Inspector

US Hit by 16 Billion-Dollar Disasters This Year, So Far

September will be remembered as a month of extremes: Historic wildfires burned across the West, unprecedented tropical activity churned up the Atlantic, and parts of the country saw record heat.
What’s more, the first nine months of 2020 brought a record-tying 16 billion-dollar weather disasters to the nation, according to scientists with NOAA’s National Centers for Environmental Information.

Washington scientists study 'silent quakes' to possibly track bigger earthquakes

A swarm of thousands of tiny earthquakes deep under western Washington, Oregon and British Columbia started again.
You won’t feel these particular quakes because they are happening 40 to 60 miles deep, as it's believed the lower slab of the oceanic Juan de Fuca plate becomes stretched and pliable as it’s heated and melted back into the Earth’s mantle.

The second webinar in an October three-part series from the Center for Homeland Defense and Security (CHDS) will be held on Oct. 16, 2:00 p.m. EDT, on the topic of "Examining Systems of Congregate Emergency Shelter for Homeless and Vulnerable Populations During COVID 19." This CHDS series is co-hosted by IAEM, ASTHO, and NEMA. Every day, hundreds of thousands of homeless Americans are crowded into emergency shelters. Many of the homeless have severe and persistent co-occurring behavioral and medical disabilities, including drug and alcohol addictions. Using a public health and safety lens, this webinar will examine the challenges, options, and emerging model practices to address the daunting task of providing shelters and longer-term housing options for vulnerable populations during COVID-19. The third webinar in an October three-part series from the Center for Homeland Defense and Security (CHDS) will be held on Oct. 23, 2:00 p.m. EDT, on the topic of Management of Congregate Jail Populations During COVID 19. This CHDS series is co-hosted by IAEM, ASTHO, and NEMA. In this webinar, national experts will consider perhaps the most complex challenge of congregate housing during a pandemic – managing prison and jail populations. Panelists will examine the public health implications of dense jail populations during COVID-19 and the public safety considerations of jail de-densification and other alternatives to incarceration. American Public Works Association extends call for speakers until Oct. 16

While both of APWA’s national conferences were canceled this year due to COVID, planning has started for the 2021 Snow Conference (Apr. 11-14 in Grand Rapids, Michigan) and Summer Expo (Aug. 29-Sept. 1, in St. Louis, Missouri). The call for speakers has been extended to Oct. 16, and talks about geographically relevant emergency management issues and case studies would be appropriate to submit. Japan schools' anti-tsunami measures reaching national standards after high court ruling

Some 60% of education boards in 108 municipalities predicted to be hit by tsunami triggered by major earthquakes including the Nankai Trough megaquake told the Mainichi Shimbun in a recent survey that they had already implemented anti-tsunami measures that meet standards set by the 2018 high court ruling -- double the percentage points from the previous survey two years ago.

Flooding in Cambodia leaves at least 11 dead

Flooding in Cambodia has killed at least 11 people since the beginning of the month, a disaster official said Sunday.
Seasonal rains were made worse by a tropical storm, which caused flash floods in several provinces last week, said Khun Sokha, a spokesperson for the National Committee for Disaster Management.
