FEMA, in partnership with organizations that collectively represent the emergency management profession, including IAEM, on Oct. 16, released a second video presentation from the PrepTalks Symposium held on Sept. 6, 2018, in Washington, D.C. The video is Sean Kevelighan’s Understanding the Value of Insurance. Kevelighan is president and CEO of the Insurance Information Institute, an organization dedicated to improving the public’s understanding of insurance. In his PrepTalk, Kevelighan shares the pivotal role that insurance plays in people’s lives and the economy before and after a disaster. He describes the insurance industry as the financial first responder after catastrophe, getting into communities to help rebuild and restore people’s lives and the economy. Kevelighan's PrepTalk, the question-and-answer session that followed, a discussion guide, and additional reference materials are available at on the PrepTalks website.

The Federal Emergency Management Agency (FEMA) recently released a new set of continuity brochures that provide additional tools, templates and resources to assist in implementing the concepts found within the Continuity Guidance Circular (CGC). The CGC guides whole community efforts to develop and maintain the capability to ensure continuity of operations, continuity of government, and enduring constitutional government during an emergency that disrupts typical operations. Some of the brochures are updates to those originally published in 2014, while others are new to reflect the evolution of the continuity program. Brochure titles include: Whole Community Continuity, Federal Continuity; Telework: An Essential Component of Continuity Planning; Continuity Webinar Series; Continuity Essential Records Management; Continuity Planning for Pandemics and Widespread Infectious Diseases; Continuity Excellence Series - Master Continuity Practitioner Program Level I; and Continuity Excellence Series - Master Continuity Practitioner Program Level II. HEART (Heritage Emergency and Response Training) 2018 will take place Dec. 10-14, 2018, at the Smithsonian Institution in Washington, D.C. This year’s HEART program builds upon the program launched last year in D.C. and further refined through regional programs in Puerto Rico and the U.S. Virgin Islands. HEART 2018 seeks applications from cultural heritage professionals and emergency management professionals from all 56 states and territories and Indian Country. The Heritage Emergency National Task Force (HENTF), co-sponsored by the Federal Emergency Management Agency (FEMA) and the Smithsonian Institution, has reopened the application process for emergency managers in order to obtain a better cultural steward/emergency management participant ratio. As further incentive, travel to and from D.C. by emergency managers will be covered, as will lodging (as originally noted). The application deadline for emergency managers has been extended to Mon., Oct. 22, 2018. The DHS Office of Intelligence and Analysis (I&A) has enhanced its Fellows Program and is now accepting applications from state, local, tribal, and territorial (SLTT) partners. The Fellows Program provides a unique opportunity for SLTT partners to collaborate with DHS, the intelligence community, and federal interagencies to ensure that SLTT perspectives are integrated into the threat information shared by federal partners. Fellows will be expected to collaborate with their federal counterparts and SLTT customers through participation in a variety of intelligence functions, including, but not limited to, intelligence collection, analysis, and production activities. Through these engagements, Fellows will collaborate with interagency partners to facilitate the sharing of information and intelligence across all levels of government. Several distinct opportunities are available under this program and applicants may apply for more than one opportunity. The report recommends integrating disaster risk reduction (DRR) into investment decisions to ensure sustainable development in a changing climate.
