A strong El Niño may raise the chances for an above-average tornado season this winter in Florida, according to meteorologists at the National Weather Service.
The Tallahassee office of the NWS says El Niño is known to push severe weather south in the winter, which leaves central and southern Florida in the bull's-eye. Upon studying El Niño years and otherwise, the NWS found a higher likelihood of tornadoes from November through April than with any other pattern.

The cost of U.S. hurricane damage has increased dramatically from 1900 to 2005 as a result of man-made climate change, an economic study released Monday concludes.
"The rise in losses is consistent with an influence of global warming on the number and intensity of hurricanes, an influence which may have accounted for 2 percent to 12 percent of the U.S. hurricane losses in 2005," according to the study, which was published in the peer-reviewed British journal Nature Geoscience.

The National Association of State Chief Information Officers (NASCIO) recently released its first toolkit for state chief information security officers (CISOs), the Moving Forward: Leadership Toolkit for State CISOs. The guide includes information on the tenure and critical leadership traits of state CISOs, examines survey responses, gives "advice from the trenches," and details other critical success factors for state CISOs. Each year, NASCIO conducts a survey of the state chief information officers (CIOs) to identify and prioritize the top policy and technology issues facing state government, and cybersecurity continues to top their list of concerns. The U.S. Department of Homeland Security's (DHS) Office for Bombing Prevention, in collaboration with the Federal Interagency Joint Program Office for Countering Improvised Explosive Devices (IED), on Oct. 20 released the Catalog of Federally Sponsored Counter-IED Training and Education Resources for State, Local, Tribal, & Territorial Partners. The catalog identifies IED preparedness training and education resources that are provided directly by the federal government, or that are federally sponsored but delivered through a partner organization, such as the National Domestic Preparedness Consortium. The catalog provides a brief description of the courses, the intended audience, delivery mechanism, course length, and information about how to request or schedule the course. Questions should be emailed to the DHS Office for Bombing Prevention.

In modern records, the Northern Hemisphere has never had as many super intense storms as 2015. An incredible 21 category four or five tropical cyclones have formed in the Northern Hemisphere in 2015, shattering the record of 18 set in 2004.
Records for these storms date back to about 1980. Prior to that, tropical cyclone data is less reliable.
These 21 category four or five storms are comprised of both high-end hurricanes and super typhoons, which share the same characteristics, but are called different things. They are the fiercest storms that form on the planet.

Hurricane Olaf has been strengthening, churning over the Pacific Ocean 1,235 miles east southeast of Hilo. The storm's maximum sustained winds have increased to near 140 mph with higher gusts, making Olaf a category 4 hurricane on the Saffir-Simpson Hurricane Wind Scale. Olaf the 6th major hurricane in the eastern North Pacific this year, and this is the farthest south that a major hurricane has formed in the basin "since reliable records began in 1971" forecasters say.

Flooding unleashed by a deadly, slow-moving typhoon has invaded more towns in the northern Philippines, forcing people to clamber onto rooftops to await rescue. Typhoon Koppu began battering the region, driving tens of thousands from their homes.

After reactors at the Fukushima Daiichi nuclear plant suffered catastrophic meltdowns, thousands of workers were sent in to deal with the aftermath.
Now, more than four years later, Japan has confirmed the first case of cancer related to that dangerous work.
The country's health ministry said a former Fukushima worker who was diagnosed with leukemia was entitled to workplace compensation.
The unnamed man in his 30s worked at the plant from October 2012 to December 2013, and was exposed to high levels of radiation, the ministry said.

Nearly 70 homes have been destroyed by a Central Texas wildfire that's burned for a week and forced the extended closure of a state park.
The Texas A&M Forest Service reported the blaze in Bastrop County was 70 percent contained after blackening more than 7 square miles.
The Forest Service says 68 homes burned and 77 miscellaneous buildings were also destroyed since the Hidden Pines fire began Oct. 13. Farm equipment accidentally ignited tall grass.

Flash flooding in southern California caused landslides that left dozens of cars stuck in the mud, The Associated Press reported.
The violent storms, which started on Thursday, Oct. 15, unleashed thick mud that trapped the vehicles along State Route 58 in Kern County. Many homes in the area were also flooded with water and mud. At least 30 still remain stuck in the now-hardened mud, but the California Department of Transportation hopes to have them removed.

The toll keeps rising from the disaster outside Mecca as individual countries identify bodies and work to determine the whereabouts of hundreds of pilgrims still missing. The official Saudi toll of 769 people killed and 934 injured has not changed, and officials have yet to address the discrepancy.
