This week, FEMA released David Kaufman’s PrepTalk “Our Changing World: The Challenge for Emergency Managers.” In his PrepTalk, Kaufman explains the evolving trends around the world, where they intersect, and how they will dictate the future of emergency management. Kaufman is the vice president and director for safety and security at CNA, a nonprofit research and analysis organization that is located in Arlington, Virginia. He also has served as the associate administrator for the Office of Policy and Program Analysis, and the International Affairs Division at FEMA. His PrepTalk video and additional resources are available on the FEMA website. The IAEM-Oceania Council announced on Oct. 14, 2019, that its upcoming Annual General Meeting (AGM) will take place on Dec. 3, 2019. Meeting details will be announced as they become available. IAEM-Oceania also issued a call for nominations on Oct. 14 for the positions of the council’s president and secretary, with the nominations deadline set for Nov. 4, 2019, 5:00 p.m. AEDT. IAEM-USA Region 4 announced a call for speakers on Oct. 21, 2019, for the IAEM-USA Region 4 2020 Annual Conference, which will be held in Huntsville, Alabama, on Apr. 26-29, 2020. The theme will be “To Resilience and Beyond!” Suggested speaker topics include, but are not limited to: resilience successes and best practices; long-term recovery planning; developing a social media presence; big data; integrating utilities into your recovery plan; disaster resilience and impact of climate change; emergency management lessons learned; readiness, response and recovery operational coordination; regional hazard mitigation plan application process; and coordination and cooperation of regional and federal responses. The deadline for speaker proposals is Jan. 13, 2020, 5:00 p.m. EST. Proposals must be emailed to John Walsh on the official proposal submission form by the deadline.

This month, FEMA announced that its analysis determined that the Public Assistance program’s Sheltering and Temporary Essential Power (STEP) pilot program was not meeting its established objectives. Sheltering and Temporary Essential Power . The FEMA analysis of the public assistance pilot program identified positive outcomes in each of the seven disasters where the agency implemented STEP. However, FEMA found that repairs under the STEP pilot program generally could not be made quickly enough to effectively serve as shelter under section 403 of the Stafford Act. Disaster survivors for future Presidentially declared disasters will continue to have access to a range of assistance programs to help them find shelter and temporary housing.

As part of National Critical Infrastructure Security and Resilience Month, the Federal School Safety Clearinghouse will be launching SchoolSafety.gov in November to provide the academic community with a one-stop shop for school safety best practices to create a safe and supportive learning environment where students can thrive and grow. SchoolSafety.gov will aim to help schools prevent, protect, mitigate, respond to, and recover from emergency situations. SchoolSafey.gov was developed to fulfill key recommendations from the Federal Commission on School Safety, and is an interagency effort between the U.S. Departments of Education, Justice, Health and Human Services, and Homeland Security.

With funding from DHS, Powered for Patients and its technology partner, Talus Analytics, joined with industry partners to create the Power P.I.O.N.E.E.R. Dashboard prototype, a powerful new online tool that can provide the first-ever real time alerts for government officials and utilities when emergency power is threatened in a critical healthcare facility during a disaster. This early warning will enable government officials to expedite deployment of government generators and allow utilities to shift restoration priorities. Success by government agencies or utilities in their respective efforts to aid a stricken facility will protect patients, including some of the most vulnerable, whose ability to endure hasty evacuations is often precarious.

FEMA is updating its Hazard Mitigation Grant Program Frequently Asked Questions website to address questions collected from stakeholders regarding the implementation of "Hazard Mitigation Grant Program Management Costs (Interim) Policy #104-11-1," released in November 2018 as a part of Disaster Recovery Reform Act of 2018 (DRRA). These Frequently Asked Questions provide information on general program requirements, eligible management costs activities, application processes and monitoring. FEMA will continue to update the site as needed to address questions from stakeholders.

FEMA is publishing several National Qualification System (NQS) documents that enhance interoperability and the effectiveness of mutual aid during an incident response. This week’s release includes:
- NQS Job Title/Position Qualification for Resource Ordering and Status System (ROSS) that defines minimum qualifications criteria for personnel serving in this position; and
- NQS Position Task Book (PTB) for ROSS that identifies the competencies, behaviors, and tasks that personnel should demonstrate to become qualified for this position.

Crews searched Monday through the rubble of buildings torn apart by a tornado that ripped through the Dallas area the night before, causing damage to homes and businesses and knocking out electricity to tens of thousands of people.
Radar confirmed the tornado hit the ground near Love Field Airport and moved northeast through the city around 9 p.m. Sunday, said National Weather Service meteorologist Jason Godwin.
