Starting today, Nov. 2, the IAEM Scholarship Program will be auctioning off a number of fun and unique items to raise money to provide scholarships to deserving students earning degrees in emergency management, disaster management, or a closely related field of study. You can join the fun and bid on items via the IAEM Scholarship fundraiser web page. Items are still being accepted for the online “silent” auction and the live auction to be held Nov. 14, 6:00-7:30 p.m. on the EMEX stage at the IAEM Annual Conference. To donate items, visit link above and click on Donate Items. Be sure to set up an account with the Bidding for Good website in order to bid, donate an auction item, or make a cash donation. The live auction and basket bonanza are open to IAEM Annual Conference attendees, and bidders must be present to participate, but conference attendance is not necessary to participate in the online/silent auction. Show your support for IAEM Scholarships – donate items for the auctions today, log in on Nov. 2 to bid online or make a cash donation, and tell your friends about the online auction so they may also participate.

The widespread monsoon floods and landslides that hit South Asia this year highlight, yet again, the need for the sub region to be at the forefront of building resilience to disasters.
This is stated in the sub-regional report prepared by the United Nations Economic and Social Commission for Asia and Pacific (UNESCAP) and made public amidst a news conference on Tuesday. The report states that the Asia-Pacific region is at high risk of disasters such as earthquake, tsunami, typhoons, drought, flood and landslide, snowstorm, avalanche and monsoon.
Likewise, the report shows that 26 cities in the sub-region are vulnerable to natural and man-made disasters.

The Hill
The federal government is spending an estimated $200 million per day on recovery efforts following a trio of hurricanes and a severe wildfire season, a top official said Tuesday.
Federal Emergency Management Agency (FEMA) Administrator Brock Long told senators that the agency still has “numbers coming in” about the costs associated with Hurricanes Harvey, Irma and Maria, as well as the wildfires in western states.

FEMA is hosting a series of 60-minute webinars to provide information on and answer questions about the recently released National Incident Management System (NIMS) refresh. This updated doctrine reflects the collective expertise and experience of stakeholders who provided almost 3,000 comments over a 30-day national engagement effort April-May 2016. NIMS provides a common, nationwide approach to enable the whole community to work together to manage all threats and hazards. The refreshed NIMS retains key concepts and principles from the 2004 and 2008 versions, while incorporating lessons learned from exercises and real-world incidents, best practices, and changes in national policy. The next webinar will be on Nov. 7, 2017, at 10:00 a.m. EST. IAEM-USA Region 4 has announced its call for speaker proposals for the 2018 Region 4 Conference, to be held Apr. 22-25, 2018, in Nashville, Tennessee. The Region 4 Conference Program Planning Committee is looking for presenters to share interesting, relevant, interactive and compelling emergency management conference sessions. You are invited to submit a proposal to be considered as a presenter at the IAEM-USA Region 4 Conference. To be selected, it is crucial that your submission be compelling in both subject matter and demonstration of your knowledge and experience of the subject. Sessions will be 1.5 hours in length and should be related to the conference theme of “Setting the Tone of Emergency Management.” For details on submissions and the speaker proposal submission form, visit the Region 4 event site. The deadline for proposals is Feb. 16, 2018.

As emergency managers, we plan for the unexpected. That’s what we do. But when we look at the world around us — no matter what country — we see that we are not making our lives any easier.
We need to understand the difference between a hazard and a disaster. In July 2017, Alaska experienced a 7.7 magnitude earthquake that was a natural hazard but it was not a disaster. Why? Simply put, the very low population density in the hazard area meant that the earthquake had very little impact on people or property.
Contrast that with Hurricane Harvey and even the heavy rains in Louisiana in 2016. These hazards resulted in significant disasters because they affected the built environment and vulnerable populations.

A major undersea earthquake of magnitude 7.0 has struck close to New Caledonia in the South Pacific, the U.S. Geological Survey says.
The quake, which was at a shallow depth of 15 km below the seabed, did not trigger a tsunami, according to the Pacific Tsunami Warning Centre in Hawaii and the Joint Australian Tsunami Warning Centre.

A strong earthquake with a 6.3 magnitude struck eastern Indonesia on Oct. 31, causing some damage to buildings and sending people running from their homes.
The quake struck at a depth of 32.4 kilometres (20 miles) and was centered 32km west of Hila on the island of Ambon, the U.S. Geological Survey (USGS) reported.
There were no immediate reports of injuries and no tsunami warning was issued. The USGS website assessed the likelihood of deaths or major damage as low.
