DNA India
China is set to pass a nuclear safety law as it rapidly expanded its nuclear power program to become the world's largest producer of atomic power. The draft law, which was introduced in the bimonthly session of the National People's Congress Standing Committee, specified safety standards for nuclear facilities, emergency preparedness and response systems, and rules for information disclosure.

IAEM-USA submitted feedback on the draft National Cyber Incident Response Plan during the public engagement period ending Oct. 31, 2016. IAEM-USA’s comments, prepared by IAEM Member Alisha Griswold, King County Emergency Management Agency, focused on concerns that there is language in the document that is inconsistent with fundamental FEMA doctrine and NIMS/ICS concepts. IAEM recommended the use of visual models to more effectively explain the reporting process from the local level up to the federal level, and to outline the coordination process between federal entities. DHS’s National Protection and Programs Directorate and Federal Emergency Management Agency (FEMA) National Integration Center are leading the development of this document, in coordination with the Department of Justice, the Secretary of Defense, and the Sector Specific Agencies and other interagency partners, representatives from the 16 critical infrastructure sectors and state and local governments. The NCIRP also will serve as the Cyber Annex to the Federal Interagency Operational Plan (FIOP) that built upon the National Planning Frameworks and the National Preparedness System.

In the face of increased flooding risks and rising sea levels, the U.S. Department of Housing and Urban Development (HUD) proposed new elevation standards for all HUD-supported properties. For the first time in nearly 40 years, HUD is proposing to establish higher elevation requirements for properties seeking HUD assistance or Federal Housing Administration (FHA) mortgage insurance. FEMA and the Georgia Emergency Management and Homeland Security Agency will implement the second stage of the new model for delivering the FEMA Public Assistance (PA) program during recovery operations from Hurricane Matthew. Georgia will be the third state to participate in the phased process implementation as FEMA creates a more streamlined approach to providing disaster assistance. FEMA fully implemented the new PA delivery model for the first time in the State of Oregon this past spring. Through extensive feedback from the Oregon and external partners, FEMA incorporated recommendations into the new delivery model that will be used in Georgia. Beta testing of the model was also conducted in 2015 in Iowa. The Stage 2 implementation for Georgia will include using the new Customer Relations Management Tool, which is a web-based tracking system applicants use to upload required project documentation.

The National Weather Service (NWS) recently announced it is considering ways to realign staff and functions “to deliver weather forecasts and warnings more effectively.” On Nov. 1, NWS released a statement broadly outlining the intentions and rationale behind their realignment plan. Since local forecasting is critically important to the emergency management community, IAEM staff and leadership will be closely monitoring and providing feedback to NWS during development, testing, and implementation of the plan to ensure there is no degradation of the service we have come to expect from NWS. IAEM has arranged for NWS Deputy Director Laura Furgione to conduct a webinar to brief interested members about the details of the realignment proposal and to answer our initial questions. The 2017-2022 Health Care Preparedness and Response Capabilities document, recently released by the Office of the Assistant Secretary for Preparedness and Response (ASPR), outlines the high-level objectives that the U.S. health care delivery system, including health care coalitions (HCCs) and individual health care organizations, should undertake to prepare for, respond to, and recover from emergencies. These capabilities illustrate the range of preparedness and response activities that, if conducted, represent the ideal state of readiness in the United States. The document was finalized after the agency reviewed more than 1800 written comments.
Health System Management
The Centers for Disease Control and Prevention has increased by $44.25 million the Public Health Emergency Preparedness cooperative agreements for all-hazards preparedness efforts in 2016 and 2017, as noted by a news release. The funds will go to a total of 62 jurisdictions, including U.S. states, cities and territories.

The IAEM Editorial Work Group members will meet in November to discuss what topics they would like to recommend to the IAEM-Global Board for the IAEM Bulletin special focus issues that are published four times a year. In special focus issues, feature articles are centered on a selected topic of interest to emergency management professionals. Improving the resilience of infrastructure is critical to recovery of cities and communities. To understand these issues, researchers at Florida Atlantic University seek your expertise and knowledge as part of a research study funded by the National Science Foundation. Input is sought from practitioners, researchers, experts and decision-makers in multiple fields to better understand how various factors affect restoration and recovery, and what tools, practices and policies that can promote resilience of interdependent infrastructure systems. Specifically, your responses will inform the development of a simulation platform (PRAISys) for probabilistic analysis of interdependent infrastructure functionality in the wake of a natural disaster.
