New disaster preparedness app coming for Vancouver Island communities

When disaster strikes, minutes can make the difference for people trying to get out of harm's way.
A new app created by researchers at the University of British Columbia aims to reduce time spent scrambling to get organized by helping households create custom emergency response plans.
The Canadian Hazards Emergency Response and Preparedness (CHERP) app is set to launch in November and will be piloted in a handful of Vancouver Island communities including Tahsis, Tofino, Nanaimo, Oak Bay, Parksville and Qualicum Beach.

U.S. housing dept to send disaster funds to states, focus on building climate resilience*

The U.S. Department of Housing and Urban Development (HUD) on Monday said it will distribute more than $2 billion in recovery and mitigation funds to nine states and Puerto Rico following 15 separate major disasters, as part of a broader push to boost resilience to climate change.
HUD said the allocations will give communities across the country the resources they need to recover from disasters and improve resilience to climate change.

How loss of historical lands makes Native Americans more vulnerable to climate change*

Indigenous nations across the U.S. have lost nearly 99% of their historical land base over time. And it's not just the quantity of land that matters, but the quality too: Tribes were displaced to areas that are now more exposed to a wide variety of climate change risks.
Those are among the key findings of a multi-year study published recently in the journal Science. Researchers at Yale University, Colorado State University and the University of Michigan constructed a first-of-its-kind data set to quantify the history of land dispossession and forced migration in the U.S., and examine its long-term environmental and economic impacts.

House Transportation panel approves FEMA recovery bills

Two bills designed to facilitate recovery efforts for communities and commercial corridors hard-hit by natural disasters were recently approved by the transportation committee in the U.S. House of Representatives.
The Small Project Efficient and Effective Disaster (or SPEED) Recovery Act, sponsored by the Transportation and Infrastructure panel’s leadership, would seek to expedite disaster recovery efforts, primarily for small rural communities.

Miami Beach sued for raising roads for sea-level rise

The constant complaints that Miami Beach’s plans to raise roads in the face of sea rise would flood nearby homes has finally resulted in lawsuits.
A group of property owners sued the city for raising the road in front of their houses and sending floodwater into their property, making it unusable as a short-term rental.

FEMA hosts public meetings on Minimum Floodplain Management Standards

In November, FEMA will hold two 90-minute virtual public meetings to gather verbal public feedback on the National Flood Insurance Program’s Minimum Floodplain Management Standards Request for Information. The purpose of the Request for Information is to help FEMA obtain public input on:
- How to align the minimum floodplain management standards with current understanding of flood risk and risk reduction approaches.
- Potential improvements to the standards that would help communities become safer, stronger, and more resilient.
- How the National Flood Insurance Program can better promote protection of and minimize any adverse impact to listed species and critical habitat.
Each meeting is open to the public and will cover the same content. Advance registration is required and will be confirmed on a first-come, first-served basis to provide a verbal comment. Capacity is limited to 1,000 participants.
- The first public meeting will be held from 2:30-4:00 p.m. EDT, today (Nov. 4). Register to participate.
- The second public meeting will be held from 3:30-5:00 p.m. EST, Nov. 15. Register to participate.

GAO highlights problems with speeding disaster help to disadvantaged areas

In fact, the Government Accountability Office has reported on this issue three times between 2019 and today. Ana arrived in May. And now, Wanda has formed. But that's the end of this year's list of names for Atlantic hurricanes, thanks to a particularly active 2021 hurricane season.
In a typical year, there are names to spare by the time of the official end of hurricane season on Nov. 30. This year is only the third hurricane season meteorologists have been left with no names to spare: there was 2005 — the year of Hurricane Katrina — and last year, with its record-breaking 30 named storms.

Climate change is now the main driver of increasing wildfire weather, study finds

NSA, CISA weigh in on shared responsibility for cloud security in the 5G era

Key federal agencies have released the first in a series of reports detailing their expectations for providers of fifth-generation networking equipment and services which they see increasingly serving as a vector for cyberattacks if they're not properly secured.
Addressing cloud providers and mobile operators, the National Security Agency and the Cybersecurity and Infrastructure Security Agency said, "5G networks should assign unique identities to all elements (and preferably to each interface) that will communicate to other elements in the 5G network," for example.

First comprehensive stressors and mental health survey released for emergency managers.

The Journal of Emergency Management announces the release of an industry-wide stressors and mental health survey. The survey is available to all emergency managers and affiliated professionals. The goal of the survey is to assess the multitude of factors related to the unique stressors in the emergency management field. The data collected will be used to establish a baseline of the current state of mental health and support analysis and research on how we can better lead, support, recruit, retain, and grow emergency management professionals and organizations capable of meeting the increasing demands of tomorrow. The long-term goal is an annual survey to track improvements or challenges that need to be addressed. The survey is the product of a team led by the Journal of Emergency Management Publisher and Managing Editor Richard DeVito, Jr., and comprised of team members Kim Guevera, Ph.D., and Ali Meyer, MSW, of Mozaik Solutions, Timothy Erickson, MD and Sonny Patel, MPH of Harvard University, Harvard Humanitarian Initiative and Harvard T.H. Shanghai Disneyland is shut down, and 30,000 people are tested, after one COVID case*

Shanghai health authorities say they have tested nearly 34,000 people for the coronavirus in a single night at Shanghai's Disneyland.
On Sunday evening, the city suddenly closed Shanghai Disneyland and banned anyone inside from leaving. It also shut down the metro station that services the theme park. The park said it did so to cooperate with a contact-tracing investigation after a woman who visited the park Saturday later tested positive for the coronavirus in neighboring Jiangxi province.

Flooding destroyed his home four times in three years. This is the reality of climate change for India's poor

Anish Yadav was sleeping in his home, a fragile hut made of wood and plastic, when the water rushed in.
A concrete retaining wall that had previously held back monsoon floodwaters had collapsed, sending a deluge through Yadav's slum in Malad, a northern suburb in India's financial hub Mumbai. For his entire life, the wall had protected Yadav and his neighbors from increasingly severe monsoon storms. His house had never been damaged before -- but with the wall now gone, he has had to rebuild his home four times in three years.

Dutch reintroduce face masks as COVID-19 cases surge

The Dutch government on Tuesday decided to re-impose measures, including the wearing of face masks, aimed at slowing the latest spike in COVID-19 infections, Prime Minister Mark Rutte said.
The use of a "corona pass", showing proof of a COVID-19 vaccination or recent negative coronavirus test, would be broadened as of Nov. 6 to public places including museums, gyms and outdoor terraces, Rutte said.

At least 16 dead, scores missing in Nigeria high rise collapse*

Rescuers combed through the rubble of a high-rise building in Nigeria’s commercial capital Lagos in search of survivors on Tuesday, a day after it collapsed while under construction, as the death toll rose to 16 with scores reported missing.
The Lagos state government said it had put its chief architect on indefinite suspension and launched an independent investigation of the causes of the collapse of what was to have become a high-end apartment block.

Thousands hit by floods in West Kalimantan, deadly landslides in Central Kalimantan

Heavy rain in parts of Borneo Island has caused severe flooding and triggered deadly landslides in Central and West Kalimantan Provinces of Indonesia. Areas of Sekadau Regency in West Kalimantan Province have been flooded since 23 October, according to the Regional Disaster Management Agency (BPBD). Some areas are under water up to 2.5 meters deep.

Floods, landslides killed 121 people across Nepal in the past 13 days

Fire-ravaged Greek Island of Evia hit by floods, mudslides

The island of Evia, Greece’s second-largest, has been hit by floods months after devastating forest fires last summer destroyed about a third of its forest cover. There were no casualties from the heavy rains that hit the northern part of the island, but dozens of residents had to be evacuated from flooded homes, roads became impassable and beaches were filled with mud sliding down from nearby mountains that were now devoid of vegetation.
