FEMA announces new National Advisory Council members

FEMA Administrator Pete Gaynor appointed 14 members to FEMA’s National Advisory Council (NAC).
The NAC consists of up to 35 members that include a diverse cross-section of officials, emergency managers and emergency responders from state, local, tribal and territorial governments, non-governmental organizations and the private sector. IAEM congratulates member Jeff Hansen, director, Office of Emergency Management, Choctaw Nation of Oklahoma of Durant, Oklahoma, on his appointment. FEMA publishes Final Rule for NFIP requirements

On Oct. 30, FEMA published to the Federal Register a Final Rule to modernize regulations regarding community eligibility status publication requirements under the National Flood Insurance Program (NFIP). The Final Rule:
- Replaces outdated regulations that required community loss of eligibility notices to be published in the Federal Register.
- Replaces the requirement that the agency maintain a list of communities eligible for flood insurance in the Code of Federal Regulations to be published in the Federal Register.
The agency will continue to issue notices in the Federal Register for six months from the final rule’s effective date of Nov. 30 to ensure a seamless transition to this new publication process on FEMA.gov.

EMAP is looking for programs interested in participating in FEMA Continuity Assessment Tool (CAT) pilots in 2021

EMAP has partnered with FEMA to conduct pilot assessments of the Continuity Assessment Tool (CAT), a tool designed to identify and address gaps in continuity programs and plans. The goal of the CAT Pilots is to utilize Continuity of Operations (COOP) Plans from emergency management programs to implement and assess the CAT. The CAT Pilot would provide an opportunity for a program to receive feedback on its continuity program and plans. Additionally, feedback from the assessors and the program will help FEMA enhance its continuity guidance and the CAT to make it more user-friendly and applicable to states, territories, tribes, counties, and cities in the United States. There are no costs associated with the CAT Pilots for emergency management programs. Emergency management programs that are interested in participating in a CAT Pilot in 2021 should complete the interest form.

FEMA issues summary feedback report on state and local mitigation planning policy

This year, the National Mitigation Planning Program is updating the state and local mitigation planning policies. These policies guide the review and approval of state and local hazard mitigation plans. The policies also are known as the Mitigation Plan Review Guides, and are FEMA’s official interpretation of the hazard mitigation planning requirements in the Code of Federal Regulations (44 CFR Part 201).
The National Mitigation Planning Program provided several opportunities for engagement around the policy updates in July and August 2020. This engagement included a broad call for ideas and feedback. Representatives from state, local, and territorial communities and the public could participate in one of three listening sessions held in mid-July as well as submit comments by email. More than 550 federal, state, local, academic, and non-governmental partners shared nearly 440 comments over the course of the engagement period. Topics ranged from general comments on mitigation planning and training to specific feedback on plan requirements. The National Mitigation Planning Program has summarized these comments in a report available online.

Deadline is tomorrow, Friday, Nov. 6, to apply to have CEM® fees waive as a member of the 2021 cohort

IAEM is offering USA local, state, territory, or tribal emergency managers the opportunity to apply to have their IAEM CEM fees waived. Eligible candidates will be selected through a random lottery. To apply, you must meet the following criteria.
- You must be a USA individual who has not yet paid the certification fee.
- Interested candidates must be employed as emergency managers in one of the following jurisdictions to apply: city/county; other local government entity; state/territory; or tribal.
- Individuals must qualify for the CEM designation.
- Candidate must be committed to complete the CEM application by Apr. 15, 2021, and take the exam by May 31, 2021.
The application documents can be found on the IAEM website. The deadline to apply has been extended until Nov. 6, 2020.

Super Typhoon Goni slams into Philippines as strongest landfalling tropical cyclone on record

Super Typhoon Goni made landfall near Bato, Catanduanes Island, Philippines, at 4:50 a.m. local time on November 1 (4:50 p.m. EDT October 31), with sustained winds of 195 mph and a central pressure of 884 mb, according to the Joint Typhoon Warning Center (JTWC). Goni was the strongest landfalling tropical cyclone in world recorded history, using one-minute average wind speeds from the National Hurricane Center for the Atlantic/northeast Pacific and one-minute average winds from JTWC for the rest of the planet’s ocean basins.

Dozens Missing In A Landslide In El Salvador

A landslide caused by heavy rains left at least six people dead and 35 people missing early morning on Friday in Nejapa, a community north to the capital of El Salvador.
According to Civil Defence authorities, some 40 houses were destroyed when a landslide on the slope of the San Salvador volcano swept away trees and the modest homes of the residents of Los Angelitos community.

Hurricane season is winding down in fewer than four weeks, but that didn't deter Hurricane Eta from becoming one of the strongest tropical cyclones of 2020. Nearly 25 weeks after Tropical Storm Arthur began the elongated 2020 tropical season, Eta's eyewall began pushing ashore just after noon on Tuesday, and the storm had been blamed for at least three fatalities.

7.0 Magnitude Earthquake Strikes In Aegean Sea; At Least 14 Dead In Turkey And Greece

At least 14 people died Friday in Turkey and Greece after a powerful earthquake struck off the shore of a Greek island in the eastern Aegean Sea. Emergency crews are working to find victims and survivors of the earthquake, which registered a magnitude 7.0, according to the U.S. Geological Survey. More than 100 aftershocks have been felt, Turkish officials said.
