IAEM’s next webinar, Nov. 18, 2017, 1:00-2:00 p.m. EST, will feature NWS Deputy Director Laura Furgione, who will provide a briefing for IAEM members to learn more about National Weather Service (NWS) realignment plans. According to the National Weather Service, a growing population at risk, an economy that is increasingly vulnerable to weather, an aging infrastructure, and a changing climate, requires NWS to take steps to evolve into an even more effective agency.. As part of this process, NWS is considering ways to realign staff and functions to deliver weather forecasts and warnings more effectively, especially for the emergency management community. According to NWS, they will continue the transformational shift from merely producing forecasts and warnings, to linking those forecasts and warnings to decision-makers who are on the front lines saving lives and property. When Italy was shaken by its fourth earthquake in a week last Thursday, the jolt was part of the country's most significant streak of seismic activity in a generation.
Nearly 250 medium-strength or greater earthquakes have hit Italy since the massive Aug. 24 quake that killed nearly 300 people in and around the town of Amatrice, according to Italy’s National Institute of Geophysics and Volcanology.

South Sudan is in the final stage of developing a disaster risk management policy aimed at enhancing prevention and preparedness regarding disasters induced by natural hazards in the country, a senior government official said.
Bank Joshua, Acting Undersecretary at Ministry of Humanitarian Affairs and Disaster Risk Management, said that the government hopes to adopt the policy before the end of 2016 to enable coordinated response to threats of natural disasters such as floods, drought and extreme weather, among others.

The DHS Office of Intelligence and Analysis (I&A) is currently accepting applications from state, local, tribal, and territorial (SLTT) partners for the updated and expanded Fellows Program. The Fellows Program provides a unique opportunity for SLTT partners to collaborate with DHS and the IC in order to ensure that threat information is most effectively shared between all levels of government. Fellows will be expected to collaborate with their federal counterparts and SLTT customers through participation in a variety of intelligence functions, including, but not limited to, joint analysis and production, collection and reporting, and/or watchlisting. Fellows will have the opportunity to participate in this program through three distinct paths: DHS Office of Intelligence and Analysis (I&A); National Counterterrorism Center (NCTC) Joint Counterterrorism Assessment Team (JCAT); or Terrorist Screening Center (TSC)

FEMA’s Emergency Management Institute conducts Integrated Emergency Management Courses (IEMC) throughout the year and across the country. The four-and-a-half day training course is designed specifically for communities, providing both lecture and exercise-based training focused on response operations for a disaster or emergency that could happen in their area. IEMC courses simulate realistic crisis situations that emergency operations center personnel and community leadership/elected officials may encounter during disasters or other events. Also, the course enhances the skills of participating officials and provides a forum to evaluate the effectiveness of their specific emergency policies, plans, and procedures to protect life and property. The course’s target audience includes state, local, tribal, and territorial government personnel; their elected and appointed officials; supervisory, operations, and emergency support personnel; nonprofit organizations; the private sector; law enforcement personnel; firefighters; attorneys; public information officers; planners; and more. IEMC classes are principally delivered at FEMA’s Emergency Management Institute at the National Emergency Training Center in Emmitsburg, Maryland; however, delivery may also occur in the community. Cherokee Nation Technologies has a unique partnership with the National Oceanic and Atmospheric Administration and NASA to support hurricane forecasting and damage assessment.
The collaborative effort has been using the unmanned aircraft Global Hawk to fly above hurricanes Gaston, Hermine, Karl and Matthew and in front of Hurricane Nicole. The unmanned aircraft deploy sondes, probes that automatically transmit information about surroundings.

Effective Jan. 1, 2017, Canadian CEM® applicants will be required to submit any three- or four-year bachelor program or any post-graduate degree in emergency management or related field from a regionally accredited institution. Currently, Canadian CEM® candidates may substitute experience for a degree to meet the education component of the credential. This equivalency will expire at the end of 2016. Once the new education requirement goes into effect, candidates will no longer have the option of substituting extra years of emergency management work experience in lieu of the education requirement. This will bring Canada CEM® candidates in line with USA, Europa, and Oceania CEM® candidates. If you plan to pursue the CEM® credential, are a Canadian resident and do not hold a degree, we encourage you to submit your CEM® initial application or CEM® Upgrade application under the current requirements before Jan. 1, 2017.

As part of its ongoing modernization effort, the Federal Emergency Management Agency’s (FEMA) Hazus team on Oct. 31 deployed Hazus 3.2, available for free download on the FEMA Flood Map Service Center Hazus Download page. Hazus is a nationally applicable standardized methodology that contains models for estimating potential losses from earthquakes, floods, and hurricanes. Hazus uses Geographic Information Systems (GIS) technology to estimate physical, economic, and social impacts of disasters. It graphically illustrates the limits of identified high-risk locations due to earthquake, hurricane and floods. Users then can visualize the spatial relationships between populations and other more permanently fixed geographic assets or resources for the specific hazard being modeled, a crucial function in the pre-disaster planning process. The new version includes an ArcGIS upgrade, integration of the Hazus earthquake module with the U.S. Geological Survey’s ShakeMap, and enhanced reports. November is Critical Infrastructure Security and Resilience Month. DHS offers a wide array of free training programs. These web-based independent study courses, instructor-led courses, and associated training materials provide government officials and critical infrastructure owners and operators with the knowledge and skills needed to implement critical infrastructure security and resilience activities. Training resources are also available via the Federal Emergency Management Agency’s (FEMA) Emergency Management Institute (EMI) course catalog.

The National Health Security Preparedness Index combines measures from multiple sources and perspectives to offer a broad view of the health protections in place for the nation as a whole and for each U.S. state. The Index identifies strengths as well as gaps in the protections needed to keep people safe and healthy in the face of large-scale public health threats, and it tracks how these protections vary across the U.S. and change over time. Last week, a new blog feature of the Index website was launched that offers periodic analyses, stories and perspectives on the changing nature of health security and preparedness across the United States. The first blog post examines Index results through an equity lens and considers how concepts of equal protection might be useful in responding to new threats like Zika.

American Military University is offering a webinar, “Violent Incident Task Forces,” on Nov. 22, 2016, 1:00-2:00 p.m. EST. After the 2012 mass shooting at a theatre in Aurora, Colorado, the Ventura County (California) Fire Department realized that it lacked an organizational response if a violent incident should happen in its jurisdiction. A multi-discipline work group was formed to address this lack, composed of representatives from local fire departments, law enforcement agencies, EMS transport providers, dispatch center, and others. Webinar speaker J. Scott Quirarte, a fire captain and 26-year veteran of the fire services, will discuss the challenges and benefits of establishing a violent incident task force. Register online.
