A special event requires additional planning, preparedness, and mitigation efforts by local and federal emergency response and public safety agencies. Representatives of Saarc countries will meet to prepare a regional roadmap for disaster risk reduction for the Asian region.
"The meeting will be co-chaired by minister of state for home affairs Kiren Rijiju and United Nations special representative for disaster risk reduction Margaretta Wahlstrom," a home ministry statement said.
It said China, Japan, Malaysia, South Korea, Indonesia, Thailand, Mongolia and India will participate in the meeting.

The Interagency Board (IAB) on Nov. 6 released its 2015 IAB Research and Development Priority List, available online here. This list is being distributed to federal agencies, academic institutions, and research and development laboratories and organizations, as well as stakeholder organizations such as IAEM. Each year IAB’s Science & Technology SubGroup and Standards Coordination SubGroup support and coordinate IAB’s efforts to identify and prioritize research development requirements within the first responder community. To do so, each SubGroup conducts its own survey of the IAB. After respective gaps are identified across all IAB SubGroups, the gaps are evaluated using a standardized survey questionnaire. The survey responses are statistically analyzed, and a rank order is established for gaps selected for the evaluation. The end products of the surveys are two lists of priorities vetted by IAB membership: the IAB Research & Development Priority List (announced here) and the IAB Standards Development Priority List (pending).

The 1999 Odisha Cyclone struck the eastern coast of India, knocking out whole swaths of the Indian Railways Network, bringing the eastern IRN system to a halt. Cyclones Hudhud and Phailin caused similar mayhem in 2014 and 2013, while in 2012 power blackouts in northern and eastern India idled 300 intercity passenger trains and commuter lines. The Emergency Services Sector-Specific Agency, Department of Homeland Security, recently published the “Impersonation of First Responders Fact Sheet,” which is available for download. First responders provide the first line of defense for nearly all critical infrastructure sectors and the general public during natural disasters and other physical emergencies. However, malicious actors, both international and domestic, seeking to exploit the public trust first responders have earned, have sought to impersonate first responders in order to do harm to the American people, exploit site vulnerabilities, or destroy critical infrastructure. Malicious actions include the acquisition of authentic or fraudulent uniforms, equipment, vehicles, and other items that may be associated with law enforcement, fire, and emergency services personnel. Therefore, it is imperative emergency services organizations maintain an awareness of the current threat environment and continue to remain vigilant. Learn more.

The next offering of the Integrated Emergency Management Course (IEMC) will take place Feb. 22-25, 2016, at the National Emergency Training Center, Emmitsburg, Maryland. This four-and-a-half day exercise-based training simulates realistic crisis situations that Emergency Operation Center (EOC) personnel may encounter during weather-related disasters. IEMC courses help increase the skills of participating officials and provide a forum to evaluate the effectiveness of their specific emergency policies, plans, and procedures that are designed to protect life and property in the event of a disaster. A new addition to the course activities offers participants the opportunity to practice disseminating wireless emergency alert messages. This allows for one of the ways public safety officials can quickly and effectively alert and warn the public during serious emergencies. Questions should be directed to FEMA-EMI-IEMB@fema.dhs.gov.

Four people, including a 15-year old boy, were killed in Kenya when their houses were swept away in a mudslide triggered by torrential El Niño rains.
The victims — who were caught in their sleep — are from a village which is surrounded by hills in Kenya’s Mount Elgon constituency.
Confirming the deaths, Ezekiel Kiche, the area’s police chief, said that most of the residents had been warned to vacate the area during the rainy months of November and December.

Hurricane Kate has formed in the Atlantic north of Bermuda, becoming the fourth hurricane of the Atlantic season.
The hurricane's maximum sustained winds are near 75 mph (120 kph). Kate is centered about 260 miles (420 kilometers) north of Bermuda and is moving northeast near 40 mph (65 kph).
The U.S. National Hurricane Center says swells from Kate will begin affecting Bermuda, likely causing life-threatening surf and rip current conditions.
