FEMA and its emergency management partners released Jan Peelen’s PrepTalk, “Living with Water: How the Netherlands Prevents Flood Disasters.” In his PrepTalk, Peelen tells the story of the Netherland’s historic battle with flooding and shares how the Dutch are learning to live with water. Peelen is a representative of the Dutch Ministry for Infrastructure and Water Management at the Embassy of the Kingdom of the Netherlands. He advises U.S. entities on the topics of resilience, urban planning, and infrastructure, and coordinates all water-related efforts of the Dutch diplomatic network in the U.S. His PrepTalk video and additional resources are available at www.fema.gov/preptalks. PrepTalks are produced in partnership with FEMA, the International Association of Emergency Managers, the National Emergency Management Association, the National Homeland Security Consortium, and the Naval Postgraduate School Center for Homeland Defense and Security.

On Nov. 18, FEMA announced the release of the “Community Lifelines Implementation Toolkit 2.0” and the “Incident Stabilization Guide,” which provide updated information and resources to better understand and implement Community Lifelines throughout the emergency management community.
The initial toolkit was released in Feb. 2019 as the first formal guidance on lifelines. Since then, FEMA conducted significant engagement with state, local, tribal and territorial emergency managers, interagency partners, and private and non-profit stakeholders to provide training, achieve buy-in, and gain critical feedback to help improve the construct. The simplicity and plain language used for lifelines eases coordination and communication among partners at multiple levels. Updated to support last month's release of the revised "National Response Framework, Fourth Edition," the toolkit incorporates lessons learned from recent disasters and stakeholder feedback.

The Federal Emergency Management Agency is seeking to update “Comprehensive Preparedness Guide 101: Developing and Maintaining Emergency Operations Plans” (CPG 101). The guide was last updated in 2010 and provides guidance for developing emergency operations plans. Due to the foundational nature of this document, and its importance to whole community partners, FEMA is seeking the input of the whole community on what stakeholders would like to see in an updated CPG 101. A line-numbered
version of the CPG 101 is available to allow individuals to comment and provide recommendations on specific areas within the document. FEMA will accept comments through Tuesday, Jan. 14, 2020.

The Cybersecurity and Infrastructure Security Agency (CISA) and the Department of State have released a “Guide to Critical Infrastructure Security and Resilience.” This collaborative product for domestic and international partners describes the U.S. all-hazards approach to critical infrastructure security and resilience. The guide provides a step-by-step approach to developing, implementing, and refining related policies and programs for a range of stakeholders, such as foreign ministries charged with oversight of key sectors (e.g., energy, water and wastewater, communications, transportation), as well as experts in security, counterterrorism, crisis management and emergency response. It also includes coordination with industry owners and operators and others with related responsibilities and capabilities. The Guide acknowledges that the effectiveness of critical infrastructure protection is greatly enhanced when based on a holistic approach that considers all threats and hazards. It is also a useful primer and reference for U.S.-based users, as well as a tool to engage additional partners on roles and responsibility for critical infrastructure.
