Six students from Prairie View A&M University’s College of Juvenile Justice and College of Business were a part of an invited HBCU delegation at the International Association of Emergency Managers Annual Conference in Savannah, Georgia, on Nov. 14 and 15. The students were accompanied by COJJ Interim Dean Camille Gibson, Ph.D., who directs a 12-credit certificate program at PVAMU in Homeland Security and Emergency Management.

The Government of Canada invests in marine emergency preparedness, response and partnerships as part of the next phase of the Oceans Protection Plan

With the longest coastline in the world, keeping our oceans safe and clean is a top priority for the Government of Canada. Since its launch in 2016, the Oceans Protection Plan—the largest investment ever made to protect our oceans and keep our coastlines clean—has led to over 50 initiatives and the completion of more than 300 projects to keep our waters safe and clean from coast-to-coast-to-coast.
To build on this investment in our oceans, today the Minister of Transport, the Honourable Omar Alghabra, announced over $1.2 billion for 29 initiatives as part of the next phase of the Oceans Protection Plan.

Canada's disaster aid system is overwhelmed, leaving victims to rebuild on their own

Disaster relief is an expensive business.
Consider the extensive flooding that struck British Columbia a year ago this week, with estimated recovery costs of $3.9-billion. Canadian taxpayers will pay nearly all of that amount ($3.5-billion) through an obscure program called the Disaster Financial Assistance Arrangements (DFAA). The same program has received aid requests from Nova Scotia, Prince Edward Island and Newfoundland and Labrador in the aftermath of Fiona, the post-tropical storm that struck the Maritimes in late September.

Climate changed: Rising oceans, storm surges 'disaster in slow motion' for Canada's coasts

Tides are rising, sands are shifting and coastlines are crumbling. As studies warn of rising seas and accelerated erosion resulting from climate change, coastal communities in Canada are wondering what the future holds. Communities on Canada’s east and west coasts face the risk of slipping below swelling tides as water levels inch up. An Intergovernmental Panel on Climate Change report released last year said the rate of global sea level rise is accelerating, and seas have risen about 20 centimetres since the beginning of the 20th century.

Climate change is compounding disaster risk around the world. Recent reports from the Intergovernmental Panel on Climate Change (IPCC) make clear that the growing effects of climate change are seeing the nature of disasters increase in their frequency and intensity. A three-fold increase in the number of disasters in the Pacific occurred between 1970 and 2019, while climate change also exacerbates food and water insecurity, health, migration and displacement challenges, and widens existing societal vulnerabilities.

Government providing support to flood impacted communities

Treasurer Jim Chalmers says the government’s immediate support for individuals affected by the recent flooding disaster is a one-off “Disaster Recovery Payment” currently available to 46 local government areas.
A Disaster Recovery Allowance is also available to those affected, providing up to 13 weeks’ income support to individuals affected in 150 local government areas.

GAO calls for independent commission to reform the federal disaster recovery approach

The Government Accountability Office (GAO) has criticized the federal approach to disaster recovery as being fragmented across more than 30 federal entities. Such fragmentation can make it difficult for communities to figure out who to turn to for help. The watchdog said this approach is the product of over 40 years of incremental efforts to address emerging issues in disaster recovery through legislative reform as well as differing agency regulations and policies.

The Twitter account’s display name read “National Weather Service.” The avatar was the National Weather Service (NWS) logo, and the handle was “@NWSGOV.” Crucially, the name was followed by the blue check mark that had been used to confirm an account was run by the person or organization it indicated. Only by clicking over to @NWSGOV’s full profile could one could see that it had just joined Twitter—and that the biography field noted it was a parody of the NWS, whose real account is @NWS.
The emergence of this and other realistic-looking spoof accounts of companies, politicians and celebrities was a predictable—and predicted—outcome of a change to Twitter’s long-standing “verified” feature that was quickly made this month by the company’s new owner, billionaire Elon Musk.

Code grey: Inside a 'catastrophic' IT failure at the Queensway Carleton Hospital*

Emergency room doctors, nurses and other health-care professionals who worked through the night during a major, hospital-wide computer and phone outage in Ottawa were "sticking their necks out" in an "exceptionally unsafe" environment, according to documents obtained by CBC News.
Inaccessible medical records, inoperable equipment, defective backup phones and pagers, and poor communication from administrators plagued the Queensway Carleton Hospital (QCH) for nearly 20 hours in early September when a "code grey" was declared, internal records obtained through a Freedom of Information request show.

CISA publishes key steps to transform vulnerability management

CISA, NSA, and ODNI release guidance for customers on securing the software supply chain

CISA, the National Security Agency (NSA), and the Office of the Director of National Intelligence (ODNI), published the third of a three-part series on securing the software supply chain: Securing Software Supply Chain Series – Recommended Practices Guide for Customers. This publication follows the August 2022 release of guidance for developers and October 2022 release of guidance for suppliers.
The guidance, along with the accompanying fact sheet, provides recommended practices for software customers to ensure the integrity and security of software during the procuring and deployment phases.

Switch to online enables new active shooter training for all
Domestic Preparedness
The frequency of active shooter incidents has increased over the past two decades, doubling from 2016 to 2020. As a result, many people have increasingly sought effective training on this topic. Before the COVID-19 outbreak, participation in 3.5 hours of in-person training was mandatory within L.A. County’s Department of Public Health (LAC DPH) for all staff assigned to any directly related responsibilities. In early 2022, this course successfully transitioned to a fully online version and is now freely available to anyone.

Department of Homeland Security: Climate Change Professionals Program Information Session to be held on Dec. 1 at 12:00 p.m. EST

The Office of Academic Engagement has announced a new opportunity in the Department of Homeland Security for recent graduates: the Climate Change Professionals Program. An information session will be held on Dec. 1, at 12:00 p.m. EST. The Climate Change Professionals Program is a two-year program that provides training and resources for DHS to meet and exceed climate change goals mandated by Executive Order (EO) 14008, Tackling the Climate Crisis at Home and Abroad. Recent graduates, especially of science-based degrees, are encouraged to apply. DHS expects to hire 12 participants in FY23. Successful completion of the program guarantees a full-time position within DHS. Learn more.

Indonesia: Java quake kills scores and injures hundreds

An earthquake on the main Indonesian island of Java has killed scores of people and injured hundreds, say officials.
The 5.6 magnitude quake struck Cianjur town in West Java, at a shallow depth of 10km (6 miles), according to US Geological Survey data.
Scores of people were taken to hospital, with many treated outside.

Biden sending federal aid as NY digs out from huge snowstorm*

President Joe Biden is sending federal aid to western New York to help state and local authorities clean up from the massive storm that dumped as much as 6 feet (1.8 meters) of snow in western and northern New York, the White House announced Monday.
The emergency declaration authorizes the Department of Homeland Security and the Federal Emergency Management Agency to coordinate disaster relief in 11 counties hit by the the lake-effect snowstorm Friday and Saturday.

Albania — 2 missing, several evacuated after floods in Shkodra and Lezha

Two people are missing and several households have evacuated their homes after heavy rain caused flooding and landslides in Albania on 20 November 2022. Northern areas of the country have seen heavy rain since 17 November when the city of Shkodra recorded 97 mm. The rain intensified on 20 November. In a 24 hour period to 21 November, Shkodra recorded 61 mm of rain; the capital Tirana recorded 105 mm; Kukes 98 mm; Durres 46; and Sazan 110 mm.
