Indigenous communities hit hard by B.C. floods say they received no warning, are getting little help*

The rains had been torrential for more than 12 hours when Cook's Ferry Indian Band Chief Councillor Christine Minnabarriet looked out her window and sensed something was wrong.
Driving out to nearby Highway 8, Minnabarriet saw the Nicola River was level with the road and the water was washing right over it in some places.
Her concerns confirmed, Minnabarriet went back to her community near Spences Bridge, northwest of Merritt, and started telling members to leave.
There had been no alarm or text message alert — she was her community's warning system.

B.C. floods: The province had been warned natural disasters would hit more often, and it was not prepared

In 2017, the year John Horgan and the New Democratic Party formed government in B.C., the urgency of preparing for climate change was laid bare. Rainstorms on top of snow melt brought unprecedented flooding in the Okanagan in the spring. Months later, the province was in the grips of one of the worst wildfire seasons in British Columbia’s history. The amount of land burned was – here’s that word again –unprecedented.
Last week, the province declared a state of emergency, the third one of 2021.

The National Disaster Management Office (NDMO) is working closely with churches and other stakeholders to ensure unfortunate events that unfolded in evacuation centres in past disasters were eliminated.
NDMO director Vasiti Soko shared this while officiating at a recent safe and readiness training attended by various church representatives and stakeholders in Nadi.

The number of acres that have burned so far this year as of Friday November 19, not counting Alaska, is already more than the average of the previous 10 years. The 6,619,632 acres in the lower 49 states is 4 percent higher than the average of the previous 10 years, and 43 percent above the average in the decade before that, 2001 – 2010.

GAO: Emergency Watershed Protection program could be improved with additional guidance*

Natural disasters such as hurricanes, floods, and wildfires can threaten life and property even after the disaster has passed. There can be increased risk of erosion, flooding, and more. The U.S. Department of Agriculture’s (USDA) Emergency Watershed Protection (EWP) program seeks to help relieve imminent threats created by natural disasters. Congress appropriated over $1.3 billion to the program in FYs 2015-2020.

Washington lags in equipping schools for seismic activity

On the surface, there’s not much to distinguish Tumwater Middle School from any other modern campus. The two-story building is boxy, with a faux-brick facade in shades of ocher and tan. Blond wood brightens the corridors, and concrete floors are polished to a shine.
The only hint there’s something unique about this structure in the Portland suburb of Beaverton is the steel cross-bracing left exposed along one hallway. The beams, painted blue and filled with concrete, are part of what made Tumwater the most seismically resilient school in the Pacific Northwest when it opened five years ago — outshining even the newest schools in Washington.

Hurricane season may be over for this year, but a new study says the monster storms will wreak greater havoc in decades to come, thanks to climate change.
Specifically, by later this century, residents in the northeastern U.S. will see worsening hurricanes as storms arrive more quickly – but slow down once they’ve made landfall, researchers said in a study released Monday. Hurricanes producing catastrophic damage similar to that of 2012's Hurricane Sandy will be more common, the study said.

US, UK conduct cyber management review at Fort Meade

For the first time in two years, the United Kingdom and United States militaries conducted an in-person headquarters-level forum to discuss combined cyberspace campaigns and capabilities, called the Cyber Management Review, Nov. 9, 2021.
The Cyber Management Review is a collaborative forum between the leadership of the National Security Agency, U.S. Cyber Command, U.K. Strategic Command, and the U.K. Government Communications Headquarters.

Hauer is a senior advisor at Teneo Risk, a member of the World Association for Disaster and Emergency Medicine (WADEM) Board Of Directors, a member of the Advisory Committee on Humanitarian Health at Johns Hopkins School of Public Health, and Associate Editor at the Journal of Special Operations Medicine.

FEMA offers two training sessions on guidelines and standards changes to the Flood Risk Mapping, Assessment, and Planning (Risk MAP) Program

The Federal Emergency Management Agency (FEMA) is offering two training sessions to review all guidelines and standards changes during the November 2021 cycle. Each session is scheduled for one hour and both sessions cover the same material, invitees need to only attend one session. Option one will be held Tuesday, Dec. 7, 2021, 3:00-4:00 p.m. EST, and option two will be held on Thursday, Dec. 9, 2021, 3:00-4:00 p.m. EST. FEMA maintains guidelines and standards to support the Risk Mapping, Assessment and Planning (Risk MAP) program. These define how to apply the statutory and regulatory requirements for National Flood Insurance Program (NFIP) flood mapping. They also outline how to perform Flood Risk Projects, how to process Letters of Map Change (LOMCs), and related Risk MAP activities. More information is available on the FEMA website.

More than 5,000 homes in England approved to be built in flood zones
The Guardian
More than 5,000 new homes in flood-risk areas of England have been granted planning permission so far this year, as local authorities try to tackle the housing shortage.
Researchers analysing 16,000 planning applications lodged between January and September discovered about 200 had been approved, for a total of 5,283 new homes, in areas where more than 10% of homes were already at significant risk of flooding.
